आपको याद होगा, इस साल जून में अमेरिका ने $2 Billion की कीमत में  22 Guardian drones, Unmanned Aerial system भारत को बेचने का निर्णय लिया.
Guardian drones समुद्र में निगरानी रखने वाले  दुनिया के सबसे आधुनिक maritime reconnaissance drones है. यह लगातार 27 घंटे तक उड़ान भर सकते हैं, और जमीन से 50000 फीट की ऊंचाई पर उड़ सकते हैं.
इनको उड़ान के समय या तो दूर से ही नियंत्रित किया जा सकता है, या फिर यह अपने आप किसी भी मिशन पर खुद काम कर सकते हैं. बड़े ही प्रभावशाली ढंग से, यह drones हिंद महासागर में चीन के युद्धपोतों और पनडुब्बियों की आवाजाही पर निगरानी रख सकते हैं.
जहां तक खतरे की पहचान करने का सवाल है, यह drones बहुत ही सक्षम है, लेकिन अगर खतरे के खिलाफ कोई कार्यवाही करना हो, खतरे को मिटाना हो, तो यह drones कोई मदद नहीं कर सकते.
जब तक भारतीय नौसेना खतरे को निशाना बनाकर हमला करे, तब तक इस बात की संभावना है, कि खतरा हमले में तब्दील हो चुका हो, या फिर खतरा अपना काम पूरा करके दूसरी जगह चला जाए.
Idea बहुत ही साधारण है, कि खतरे की पहचान करने के बाद, तुरंत ही खतरे को मिटाने की क्षमता drones के पास होनी चाहिए.
अगर खतरे की पहचान करने के बाद, उसको मिटाने में देरी की गई, तो इस बात का डर होता है, कि खतरे की पहचान होने के बावजूद हमला हो जाए.
अमेरिका के Guardian drones में सुधार करके, वह आकाश से धरती की तरफ मार करने वाली Hellfire air missile ले जा सकता है . लेकिन Hellfire air missile भारत Apache attack helicopter की deal के अंतर्गत अमेरिका से खरीद रहा है. इसलिए यह विकल्प उत्तम नहीं है. क्योंकि भारतीय थल और वायु सेना की अत्यधिक महत्वपूर्ण जरूरतों को ध्यान में रखते हुए अमेरिका से कुछ ही संख्या में Apache attack helicopters को खरीदा जा रहा है. इसलिए अकलमंदी इसी बात में है,  Hellfire air missile का उपयोग सिर्फ उसी लिए किया जाए, जिसके लिए उन्हें खरीदा जा रहा है.
अमेरिका के  Guardian drones कि इस कमी को ध्यान में रखते हुए, भारतीय नौसेना इस बात पर निर्णय नहीं ले पा रही है, कि क्या इतना खर्च करके Guardian drones को खरीदना चाहिए.
इसलिए इसराइल के विकल्प पर विचार हो रहा है. आपको याद होगा कि $400 Million deal के अंतर्गत भारत 10 Heron TP armed drones इसराइल से खरीद रहा है.  इजरायल के drones आधुनिक हैं.  यह खतरे  को पहचान सकते है, उसका पीछा कर सकते है, और उसे जरूरत पड़ने पर तुरंत नष्ट भी कर सकते है. इस प्रकार यह परिपूर्ण समाधान उपलब्ध कराते हैं.
इसलिए अगर कोई भी खतरा ध्यान में आता है, तो Heron TP armed drones तुरंत हमला करके उसे नष्ट कर सकते हैं.
महत्वपूर्ण बात यह है कि भारत पहले से ही Heron TP armed drones के बारे में जांच-परख कर चुका है, इसलिए भारतीय नौसेना इजरायल से lethal High Altitude Long Endurance Drones खरीदने पर विचार कर रही है.
हमारा कहना साफ है, इतना अधिक पैसा खर्च करने के बावजूद भारत को ऐसे drones नहीं खरीदने चाहिए, जिनसे हमला ना किया जा सके.
पाकिस्तान और चीन से हिंद महासागर क्षेत्र में भारत को वास्तविक खतरा है, इसलिए दुश्मन से आ रहे किसी भी खतरे से निपटने की पूरी तरह से तैयारी की जानी चाहिए.
अमेरिका के रक्षा सचिव भारत की यात्रा पर आए हुए हैं वह Guardian Drones भारत को बेचने की भरपूर कोशिश कर सकते हैं. लेकिन यदि यह Drones भारत की जरूरतों को पूरा नहीं कर रहे हैं, तो भारत को विनम्र रूप से अमेरिका से इन्हें खरीदने से मना कर देना चाहिए.
हो सकता है, अमेरिका भारत को अपने हमला करने में सक्षम Predator और Reaper drones बेचने पर विचार करने लगे. कई बार हमें बेहतर प्रस्ताव के लिए अच्छे प्रस्ताव को ठुकराना पड़ता है.

इस बारे में जो निर्णय लेना है, वह तुरंत लिया जाना चाहिए, कई सारे विकल्पों पर विचार करने के लिए भारत को समय बर्बाद नहीं करना चाहिए.
पिछले कई दशकों में निर्णय ना लेने के कारण भारतीय सुरक्षा बहुत कमजोर हो चुकी है. अच्छी बात यह है, कि मोदी जी भारत के प्रधानमंत्री हैं. हम आशा करते हैं कि इस विषय में निर्णय जल्दी ही लिया जाएगा.

you can recall, This year in June, America has approved $2 Billion sale of 22 Sea Guardian drones, Unmanned Aerial system to India.

Guardian drones are worlds most advanced maritime reconnaissance drones, which have capability to fly non stop for 27 Hours at an altitude of 50000 Feet.

 It can be remotely piloted or operate fully autonomous missions. Equipped with a multi-mode maritime radar, the Sea Guardian can observe the movement of Chinese warships and submarines when they surface in Indian ocean.

As far as sensing the potential threat, these drones are superb, but when it comes to taking  preemptive action against the threat by quickly Shooting it. These drones don't help.

By the time, Indian navy makes it shooting system target the threat, it might have already disappeared or done its adversarial job already.
Idea is simple, There should be very quick shooting response after sensing the threat.
Allowing delay in between sensing and shooting will mean that you may end up getting hit even after knowing about the threat.

Though American Guardian drones can be upgraded to carry Hellfire air to surface missile, which is being acquired by India as part of Apache attack helicopter deal.
But again, This is not a good option since Apache Attack helicopters are being acquired for critical needs of Indian Army and Air force.  It would be wise to keep Hellfire missiles for the platform they are being acquired.

Due to this major gap related to Guardian drones, Indian Navy is having second thoughts about buying expansive non lethal Guardian Drones.

Here comes, an option from Israel.
You know, As part of $400 Million deal India is already getting 10 Heron TP armed drones from Israel.
These sophisticated drones can do end to end job starting from detection to tracking to taking down the target by air to ground missiles.

Hence, As soon as a threat is identified, this Heron TP drone can respond and eliminate it.
Since India is already familiar with Heron TP drones, Hence Indian navy is considering   lethal High Altitude Long Endurance Drones from Israel.

The point here is rather simple, despite spending such huge sum of Money, India should not settle for non lethal Guardian drones.

 Threat from China and Pakistan in Indian Ocean region is real, hence Indian preparation should be according to the danger posed by adversary.

During Indian visit, American defense secretary may try to hard sell Guardian Drones, India should be clear about its requirements and stand firm to fulfill them.

If Guardian drone doesn't meet the need, India should politely say No to America. May be, America would consider selling India its armed Predator and Reaper drones. Sometimes, you get a better deal after saying No to Good deal.

But decision should be quick, it should not happen that we are just wasting time by considering different options  and leaving the Indian security in compromised state.

Indian armed forces have already suffered due to lack of decision making ability in last couple of decades, Thankfully Modi is Indian Prime Minister, we can hope for quick decision on this.
