दोस्तों, भारत चीन सीमा पर सामरिक रूप से महत्वपूर्ण 73 सड़कों को बनाया जाना था. इनमें से 61 सड़कों का निर्माण कार्य भारत के Border Road organization (बी आर, ओ ) को दिया गया.
इन सड़कों के द्वारा प्रभावी ढंग से भारत चीन सीमा पर सुरक्षा और विकास करने में मदद मिलने की अपेक्षा थी. और इन से ऐसे इलाकों तक भी पहुंच संभव हो जाएगी, जो अभी तक पहुंचकर बाहर थे.
आपको पता है, कि भारतीय सीमा के पास चीन ने बहुत बड़े पैमाने पर सड़कों और रेल का विकास किया हुआ है. अगर कभी भी खतरे की संभावना हुई, तो चीन बहुत बड़े पैमाने पर अपने सैन्य बलों को भारतीय सेनाओं के ऊपर आक्रमण करने के लिए सीधे भारतीय सीमा पर तुरंत ला सकता हैं.
और अगर युद्ध या विवाद लंबे समय तक चलता है, तो चीन इन सड़कों और रेल लाइन का इस्तेमाल करके, अपने सैनिकों को पर्याप्त मात्रा में सामान भी सप्लाई कर सकता है.
 सबको पता है, कि सीमा पर  Infrastructure के क्षेत्र में भारत बहुत ही कम जोर है. लंबे समय से एक के बाद एक सभी सरकारों ने इस  कमजोरी को नजरअंदाज किया था. और यह अपेक्षा की थी, कि समय के गुजरने के साथ साथ यह समस्या अपने आप हल हो जाएगी.
इसलिए परिणाम हमारे सामने है, अगर कभी चीन में कोई भी आक्रमण किया, तो बड़े पैमाने पर उसका तुरंत जवाब देने में भारतीय सेना बहुत ही कम जोर है.
इन सड़कों के सामरिक महत्व को ध्यान में रखते हुए, Controller Auditor general of India ने B R O के काम काज का ऑडिट किया था.
इतना महत्वपूर्ण काम होते हुए भी, इन सड़कों के निर्माण में बहुत ही देरी हुई है, और इस काम को करने में B R O को तकनीकी आर्थिक और क्वालिटी से संबंधित समस्याओ का सामना करना पड़ा है.
हद तो तब हो जाती है, बीआरओ ने जिन सड़कों का भी निर्माण किया, वह सड़कें उन लोगों के लिए ही उपयुक्त नहीं थी, जिनके लिए उन्हें बनाया गया था. इन सड़कों का इस्तेमाल मुख्य रूप से भारतीय सेना को करना था.
सामरिक रूप से संवेदनशील इलाकों में, भारतीय सेना की प्रभावी ढंग से काम करने की क्षमता के ऊपर, इस प्रकार के इंफ्रास्ट्रक्चर का बहुत ही बुरा प्रभाव पड़ता है.
किसी भी भारतीय के लिए इतनी बुरी हालत स्वीकार नहीं है.
अच्छी बात यह है, कि अब भारत के प्रधानमंत्री नरेंद्र मोदी जी हैं, जो सिर्फ प्रधानमंत्री की कुर्सी को गर्म रखने का काम नहीं कर रहे है.
अभी हाल ही में भारत सरकार ने B R O की प्रशासनिक और आर्थिक ताकत बढ़ाने का निर्णय लिया है.
अभी तक यह पूरी की पूरी ताकत रक्षा मंत्रालय के अधिकारियों के हाथों में थी.
बीआरओ को इस प्रकार से ताकत मिल जाने से, उच्च क्वालिटी की सड़कों का निर्माण करने की गति अब तेज हो जाएगी.
अब B R O के Director general, Additional Director general and Chief engineer की आर्थिक और प्रशासनिक शक्ति बड़े स्तर पर बढ़ा दी गई है.
अधिकारियों के मनचाहे ढंग से काम करने की प्रवत्ति पर काबू रखने के लिए, बड़े ही स्पष्ट तरीके से पॉलिसी गाइड लाइंस बनाई गई हैं, ताकि B R O बड़ी-बड़ी कंस्ट्रक्शन कंपनियों के साथ मिलकर सड़क निर्माण कार्य पर काम कर सके.
अब तो सड़क की डिजाइन भी कंस्ट्रक्शन कंपनी के द्वारा बनाई जा सकती है, ऐसा करने से सड़क की सही डिजाइन, उसके उपयुक्त काम करने की छमता और कितने लंबे समय तक वह काम करेगी. इसके लिए सीधे-सीधे कंस्ट्रक्शन कंपनी को जिम्मेदार बनाया जा सकता है.
स्वाभाविक रूप से, ऐसा होने पर सड़क निर्माण कार्य की क्वालिटी में सुधार होगा.
सड़क निर्माण कार्य में पारदर्शिता बनाए रखने के लिए, एक सॉफ्टवेयर का भी निर्माण किया जा रहा है. ताकि कार्य की प्रगति पर ऑनलाइन निगरानी रखी जा सके.
आपको बता दें, कि बीआरओ के अधिकारी सेना से ही चुन कर आते हैं, इसलिए उनकी क्षमता और अनुभव पर हम में से किसी को कोई संदेह नहीं होना चाहिए.
इस बात का फर्क है, कि पहले की सरकारों को उन पर विश्वास नहीं था, उन्होंने B R O के अधिकारियों के हाथ बांध दिए, और अनुमति के लिए उन्हें हर बार रक्षा मंत्रालय की ओर दौड़ना पड़ता था.
कहने की जरूरत नहीं थी, कि हद से ज्यादा काम रक्षा मंत्रालय के जिम्मे था, जिसके कारण काम करने में अन्य संगठनों को बहुत रुकावट आती थी.
इस बात में कोई संदेह नहीं है, यह रक्षा मंत्रालय की कुछ आर्थिक और प्रशासनिक शक्ति, अगर बीआरओ को दे दी जाए, तो इससे सड़क निर्माण कार्य में तेजी आएगी.
और इस बात की संभावना है कि पुराने और नए प्रोजेक्ट निर्धारित समय सीमा में कंप्लीट कर लिए जाएंगे.
अगर हमारे पास  सीमा क्षेत्र में 12 महीने काम करने वाली सड़के हैं, तो यह दुश्मन देश को हमला करने से रोकने में मदद करती हैं.
हम आशा करते हैं, इन सड़कों का इस्तेमाल कभी भी चीन के साथ युद्ध लड़ने में ना हो.
ज्यादा महत्वपूर्ण बात यह है, कि अगर इन इंफ्रास्ट्रक्चर प्रोजेक्ट को समय पर पूरा किया जाए, तो सीमा क्षेत्र में रहने वाले भारतीयों की जिंदगी में बहुत सुधार होगा.

Friends, you know, Indian Border Road organization (B R O) was enthrusted to build 61 out of total 73 strategically important Indo China Border Roads.
These roads are supposed to facilitate the effective border management, security and development of Infrastructure in the inaccessible areas, adjoining the China border.

You are well aware of China having robust infrastructure along the Indian border. In case of any hostile situation, China can very quickly deploy large number of troops to mount the massive Chinese action on Indian side.
Even if a conflict or war goes on for longer duration, such infrastructure will be immensely useful to maintain the sufficient supply for war.

Its open secret, India has been very weak in this area. Successive Indian government have neglected this area and let the passing time to do all the work for them. You can guess the result, Indian armed forces are considerably weaker on Chinese border as far as ability to ensure prompt retaliation to any Chinese aggression concerned.

Considering the strategic role of these roads, The Controller Auditor general of India has done the performance audit of B R O.

Despite, huge significance of Indo China border roads, the completion of roads was considerably delayed.
Whatever work B R O, executed faced various technical financial as well as quality issues.
The situation is so grave, the roads built by B R O, didn't adequately meet requirement of users, which are primarily the Armed forces .
This infrastructure naturally weakens the operational capability of armed forces in strategically sensitive areas.

For anyone, this state of affairs is  simply not Acceptable.

Thankfully, India has the leadership of Narendra Modi, who is not just warming the Prime Minister's chair.
Recently, Government of India has decided to delegate Administrative and financial powers to the Border Roads Organisation.
This power has been concentrated in the hands of defense ministry officials until now.
This delegation of powers will bring about the transformational changes in the B R O, to improve the pace of project execution and ensuring high quality delivery.

The Administrative and financial power of B R O, Director general, Additional Director general and Chief engineer has been increased significantly.

To eliminate the discretion, there are clear policy guidelines to allow B R O, to engage big construction companies for taking up road projects on a turnkey basis.
This simply means,  project design will also come from contractor so that the legal responsibility for the design, suitability and performance of the work after completion will be made to rest with the contractor. This will certainly improve the quality of work.

To maintain, the transparency and accountability, a software is being developed for online monitoring of work progress.

These B R O, officers are drawn from Armed forces. Hence there should be no doubt about their capability and experience. Earlier governments didn't have confidence in them and tied their hands by asking them to run for approval from defense ministry.
Needless to say, concentration of too much power in the hands of defense ministry has been major bottleneck.

No doubt, the delegation of powers by Ministry of defense to the B R O, will improve the pace of road construction, so that ongoing and new projects can be completed with in the stipulated time lines.

Having robust infrastructure works as deterrence to the adversary.  Hopefully, we will not have to use these facility to fight a war with China.

More importantly , Timely completion of  infrastructure project in border areas, will improve the life of those Indians, who live there.
