इस मानसून के दौरान, भारत के असम राज्य में तीन बार बाढ़ आई हैं.
अरुणाचल प्रदेश और असम में भारी बारिश होने से पहली दो बार बाढ़ आई थी.
10 अगस्त से जो भीषण नुकसान पहुंचाने वाली बाढ़ आई है, उसमें 71 लोगों की जान गई है, और 3400000 लोग प्रभावित हुए हैं, साथ ही काजीरंगा राष्ट्रीय उद्यान में 370, से अधिक जानवर भी मारे जा चुके हैं.
लेकिन इस बार ना तो अरुणाचल प्रदेश में, और ना ही असम में भारी बारिश हुई थी.
सीधा सा सवाल यह है, कि आखिर बाढ़ के लिए इतना पानी आया कहां से.
आपको पता है, की ब्रम्हपुत्र नदी तिब्बत से होकर निकलती है, इस नदी का जो हिस्सा चीन से होकर गुजरता है, उसमें चीन में कई सारे बांध बनाए हुए हैं.
2013 और 2014 की आपसी सहमति के आधार पर, हर साल मई और अक्टूबर के बीच में, चीन को अपने क्षेत्र में नदियों में बहने वाले पानी के बारे में, भारत को जानकारी देना होती है.
अगर ऊंचाई के इलाकों में नदी में पानी कितना है, यह पता लग जाए तो नीचे के इलाकों में बाढ़ के खतरे का अनुमान लगाया जा सकता है. और बाढ़  के खतरे की संभावना होने पर, ऐसे कदम उठाए जा सकते हैं, जिससे इंसान की जिंदगी बचाई जा सके, और बाढ़ से होने वाले नुकसान को भी कम किया जा सके.
लेकिन इस साल आपसी समझौते से पीछे हट कर, चीन ने ब्रह्मपुत्र नदी में पानी के प्रवाह के बारे में  जानकारी भारत के साथ साझा नहीं की है.
इस महत्वपूर्ण जानकारी के अभाव में, भारत असम राज्य में तीसरी बार आने वाली बाढ़ के बारे में अंदाजा नहीं लगा पाया, और जिसके कारण जान और माल की काफी क्षति हुई है.
आपको मालूम होना चाहिए, कि भारत नदियों के प्रवाह के बारे में जानकारी पाकिस्तान और बांग्लादेश के साथ फ्री में शेयर करता है. लेकिन चीन यही जानकारी देने के लिए पैसे लेता है. यह एक धनी और बड़े दिल वाले देश का प्रमाण है.
इसके अलावा अगर हम सबसे खराब हालत के बारे में बात करें, तो इस बात की संभावना है, कि चीन ब्रह्मपुत्र नदी में अपने सभी बांधो को अगर एक साथ खोल दे, तो इससे पूर्वी भारत में जबरदस्त बाढ़ आ जाएगी, जिससे भारी क्षति का सामना करना पड़ेगा. इस तरह की घटना को Water Bomb कहा जाता है.
Water Bomb से जो भारत को छती होगी, वह परमाणु बम के विस्फोट से भी ज्यादा हो सकती है.
हमें तो यही लगता है, की दोकलाम विवाद का बदला लेने के लिए, चीन ने भारत के साथ ब्रम्हपुत्र नदी के प्रवाह के बारे में जानकारी share नहीं की है.
दोस्तों अब आप फर्क देखिए, कि जब चीन को लगता है, कि भारत ने वादा तोड़ा है, तो चीन किस तरह व्यवहार करता है.
लेकिन जब चीन ने अपना वादा सीधे तौर पर तोड़ दिया, तो बुद्धिमान भारत सरकार को लगता है, की तकनीकी कारणों से ऐसा हुआ है.
अगर ऐसा वास्तव में तकनीकी कारणों से हुआ है, तो क्या चीन भारत को ऐसे कारण बता नहीं सकता था?
असम में जो 74 लोगों की मृत्यु हुई है, उसमें चीन का भी योगदान है. तकनीकी कारणों का हवाला देकर दुर्भाग्य वश मोदी सरकार चीन को बचाने की कोशिश कर रही है.
चीन तो हर रोज भारत को युद्ध की धमकियां देता रहता है. तो भारत के पास क्या इतना भी साहस नहीं है, कि भारत खड़ा होकर साहस के साथ चीन से यह कह सके, कि उसको आपसी समझौते का पालन करना चाहिए.
हम मानते हैं, कि भारत और चीन के बीच में डोकलाम विवाद है. चीन चाहता है, कि बिना शर्त भारत की सेना को पीछे हट जाना चाहिए. और भारत चीन की इस मांग को मानने के लिए तैयार नहीं है.
लेकिन क्या इस विवाद के कारण चीन को यह हक मिल जाता है, कि वह निर्दोष लोगों की हत्या कर सके ?
आखिर काजीरंगा राष्ट्रीय उद्यान में जानवरों की हत्या करने से चीन को क्या मिल जाएगा?
गुस्से में अंधा होकर चीन अब यह तय नहीं कर पा रहा है, कि आखिर ऐसी लड़ाई कहां लड़ी जाए, जिससे चीन की वीरता की कीर्ति फैले.

लगता है चीन ने अपने मित्र पाकिस्तान से बहुत कुछ सीख लिया है, वह अब पानी पर आधारित आतंकवाद का सहारा लेकर, भारत को नुकसान पहुंचाना चाहता है.
हर भारतीय कम से कम यह अपेक्षा करता है, कि भारत सरकार साहस के साथ , सत्य की बात करे.
कोई भी भारतीय डोकलाम विवाद को बढ़ाना नहीं चाहता, लेकिन इसका मतलब यह भी नहीं है, कि भारत अपने हितों की रक्षा करना बंद कर दें.
डोकलाम विवाद के पीछे छुपकर, चीन बिना हथियार गोली का इस्तेमाल किए भारत को नुकसान पहुंचाने की कोशिश कर रहा है.
भारत सरकार को चाहिए कि, वह साहस के साथ पूरी दुनिया के सामने चीन की हरकतों को उजागर करे, ताकि चीन को शर्मिंदगी का सामना करना पड़े.
बुद्धिमानी इसी में है, अगर किसी व्यक्ति को धमकाने की आदत लग गई है, तो आप उसकी रक्षा कर के, उसे अच्छे मित्र में नहीं बदल सकते.

In this Monsoon season, there have been three waves of floods in Indian state Assam.
The reason for first two waves was the higher rain fall in Arunachal Pradesh and in Assam.
Starting from August 10, The third devastating wave of flood affected more than 34 lakh population and claimed 71 lives besides killing more than 370 animals in Kaziranga National Park.
But this time, there has been abnormally high rainfall neither in Arunachal Pradesh Nor in Assam.
The straight question is, from where did the water come from??
You know, Brahmaputra river emerges from Tibet, which is under Chinese control. In the upstream region of this river, China has built several dams.
As per bilateral understanding of 2013 and 2014 accord, China is obligated to transfer hydrological data to India from three upstream monitoring stations in Tibet every year in between May and October.
The hydrological Data on upstream river flows is essential for flood forecasting and warning in order to save lives and reduce material losses in downstream river passing through Indian side.
This year, violating the agreement, China has not shared the hydrological data with India.
Lack of this data, has limited Indian ability to predict and plan in advance about the third wave of flood in Assam. Hence it contributed to the heavy loss, India has just suffered.
This is to be noted that while India  provides Hydrological data for free to Pakistan and Bangladesh. India has to pay money to china for this data. This is the evidence of large heartedness of Rich China.
Hydrological data apart, Let’s talk about worst case scenario, China may use Brahmaputra river to detonate the “water bomb” against India. If China opens all the dams over the Brahmaputra together,within hours, the entire eastern part of India may be ravaged by floods!
In this way, Without detonating nuclear bomb, China can inflict equivalent or even more damage to Indian side
Apparently, to take revenge of Doklam, China has stopped sharing Hydrological  data.
Now look at the contrast. You very well know, How China behaves when it believes India is violating the obligation.
When China violated the obligation and didn’t share data with India, the intelligent Indian government is under the assumption that due to some technical reasons, this has happened.
Even if some technical reason is there, China could have shared, the same with Indian side.
By assuming about technical difficulties on behalf of china, Indian government under Modi decided to shield china from the blame of killing 74 people in Assam.
When China is daily issuing the war threats to India, Should India not have courage to say the truth and ask China to stick to bilateral agreement.
There is Doklam dispute, China wants Indian forces to withdraw unconditionally and Indian side is not accepting this demand.
But does this standoff, give china any right to contribute to the death of innocent Indians?
What will China get by killing the animals of Kaziranga national park?
Blinded by anger, china has lost the wisdom to choose the glorifying battle.
Basically, it seems, China has learnt the tricks of terrorism from Pakistan and started unleashing Water Terrorism against India.
The least an Indian can expect from his government, is to stand up and speak the truth!
Nobody is in favor of escalating the doklam standoff, but this doesn't mean that India stop protecting its interest.
Hiding behind the excuse of Doklam standoff, China wants to inflict damage on Indian side without even firing a single bullet. Indian government must have the courage to, name and shame China in front of global community for violating the bilateral humanitarian agreements.
Wisdom says, Protecting the bully has never been a way to Change the bully.
