 दोस्तों जैसा कि आप जानते हैं चाइना पाकिस्तान इकोनॉमिक कॉरिडोर प्रोजेक्ट एक बहुत ही बड़ा इंफ्रास्ट्रक्चर का प्रोजेक्ट है , जिससे पाकिस्तान में लाखों नौकरियां पैदा होंगी और पाकिस्तान बदलकर एक विकसित राष्ट्र, भी बन सकता है.
लेकिन पाकिस्तान में फैले हुए भ्रष्टाचार के कारण इस प्रोजेक्ट की जो कीमत है वह बहुत तेजी से बढ़ रही है और इस प्रोजेक्ट को पूरा होने में देरी का सामना करना पड़ रहा है.
दूसरी  तरफ चाइना को यह एक पश्चिमी मार्ग प्रदान करेगा जिससे चीन कम कीमत पर मध्य पूर्व एशिया से कच्चा तेल आयात कर पाएगा.
यह प्रोजेक्ट चीन को अफ्रीका के साथ व्यापार करने के लिए महत्वपूर्ण मार्ग प्रदान करेगा.
व्यापार के अलावा यह प्रोजेक्ट भारत को घेरने में चीन की मदद भी करेगा.
चाइना पाकिस्तान इकोनॉमिक कॉरिडोर प्रोजेक्ट के लिए चीन ने पाकिस्तान को 50 बिलियन डॉलर का लोन दिया है.
पाकिस्तान की अर्थव्यवस्था पहले से ही खस्ता हाल में है इसलिए यह लोन पाकिस्तान को आगे आने वाले समय में नुकसान पहुंचा सकता है.

 वास्तव में पाकिस्तान को भारत के द्वारा इस प्रोजेक्ट के बताए गए नुकसानों के बारे में ध्यान देने की बिल्कुल भी जरूरत नहीं है.
लेकिन अच्छा होगा अगर पाकिस्तान कम से कम श्रीलंका से कुछ सीखें
पिछले चार दशकों में चीन ने कई बिलियन डॉलर  का लोन  श्रीलंका को दिया है  ताकि श्रीलंका अपने इंफ्रास्ट्रक्चर का विकास कर सके.
एक अनुमान के अनुसार श्रीलंका के ऊपर 65 बिलियन डॉलर का कर्ज है. जिसमें 8 बिलियन डॉलर का कर्ज सिर्फ चीन का है और चीन के कर्ज के ऊपर ब्याज दर बहुत ज्यादा है.

सिर्फ हंबनटोटा प्रोजेक्ट के लिए चीन ने 300 मिलियन डॉलर का लोन 6.3 प्रतिशत ब्याज दर पर श्रीलंका को दिया है.

सामान्य तौर पर विश्व बैंक और एशियन डेवलपमेंट बैंक 0.25, से लेकर 3% तक ब्याज दर पर लोन देते हैं
 यहां तक कि भारत भी अपने पड़ोसी देशों को लगभग 1% ब्याज दर पर लाइन ऑफ क्रेडिट का लोन देता है.
चीन के ज्यादा कर्ज  और बहुत अधिक ब्याज के कारण श्रीलंका को कर्ज और  ब्याज  चुकाने में बड़ी दिक्कत का सामना करना पड़ता है.
 इस पृष्ठभूमि में श्रीलंका को चीन के साथ 1 बिलियन डॉलर की डील करनी पड़ी जिसके अंतर्गत चीन को हंबनटोटा बंदरगाह का विकास करने और उस पर नियंत्रण रखने का अधिकार मिल गया.
इस प्रकार से चीन की एक सरकारी कंपनी को 99 वर्षों की लीज पर श्रीलंका की  15000 एकड़ जमीन मिल गई  ताकि वह वहां पर इंडस्ट्रियल जोन बना सके.
  इस डील में श्रीलंका को जो पैसा मिला उसके एक  हिस्से का प्रयोग चीन  से लिए गए कर्ज को चुकाने में किया जाएगा.
अगर आप देखें तो आपको आसानी से समझ में आएगा कि चीन का तरीका बहुत आसान है.
 China गरीब देशों को आसानी से अधिक ब्याज दर पर  कर्ज देता है और उन देशो में चल रहे प्रोजेक्ट में हिस्सेदारी ले लेता है, लेकिन गरीब देश चीन को कर्ज चुका नहीं पाते हैं, तो China उस पूरे प्रोजेक्ट का मालिक बन जाता है.
जमीन हथियाने का यह सदियों पुराना तरीका है और हम सभी इसे जानते हैं.
अब आप को समझने में ज्यादा दिमाग नहीं लगाना पड़ेगा, कि लंबे समय में चीन पाकिस्तान कॉरिडोर के कारण पाकिस्तान भी चीन के कर्ज के जाल में फंस सकता है.
 आप जानते हैं, China पाकिस्तान कॉरिडोर चीन के वन बेल्ट वन रोड इनिशिएटिव का हिस्सा है.
यह बहुत अच्छा है कि पाकिस्तान विकास करना चाहता है लेकिन सवाल इस बात का है कि पाकिस्तान, कैसे विकास करना चाहता है.इस केस में साधन और लक्ष्य दोनों ही महत्वपूर्ण है.

 -Friends you know, China–Pakistan Economic Corridor Project (cepec) is major Infrastructure project which will create a large number of jobs and may even help Pakistan in transforming into a mature developed economy.
- As you understand Due to menace of corruption, the cost of the projects is going upwards and there will be obvious delays in the execution as well.
- On the other hand this project provides western route to china helping it to reduce the cost of transporting middle east oil. It opens up trade route to Africa. Besides business, it allows China to strategically surround India.
- For China–Pakistan Economic Corridor Project China is providing $50 Billion loan. Given Pakistan's economy is already struggling, this loan may end up harming Pakistan in the long term.
- No one is asking Pakistan to understand what India is saying about the possible dangerous outcome of this project.
- Pakistan will be better to learn something from Sri Lanka.
-  Over last 4 decades,  China has loaned Billions of dollars to Sri Lanka to develop infrastructure.
- Out of Total estimated debt of  $65 Billion, Sri lanka owes $8 Billion only to China with higher interest rates
- For Hambantota port project, China gave $300 Million loan with 6.3% interest rates.
- Now compare it with, 0.25 to 3%  interest rates on soft loans from world bank and Asian Development Bank .
- even when India gives line of credit loan to neighboring countries, the interest rate remains around 1%
- Because of the huge debt and higher interest rates, Sri Lanka was obviously not able to pay back the loans.
- In this back ground, Sri lanka had to sign $1 billion deal with china for control and development of Hambantota deep sea port.
- In this way, Chinese state run company got 15000 acres of Sri Lankan land on 99 years lease for building industrial zone.
- A part of the money Sri Lanka got by leasing its land to China, will end up going to be used to repay the Chinese loans.
- If you now look at it, Chinese strategy is rather simple. Give loan to smaller less developed  countries on high interest rates and get partnership in the project. when poor country is not able to repay the loan, get the ownership of the project.
- This is age old method of grabbing land. Everyone is aware of it.
- Now there is no need of intelligence to understand how Pakistan may end up falling into Chinese debt trap because of China–Pakistan Economic Corridor project, which is part of Chinese One Belt One Road initiative.
-  Pakistan wants to grow, that's fine. But the question is how Pakistan wants to grow.  In this case, the means are as relevant as the end.
