पिछले U P A शासन के दौरान  Asian Development Bank ने भारत को $2.9 Billion का कर्ज देने का वादा किया था.
इस कर्ज का एक हिस्सा अरुणाचल प्रदेश में Water Management projects पर खर्च किया जाना था.
चीन ने अरुणाचल प्रदेश से संबंधित प्रोजेक्ट पर इस कर्ज के बिल्कुल भी खर्च किए जाने का विरोध किया.
जिससे Asian Development Bank ने भारत को हतोत्साहित किया, कि वह अरुणाचल प्रदेश से संबंधित प्रोजेक्ट के लिए कर्ज ना मांगे.
U P A शासन ने अपने स्वभाव के अनुसार, चीन के विरोध का कोई उत्तर नहीं दिया, और आशा की,की गुजरते हुए वक्त के साथ अरुणाचल प्रदेश में विकास अपने आप हो जाएगा.
भारत एक विकास शील देश है, इसलिए इंफ्रास्ट्रक्चर के विकास के लिए भारत को आर्थिक मदद की जरूरत पड़ती है.
लेकिन दुनिया भर की जो कर्ज देने वाली बड़ी संस्थाएं हैं, वह अरुणाचल प्रदेश को एक विवादित जगह मानती हैं, इसलिए अरुणाचल प्रदेश से संबंधित प्रोजेक्ट के लिए आर्थिक सहायता प्राप्त करना बड़ा कठिन हो जाता है.
लेकिन Japan International Cooperation Agency अरुणाचल प्रदेश में इंफ्रास्ट्रक्चर के विकास के लिए भी आर्थिक सहयोग देने के लिए तैयार है. रोचक बात यह है Japan International Cooperation Agency ने मुंबई अहमदाबाद के बीच चलने वाली बुलेट ट्रेन के लिए भी आर्थिक सहायता दी है.
जापान भारत के उत्तर पूर्वी राज्यों के विकास में मदद करने के लिए  तैयार है. इसलिए भारत और जापान ने Act East Forum बनाने का निर्णय लिया. Act East Forum के बारे में अधिक जानकारी के लिए आप हमारा यह वीडियो देख सकते हैं.
शुरूआती चरण में जापान 2239 करोड़ रुपयों का कर्ज भारत को सड़क निर्माण करने के प्रोजेक्ट के लिए देगा, जिससे National Highway 40 (Assam और Meghalaya को जोड़ने वाला) और National Highway 54  (Assam और Mijoram को जोड़ने वाला) पर काम किया जाएगा.
अरुणाचल प्रदेश भारत का एक अभिन्न हिस्सा है, इसलिए चीन की धमकियों को दरकिनार करते हुए, भारत को अरुणाचल प्रदेश में इंफ्रास्ट्रक्चर, वाटर मैनेजमेंट, और इलेक्ट्रिसिटी ट्रांसमिशन के प्रोजेक्ट पर काम करना चाहिए, और जापान की आर्थिक और तकनीकी मदद का लाभ उठाना चाहिए.

 प्रधानमंत्री नरेंद्र मोदी जी के नेतृत्व में, भारत अब आगे बढ़कर सक्रिय रुप से खेल रहा है, जिससे  चीन रक्षात्मक ढंग से सिर्फ प्रतिक्रिया देने वाला देश बनकर रह गया है.
 भारत की रणनीति किस प्रकार काम कर रही है, इसके लिए अब आप देखिए.
चीन के रक्षा विशेषज्ञों ने यह पूछना चालू कर दिया है, कि पाकिस्तान अधिकृत कश्मीर में सड़क निर्माण के लिए, जब चीन पाकिस्तान से बात कर सकता है, तो चीन भारत, जो उस जमीन का वास्तविक मालिक है, से बात क्यों नहीं करता है.
उन्होंने तो यह भी कहना चालू कर दिया है, कि भारत की सार्वभौमिक चिंताओं का निराकरण किए बिना चीन को पाकिस्तान अधिकृत कश्मीर में China Pakistan Economic Corridor के अंतर्गत सड़क निर्माण कार्य नहीं करना चाहिए.
चीन के रक्षा विशेषज्ञ आज जो कह रहे हैं, वह भारत हमेशा से कहता आया है.
अगर चीन भारत को एक बराबर का दोस्त मानता है, तो चीन को भारत से बातचीत करनी चाहिए थी. ना कि भारत को एक मूर्ख पिछ लग्गू देश समझते हुए, आदेश देने की कोशिश करना चाहिए थी.
Act East Forum के निर्माण मात्र से चीन के रक्षा विशेषज्ञ को भारत से बातचीत करने का महत्व समझ मे आने लगा है.
यह एक अच्छा संकेत है. जितनी जल्दी चीन के विशेषज्ञ और नेता लोग यह समझ जाए, कि भारत और चीन के बीच में अब तक जो खेल चलता आया है, वह बदल चुका है, उनके लिए उतना ही अच्छा होगा.
लेकिन दोस्तों यह बात अलग है, चीन पाकिस्तान अधिकृत कश्मीर में सड़क निर्माण कार्य रोके या ना रोके, भारत को पिछड़े हुए अरुणाचल प्रदेश के विकास कार्य में तेजी लानी होगी, और इसके लिए जापान की मदद भी सक्रिय रूप से लेनी होगी.
हम आशा करते हैं कि प्रधानमंत्री मोदी के नेतृत्व में जापान और भारत के बीच में सहयोग Act East Forum के अंतर्गत और अधिक ऊंचाई पर पहुंचेगा.

During U P A regime, Asian Development Bank has promised $2.9 Billion loan to India.
A part of this money was to be utilized in the development of Water Management projects in Arunachal pradesh.
China protested the inclusion of Arunachal pradesh specific projects. As result, Asian Development Bank discouraged India to apply for loan assistance for project in Arunachal Pradesh.

True to its character, UPA regime again didn't respond and left  the developmental issues of Arunachal pradesh to be solved by Time.

India is a developing nation, for different infrastructural projects, India does need financial assistance.
However, Global lending institution consider Arunachal Pradesh as disputed territory, Hence it is difficult to get funding for Arunachal Pradesh specific project.

But Japan International Cooperation Agency is willing to finance infrastructural projects even in sensitive Arunachal Pradesh.

Interestingly, Japan International Cooperation Agency has provided loans for Mumbai Ahmadabad Bullet Train project as well.

Keeping in view, Japanese readiness to assist in infrastructural development in north eastern state, India and Japan has agreed to set up Act East Forum.

To begin with, Japan will be providing Rs 2239 Crore loan for connectivity improvement projects in National Highway 40 (Connecting Assam and Meghalaya) and 54  (Connecting Assam and Mijoram).


Since Arunachal Pradesh is Indian territory, disregarding Chinese threats, India must work fast on the infrastructural, water management and electricity transmission projects in Arunachal pradesh and leverage financial and technological help offered by Japan.

India under the leadership of Prime Minister Modi is playing aggressive game, thus pushing china in defensive mode.

Chinese strategic thinkers have started asking When China can talk to Pakistan before building roads in Pakistan occupied Kashmir, why it can not talk to India.

They have gone to extent, that since its a disputed territory without addressing Indian concern, China should not build China Pakistan Economic Corridor in Pakistan occupied Kashmir.

This is precisely the Indian viewpoint. If China considers India as its equal friend, China must talk to India rather than dictate and expect India to become dumb follower.

It took just formation of Act East Forum for Chinese expert to realize the importance of talking to India.

Its good sign, the faster Chinese experts and leaders understand that China-India game has already changed, the better it is for them.

But the point is different, whether China stops Road construction in Pakistan Occupied kashmir or not. India must continue to focus on under developed Arunachal Pradesh and seek Japan's friendly help

Hopefully, Under the leadership of Prime Minister Modi, India will take Act East Forum based India Japan co-operation to newer heights.
