- Is group ka member banana ke liye, kisi bhi desh ko kuch niyamo ka palan karana hota hai
- Desh ke paas in conventional weapons aur savendansil industrial equipment ko banane ki chamata pahale se honi chahiye
- Desh ko non-proliferation policies follow karani chahiye, aur us desk ki national policies aur is agreement ke udesyon me ko takravav nahi hona chahiye
- Desh ke pass apane niryaton par prabhavi control karane ki chamata honi chahiye

Jaisa ki aap Janate hain, China aur Israel hathiyron ke bahut bade suppliers hain, halanki who is agreement ke sadasya nahi hain, lekin unhohe aapne export ko is Wassenaar agreement ki tarah hi control kiya hua hai

Is agreement ki jo vywastha hai wah puri tarah se open hain ..bina kisi bhed bhaav ke yarn naye desh ko is grop me shamil karane par vihar karati hai agar wah is agreement ke sidhanton par sahmat hote hain, kisi bhi naye desh ko is group me shamil karane ke liye, is group ke sabhi sadasya deshon ke beech Sarva Sammati honi chahiye
- 2010 me, US ke president Barack Obaman ne Bharat ke is group me pravesh ke liye samarthan diya tha

क्योंकि चाइना abhi bhi इस ग्रुप का सदस्य नहीं है इसलिए संभावना है कि भारत को जल्दी ही इस ग्रुप की सदस्यता मिल Jayeegi

 जैसा कि आप जानते हैं कि चीन के अलावा भी अभी कई सर कई सारे NSG के सदस्य हैं जो भारत के एनएसजी में शामिल होने पर हिचकिचा रहे हैं अगर भारत-ऑस्ट्रेलिया ग्रुप में शामिल हो जाता है तो भारत की विश्वसनीयता बढ़ जाएगी और यह देश अपने संदेह को त्यागकर भारत के एनएसजी में शामिल होने का समर्थन बड़ी जोरों से करने लगेंगे

 इस प्रकार से एनएसजी में चीन अलग-थलग पड़ जाएगा और उसको अकेले रह कर भारत के एनएसजी में प्रवेश होने पर रोक लगाने में दिक्कत का सामना करना पड़ेगा.


 जैसा कि हम जानते हैं कि निकट भविष्य में चाइना भारत को एनएसजी में ज्वाइन नहीं करने देगा इसलिए इसी में अकलमंदी है कि भारत हाल-फिलहाल ऑस्ट्रेलिया ग्रुप में शामिल होकर एनएसजी में अपनी दावेदारी को और मजबूत करें
 मानव जाति के सुरक्षित भविष्य के लिए भारत का हमेशा से मानना रहा है कि conventional weapons ka अनियंत्रित विस्तार नहीं होना चाहिए और ध्यान रखना चाहिए कि यह हथियार आतंकवादियों के हाथ ना लगे

Today we will talk about major Conventional Weapons export control regime, Wassenaar Agreement.

- With 41 participating countries, Wassenaar Arrangement is an multilateral export control regime, which was established in 1996 in Wassenaar Netherlands.
- This group contributes to regional and international security and stability, by promoting transparency and greater responsibility in transfer of conventional arms and dual-use goods and technologies.
- In this way they prevent destabilizing accumulations of conventional weapons and ensure that terrorist don’t develop or acquire these weapons and technology.
- These weapons fall under eight broad weapons categories: battle tanks, armored combat vehicles, large-caliber artillery, military aircraft, military helicopters, warships, missiles or missile systems, and small arms and light weapons.
- All participating countries ensure that transfer of these items don’t contribute to the development or enhancement of destabilizing military capabilities and these items are not diverted to support such capabilities.
-Every six months member countries exchange information on deliveries of conventional arms to non-Wassenaar members.
- To become member of this group a country should meet following criteria.
- It should be a producer or exporter of arms or sensitive industrial equipment.
- It must Maintain non-proliferation policies and its relevant national policies must be in alignment with the broad objective of this agreement.
- It must maintain fully effective arms export controls.
- You know, China and Israel are significant arms exporters. Though they are not members of this agreement, but they have aligned their export controls with Wassenaar lists.
- The Arrangement is open on a global and non-discriminatory basis to prospective adherents that comply with the agreed criteria. Admission of new members requires the consensus of all members.
- In 2010, U.S. president Barack Obama announced U.S. support for India’s entry to this group.
- Since China is STILL not part of this group, India hopes to get access of this group soon on the basis of its globally appreciated strong Non-proliferation credentials.
-you know Besides China, there are other NSG members that are also hesitant to support India's NSG entry.  If India manages to enter in this group, it will strengthen India's non-proliferation credentials and help India in convincing those skeptic countries to strongly support India's NSG entry. and China will be further isolated in NSG in opposing India. It will be very difficult for China to block India's entry with increasing global isolation.

- In near future, China will not allow India to enter in NSG, hence it makes perfect sense to make our case stronger by joining such non-proliferation groups.
- India has always believed that conventional weapons MUST not be allowed to proliferate in the world in uncontrolled fashion to ensure safe future for the humanity. For the long term safety of our civilization, it’s very critical that such sophisticated conventional weapons also don’t fall in the hands of terrorists.
