दोकलाम विवाद के दौरान, हमने चीन के अधिकारियों को कहते हुए सुना है, कि भारत अलग-थलग पड़ गया है, और दुनिया के ताकत वर देश भारत का समर्थन नहीं कर रहे है.
कुछ हद तक यह सही भी है, क्योंकि दुनिया के अधिकतर देश अभी इंतजार करते हुए, इस पूरे विवाद को देख रहे हैं.
अमेरिका और ब्रिटेन ने चीन और भारत से शांतिपूर्ण ढंग से, बातचीत के द्वारा इस विवाद का हल निकालने के लिए कहा है.
वास्तव में भारत का भी यही आग्रह है, तो यह कहा जा सकता है, कि कम से कम अमेरिका और ब्रिटेन इस विवाद के दौरान भारत के खिलाफ नहीं है.
हाल ही में जापान ने बड़े ही स्पष्ट शब्दों में भारत का समर्थन किया है. यह भारत के कूटनीतिक प्रयासों की एक सफलता है.
चीन के लिए अब जागने का समय है. भारत उतना अलग-थलग नहीं है, जितना चीन समझ रहा था.
हम सभी को ज्ञात है, कि भारत और जापान की मित्रता पिछले दशकों में और गहरी होती गई है.
आइए हम चर्चा करते हैं, कि जापान ने भारत का खुलकर समर्थन क्यों किया है.
अगले महीने जापान के प्रधानमंत्री भारत की यात्रा पर आ रहे हैं यहां पर वह मुंबई अहमदाबाद बुलेट ट्रेन प्रोजेक्ट के उद्घाटन समारोह में भाग लेंगे.
जिस प्रकार से जापान ने भारत का समर्थन किया है, उससे आपसी बातचीत करने के लिए बहुत ही मित्रता पूर्ण वातावरण बन गया है.
भारत और जापान के बीच में लंबे समय से आर्थिक और इंफ्रास्ट्रक्चर के क्षेत्र में सहयोग चल रहा है. लेकिन भारत की तरह जापान भी, चीन के धमकाने वाले व्यवहार से परेशान है.
जुलाई के महीने में चीन की वायुसेना के bombers विमान सामरिक रूप से महत्वपूर्ण Miyako strait के ऊपर उड़ाए गए. Miyako strait चीन को प्रशांत महासागर तक पहुंचने का रास्ता प्रदान करती है. हालांकि चीन के इस मिशन ने जापान के एयर स्पेस को नहीं तोड़ा, लेकिन जिस प्रकार से इस मिशन को पूरा किया गया, उससे जापान को चिंता होना स्वभाविक है.
जापान की सुरक्षा चिंताओं के जवाब में चीन ने कहा, कि जापान को इस तरह के चीन की वायुसेना के Missions की आदत डाल लेनी चाहिए.
किसी भी प्रकार से चीन के इस जवाब को, मित्रवत नहीं कहा जा सकता.
दोकलाम विवाद की तरह ही, ईस्ट चाइना सी में भी चीन एकतरफा कार्यवाही करके, यथास्थिति को परिवर्तित करने की कोशिश कर रहा है.
चीन ने वहां पर Air Defence Identification Zone स्थापित कर दिया है. इस प्रकार से चीन इस पूरे क्षेत्र में सिविलियन एयरक्राफ्ट को पहचान सकता है, उनकी स्थिति को निर्धारित कर सकता है, और उनकी उड़ान को भी नियंत्रित कर सकता है, ताकि चीन की राष्ट्रीय सुरक्षा की जा सके.
चीन के इस कदम के अलावा, जापान के Senkaku द्वीप हैं, जिनको चीन अपना मानता है.
मई 2017 में चीन ने अपने जहाज और द्रोण एयरक्राफ्ट Senkaku द्वीप के ऊपर भेज दिए. इसके जवाब में जापान को भी अपने लड़ाकू विमान भेजने पड़े, ताकि चीन की ओर से संभावित खतरे को रोका जा सके.
जापान का कहना था, चीन विवाद को भड़का रहा है, और यह जापान को बिल्कुल भी स्वी कार्य नहीं है.
चीन के खतरनाक व्यवहार को जानते हुए, जापान को यह समझ में आ गया, कि अगर दोकलाम के इलाके में भी चीन ने अपना काम कर लिया, तो इसकी कीमत जापान को ईस्ट चाइना सी में Senkaku द्वीप के रूप में चुकानी होगी.

अंतिम बिंदु यह है, कि हिंद महासागर क्षेत्र में जापान को भारत की मित्रता की जरूरत है. बहुत बड़ी मात्रा में अपने व्यापार के लिए जापान strait of Malacca से होकर आने जाने वाले यातायात पर निर्भर करता है.
हाल के कुछ दशको में, चीन ने सिंगापुर इंडोनेशिया और मलेशिया पर अपना प्रभाव बढ़ाने की कोशिश की है.
ऐसे चिंताजनक माहौल में, हिंद महासागर में लंबे समय तक, बिना किसी धमकी के साथ, व्यापार करने के लिए जापान को भारत जैसे बड़े देश ki मदद चाहिए होगी,

इन सभी कारणों से यह बात सिद्ध होती है, कि भारतीय लोगों को जापान का समर्थन प्राप्त कर लेने से चौंकने की जरूरत नहीं है. क्योंकि जापान और भारत दोनों ही लोकतंत्र में विश्वास करते हैं, और दोनों के हित भी एक दूसरे से मिलते हैं, इसलिए उनमें पारस्परिक सहयोग होना स्वभाविक है.
इस बार तो चीन को चौंकने की जरूरत है.
दोकलाम के विवाद में, सैन्य बल के आधार पर कौन जीतेगा, यह निश्चित नहीं है. लेकिन अभी कूटनीति के क्षेत्र में, भारत ने एक महत्वपूर्ण सफलता तो हासिल कर ही ली है. देखते हैं, आगे क्या होता है?

During ongoing Doklam standoff, we have heard Chinese officials often saying that India is getting increasingly isolated due to lack of support from major global powers.

Though it’s true, majority of world powers are in wait and watch mode.

US and UK have asked both China and India to resolve this small dispute by peaceful dialogues.
In fact, that’s what Indian position is. So it can be safely stated, US and UK are not against India.

Recently Japan has unambiguously came out in support of Indian position. This has been major win for Indian diplomatic efforts.

Here is a wake up call for China, India is not as isolated as China assume it to be.

Given that India and Japan friendship has been growing deeper over time. Let’s discuss why Japan  has decided to whole heartedly support India.

- Next month, Prime Minister of Japan is scheduled to visit India to participate in inauguration ceremony of Mumbai Ahamdabad Bullet Train project .
The way, Japan has supported Indian stand, certainly improves the atmosphere for more meaningful bilateral talks.
-  Besides ongoing Indo japan economic and infrastructural co-operation. Just like India, Japan has been suffering from bullying attitude of China.
- In the month of July, Chinese Air force flew six long range bombers through strategically important Miyako strait, which is one of the main gateways for Chinese Air force to the pacific ocean.
Though this mission has not violated Japanese air space, it was executed in such a manner that it did alarm Japan.
While Responding to the Japanese concerns, China asked Japan, to get used to such aggressive military mission.
In no way, this can be regarded as friendly response.
Just like Doklam, In East China sea as well, China unilaterally changed the status quo. Here china had imposed Air Defence Identification Zone, in which the identification, location, and control of civil aircraft can be performed in the interest of Chinese national security.

Besides this move, there has been dispute in between China and Japan over Senkaku Islands.
China claims ownership of these Japanese islands.
In May 2017, China sent ships and drone aircraft towards Senkaku Island.
In response to this Chinese action, Japan has to scramble its warplanes to prevent any possible Chinese aggression.
Japan had to remark that China was escalating the situation unilaterally and it was unacceptable to Tokyo.

Being aware of Chinese habitual intimidating nature, Japan realized that If China is able to have its way in Doklam, Japan may have to pay the price on Senkaku islands in East China Sea.

The last point is, Japan needs Indian friendship in Indian ocean as well.
Huge volume of Japanese trade passes through the strait of Malacca. Over a long period of time, China is increasing its influence over Indonesia, Singapore and Malaysia.
In such increasingly alarming atmosphere, Japan needs Indian help so that Japanese trade can continue uninterrupted without any threat.

All these reason, make it’s clear that we need not surprise of Japan supporting Indian rightful position. Its convergence of Indo Japan interests, which will deepen the friendship bond in between two likeminded democracies.

This time, its china, which should rather get surprised.
Who will win the Military war in Doklam is not certain, but as of now India has certainly scored a major diplomatic goal against china.
