दोकलाम विवाद के दौरान पिछले 5 हफ्तों मै हमने चीन को कई बार भारत को खुले युद्ध की धमकी देते हुए सुना है.

भारतीय नेतृत्व बड़े ही ठंडे दिमाग से इन चाइनीस धमकियों को सुनता रहा और भारतीय सेना Doklam के विवादित क्षेत्र में मजबूती के साथ डटी रही.

जब चीन की धमकियों ने काम करना बंद कर दिया तो चीन ने भारत को उपदेश देना चालू कर दिया है.

चाइना के अखबार ग्लोबल टाइम्स में छपे हुए लेख के अनुसार चाइना भारत के साथ युद्ध नहीं चाहता.
लेकिन आपको अच्छी तरह से याद होगा कि कुछ दिनों पहले ही इसी अखबार में भारत को   बार-बार युद्ध की धमकी दी गई थी.

यह बात सत्य है कि भारत में बहुत ही कम चाइनीज विशेषज्ञ हैं. और उनमें से बहुत से विशेषज्ञ चीनी भाषा को नहीं समझते हैं, इसलिए हो सकता है कि हम चीन के विचारों को अच्छी तरह से ना समझ पाएं.
लेकिन चीन को यह समझ जाना चाहिए कि भले ही हम उनकी भाषा को ना समझ पाए, हम उनके कामों को देखकर उनके उद्देश्यों को समझ जाते हैं.


भारत चीन सीमा, भारत भूटान सीमा और साउथ चाइना सी में पूरी दुनिया ने यह देख लिया है कि दूसरे  के क्षेत्र में अतिक्रमण करना चीन की आदत बन चुका है.

चीन हमेशा की तरह कहता आया है कि वह आंतरिक और बाहरी शांति चाहता है ताकि चीन प्रगति के मार्ग पर आगे बढ़ सके.

लेकिन चीन के शब्द और चीन के काम आपस में मेल नहीं खाते हैं.

वह दिन बीत चुके हैं जब भारत चीन से आर्थिक और सामरिक विकास में पिछड़ रहा था.
लेकिन अभी मजबूत और इच्छा शक्ति से संपन्न भारतीय प्रधानमंत्री नरेंद्र मोदी ने कई सारे बड़े पैमाने पर सुधार किए हैं. जिससे  भारत बहुत तेजी से आर्थिक और सामरिक विकास करेगा चाइना को अब इस बात का एहसास हो चला है.

 चीन के विशेषज्ञों की याददाश्त वीक है, कुछ ही दिनों पहले दोकलाम क्षेत्र  से भारतीय सेना के पीछे ना हटने पर, वह भारत को युद्ध की धमकी दे रहे थे.लेकिन अब वह कह रहे हैं कि भारत चीन  के साथ  युद्ध लड़ना चाहता है.


कारण साफ है क्योंकि उनकी धमकियों ने काम नहीं किया इसलिए अब  वह अपना मुंह छुपाने के लिए ऐसी बातें करने लगे हैं.
भारत ने हमेशा से कहा है कि युद्ध भारत के लिए उतना ही खतरनाक है जितना कि युद्ध चीन के लिए खतरनाक है

 इस तरह के छोटे से विवाद को सुलझाने में दोनों देशों की कूटनीति के विशेषज्ञ सक्षम है.

लेकिन जब भारत ने विवाद को सुलझाने के लिए बातचीत करने का अनुरोध किया तब चीन ने भारत को करारा जवाब देते हुए कहा कि बातचीत के लिए पहले भारतीय सेना को दोकलाम के विवादित क्षेत्र से पीछे हटना होगा.



 अब चीन को समझ में आ गया है, कि उसकी खाली धमकियों से कुछ होना जाना नहीं है तो वह भी विवाद को सुलझाने के लिए बातचीत का रास्ता ढूंढने लगा है.

लेकिन चीन को समझना होगा, कि हाल के उसके गैर-जिम्मेदाराना व्यवहार से भारत चीन  संबंधों पर बहुत ही बुरा प्रभाव पड़ा है.

वास्तव में चीन शुरुआत से ही युद्ध नहीं चाहता था. वह तो सोचता था कि, पहले की तरह सिर्फ खाली धमकी देकर ही सारा काम हो जाएगा।

लेकिन भारत अब किसी भी दबाव के कारण  पीछे हटने वाला देश नहीं रह गया है.

भारत के राष्ट्रीय सुरक्षा सलाहकार अजित डोवल के चीनी दौरे के पहले चीन के  व्यवहार में परिवर्तन अच्छा है. आशा करते हैं यह दोनों देश आपसे आपसी मतभेदों को बातचीत के द्वारा दूर करेंगे, और इस छोटे से विवाद को सुलझा लेंगे, जिससे भारत चीन संबंध फिर से पुरानी स्थिति में लौट सकें.

In the last five weeks of Doklam  standoff, we have heard many times China threatening India about this border standoff escalating into full armed conflict.

Even after getting so many chinese threats Indian leadership didn't lose the cool and Indian Army is still holding the ground in the disputed location which China perceives its own.

When threats didn't work, China started preaching India.

As per opinion published in Chinese News paper Global Times, Now China doesn't want War with India.
But you all remember,not many days ago, this is the very newspaper which has published war threatening articles.

As a matter of fact, there are few real Chinese experts in India and many of them even don't understand the Chinese language. so our viewpoint of China may not be accurate.

But perhaps China forgets the basic point here, Chinese actions speaks louder than Chinese words.
Everyone in the world is aware of Chinese tendency to encroach be it India China border, China Bhutan border and South China Sea.

China says it wants domestic harmony and a peaceful international environment rather than Conflict. But Chinese action don't match with Chinese words at all.

Gone are the days, when India was lagging and China was growing rapidly.
Now China is realizing, because of decisive and strong leadership of Indian Prime Minister Narendra Modi, India is embracing a period of rapid growth due to the Big bang reforms.

So China is now saying that if India fights a large scale war with China, it will not only scare away foreign investment, but also disrupt Indian economy.

Chinese experts have very weak memory, few days ago china was ready to attack India because Indian armed forces were not backing off from the Doklam Plateau. But now they are saying its India which wants to wage war against China.

The reason is simple, since their threats didn't work so they are looking for graceful exit route.

India has always said, war is harmful to India as much as its harmful to China.

The diplomats of both countries are capable enough to sort out such small localized border disputes.

But until few days ago, it was china which has retorted to Indian peace seeking talk request by saying that talk can only happen, after Indian troops have withdrawn from Doklam Plateau.

Now that China have begun to realize that its threats are not working any more. The diplomatic dialogue to resolve the issue is the only way ahead.

But China must understand, that its recent irresponsible behavior has already caused irreparable damage to bilateral ties.

Since the beginning china didn't want escalated confrontation, they just thought, as it has happened in past, their empty threat alone will do  all the work for them.

But thankfully, they have begun to realize that India is not a pushover country anymore.

Before the Chinese visit of Indian NSA Ajit Doval, such change is very welcome. Hopefully both sides can dispel their misunderstandings through bilateral dialogues and resolve this very small dispute so that Indo China relationship returns to normalcy soon.
