डोकलाम विवाद के दौरान, भारतीय सेना डटकर चीन की सेना का सामना कर रही है. और भारत की ओर से, चीन के हर भड़काने वाले बयान का बड़ी ही समझदारी के साथ जवाब दिया जा रहा है.
आपको याद होगा,कि इस विवाद की शुरुआत में भूटान ने बड़े ही साफ शब्दों में यह बताया था, कि चीन एक तरफा कार्यवाही करके, भूटान की सीमा के अंदर सड़क का निर्माण करने की कोशिश कर रहा है.
लेकिन उसके बाद आश्चर्यजनक रूप से भूटान ने शांत रहना चालू कर दिया था.
यहां तक कि जब भारत और भूटान के बीच में विदेश मंत्री के स्तर पर बातचीत हुई, तो चीन के खिलाफ किसी भड़काने वाले बयान से बचते हुए, भूटान की तरफ से यह कहा गया था, कि इस विवाद को शांतिपूर्ण ढंग से दोस्ती के माहौल में सुलझाने का प्रयत्न किया जाना चाहिए.
भारत में रहते हुए, भूटान को यह पूरी स्वतंत्रता थी, कि वह साहस के साथ डोकलाम के इलाके पर अपनी दावेदारी को साफ तौर पर प्रकट कर सकता था.
फिर भी कोई बात नहीं है, भारत ने कई बार यह स्पष्ट किया है, कि डोकलाम के इलाके में भारतीय सैनिक सिर्फ इसलिए है, क्योंकि भारत और भूटान के बीच में आपसी सुरक्षा बनाए रखने पर सहमति है.
मूलभूत रूप से भारत को यह विश्वास है, कि भूटान के दावे के अनुसार दोकलाम का इलाका उसका है.
हाल ही में ऐसी खबर सामने आई है, कि चीन ने भूटान को 10 बिलियन आर्थिक मदद की पेशकश की है.
इस आर्थिक सहायता के अंतर्गत. चीन भूटान को कम ब्याज दर पर पैसा उधार देगा, और भूटान का विकास करने के लिए निवेश भी करेगा.
आपको बता दें, कि चीन की 10 बिलियन आर्थिक सहायता  की तुलना में, 2015 में भूटान की आर्थिक शक्ति कुल 2 बिलियन डॉलर की थी.
अब आप समझ गए होंगे, कि चीन ने एक छोटे से देश को बहुत बड़ी आर्थिक मदद देने का प्रस्ताव पेश किया है.
चीन कर्ज देकर फसाने की कूटनीति का उपयोग करते हुए, यह अपेक्षा कर रहा है कि इतने पैसे के लालच में आकर भूटान दोकलाम के इलाके पर अपने दावेदारी को पीछे हटा लेगा.
अभी हाल में तो भूटान के अधिकारियों ने यह कहा है, कि चीन का ऐसा कोई भी प्रस्ताव उनके पास नहीं आया है.
लेकिन सवाल अभी भी उठता है, कि क्या कारण है कि अपने क्षेत्र में चीन के द्वारा की जा रही सड़क निर्माण के खिलाफ, भूटान कुछ भी प्रभावी ढंग से नहीं बोल रहा है.
और अभी तक चीन ने भूटान को ऐसा कोई भी प्रस्ताव देने से मना भी नहीं किया है.
चलिए थोड़ी देर के लिए मान लेते हैं, किस चीज ने वास्तव में आर्थिक सहायता का प्रस्ताव भूटान को दिया है.
चीन  के दृष्टिकोण से ऐसा प्रस्ताव बहुत मायने रखता है.
आने वाले दिनों में, अगर भूटान दोकलाम के इलाके के ऊपर से अपनी दावेदारी को पीछे हटा लेता है, तो इससे भारतीय सैनिकों के उस इलाके में बने रहने की जरूरत खत्म हो जाएगी, और किस विचित्र की स्थिति में फंस जाने पर भारतीय सैनिकों को पीछे हटना पड़ेगा.
अगर ऐसा हुआ, तो चीन इस इलाके में अपने सड़क निर्माण कार्य को पूरा कर लेगा ,और वास्तव में चीन की बड़ी जीत होगी  है.
दोस्तों अभी हम आपको विश्वास के साथ यह नहीं कह सकते हैं, कि चीन ने ऐसा कोई प्रस्ताव भूटान को दिया है.
हो सकता है, चीन ने ऐसी अफवाह जानबूझकर फैलाई हो.
भारत और भूटान की मित्रता में दरार पैदा करना, और आपकी दोस्ती को कमजोर करना, इस अफवाह के पीछे का उद्देश्य हो सकता है.
यह अफ़वाह है, या सत्य है, इसकी परवाह किए बिना, भूटान को यह तय करना होगा, कि वह भारत से मदद चाहता है या मदद  नहीं चाहता है.
भूटान एक साथ दो नावों में लंबे समय के लिए सवारी नहीं कर सकता.
एक लोकतांत्रिक सरकार होने के कारण भूटान को पूरा अधिकार है, कि वह अपने हितों का ध्यान रखते हुए, यह तय कर सकें, कि वह भारत से किस प्रकार की मदद चाहता है. और  वह जो भी निर्णय ले, उसे वह अपनी जनता को साफ तौर पर बताना चाहिए.
भारत को भी चाहिए, कि वह सक्रिय होकर इस बात का अनुमान लगाएं, कि भारत के सख्त रुख के खिलाफ चीन किस प्रकार से प्रतिक्रिया दे सकता है. और हर संभावित खतरे से निपटने के लिए बचने के उपाय भारत को ढूंढने होंगे.
अगर भूटान के व्यवहार के बारे में कोई संदेह है, तो अनुमान लगाए बिना, भारत को भूटान के साथ सीधी बात करना चाहिए, ताकि संदेह को दूर किया जा सके.

In the Doklam standoff, we have observed, Indian forces are holding the ground, Indian side is providing balanced response to provocative statements coming from Chinese side.
You may recall, when this all started, Bhutan has categorically stated that China was trying to build road in Bhutanese territory and China should not try to unilaterally change the status quo.
since then, Bhutan has maintained surprising silence.
Even during the foreign minister level talk, refraining from any provocative comments towards china, Bhutanese foreign minister said, the standoff should be resolved peacefully and amicably.
While standing in India, Bhutan should be forth right in its response. Using diplomatic language, Bhutan can firmly articulate its territorial claim on Doklam Plateau as many times as required.
Anyways Indian side has multiple times maintained, that Indian troops entered into Doklam plateau as per bilateral security arrangement in between India and Bhutan.
Basically, India believes in the Bhutanese territorial  claim over Doklam plateau.

As per recent report, China is offering huge $10 Billion economic assistance to small country Bhutan.
This $10 billion Chinese package includes a grant low-interest loans and direct investment.

In comparison to this huge Money, Please note, In 2015 total Size of Bhutanese economy was just $2 Billion.

While unleashing the power of its debt trap Diplomacy on Bhutan, China expects, lured by this huge amount, Bhutan will soften its territorial claim on Doklam Plateau.
Though Bhutanese government official has publicly denied any such Chinese offer under consideration.
But the question is, what is causing Bhutan to tone down its allegation, that china is violating its territorial integrity of Bhutan.

Moreover, China is yet to confirm that it has not made such generous offer to Bhutan.

For a moment, if we accept that this news is correct, it makes perfect sense from Chinese perspective.
In next few days, if Bhutan relinquish its claim to the disputed Doklam Plateau , It will be severe loss of face for India. Indian troops will have to obviously  withdraw.
If this happens , china can complete, road development in the disputed area also. This will be  the perfect solution and victory for china.

Friends, to be truthful, we can’t confirm that China did make such offer to Bhutan.

Who knows, China might have deliberately spread this rumor.

The idea behind the rumor may be to create rift in between India and Bhutan and weaken the friendship.

Regardless whether its rumor or fact, Bhutan must make up its mind whether it wants Indian help or not.
Sailing in two boats at the same time, will not help Bhutan from long term perspective.
Being a democratic government, Bhutan needs to figure out what kind of role it wants India to play, and communicate the same to the public as well.
From Indian side, there is need to be carefully consider all possible Chinese reactions to Indian firm stand in Doklam and take appropriate precautionary measures.
If there  is any suspicion about Bhutanese behavior, its urgent issue, rather than assuming it self, India must talk with Bhutan and get the clarity.
