आइए अब हम आज के विषय के बारे में बात करते हैं.
आपको दिसंबर 1999 में इंडियन एयरलाइंस के हवाई जहाज के अपहरण की घटना तो याद ही होगी. इस अपहरण के दौरान जब तक बातचीत चलती रही, तब तक यह हवाई जहाज अफगानिस्तान के कंधार हवाई अड्डे पर मौजूद था. उस समय भारत में इस तरह की मांग चल रही थी, कि हमको कमांडो ऑपरेशन के द्वारा अपहृत भारतीयों को छुड़ा लेना चाहिए. लेकिन उस समय कंधार तक भारतीय सैनिकों को पहुंचाने के लिए सुविधाएं हमारे पास उपलब्ध नहीं थी, साथ ही अफगानिस्तान पर तालिबान का कब्जा था.
इस कंधार अपहरण से प्रेरणा प्राप्त करके ही, भारत ने यह बात समझी, कि मध्य एशिया में उसके पास सामरिक महत्व की जगह उपलब्ध होनी चाहिए.
भारत के प्रधानमंत्री अटल बिहारी वाजपेई की 2002 की ताजीकिस्तान की यात्रा के दौरान, दोनों देश इस सहमति पर पहुंचे, कि ताजीकिस्तान में भारत की थल और वायु सेना के सैनिक रह सकते हैं.
जब सोवियत यूनियन टूट गया तो Farkhor में रूस का हवाई अड्डा बेकार हो गया, भारत ने यहां पर पैसा और मेहनत खर्च करके इस हवाई अड्डे को फिर से चालू किया. 2006 में इस तरह की खबरे आई थी, कि भारत ने अपने Mig 29 air crafts को इस हवाई अड्डे पर तैनात कर दिया है.
ध्यान देने वाली बात यह है, कि ताजीकिस्तान के साथ भारत की सीमा नहीं मिलती है. और बड़े ही स्वाभाविक कारणों से, पाकिस्तान भारत के लड़ाकू विमानों को पाकिस्तान अधिकृत कश्मीर के ऊपर अपने एयर स्पेस से गुजर कर नहीं जाने देगा. इसलिए इस बात की संभावना है, कि भारत के लड़ाकू विमान अफगानिस्तान और ईरान से होते हुए इस हवाई अड्डे तक पहुंचे होंगे.
इस हवाई अड्डे का सामरिक महत्व बहुत अधिक है. 2003 में पाकिस्तान के राष्ट्रपति परवेज मुशर्रफ ने ताजीकिस्तान की सरकार के साथ अपनी चिंताएं साझा की थी, कि इस हवाई अड्डे से उड़कर कुछ ही मिनटों में भारत के लड़ाकू विमान पाकिस्तान पर हमला कर सकते हैं. साथ ही पाकिस्तान की जो शक्तिशाली हवाई सुरक्षा है, वह पूर्वी सीमा पर तैनात है. उत्तरी और पश्चिमी सीमा पर पाकिस्तान की हवाई सुरक्षा कमजोर है. वैसे भी हमें पता है, कि पीछे से हमला करने पर नुकसान ज्यादा होता है.
पाकिस्तान के अलावा, यह हवाई अड्डा मध्य एशिया में भारत की स्थिति को मजबूत करता है, ताकि चारों तरफ जमीन से लगे हुए मध्य एशिया के देशों में अपने हितों की रक्षा कर सके, और इन देशों के विकास में महत्वपूर्ण भागीदार बन सके.
वैसे तो Farkhor हवाई अड्डा भारत का पहला ऐसा सैन्य अड्डा है, जो देश के बाहर है. लेकिन अभी तक इस हवाई अड्डे के अस्तित्व को सबके सामने आधिकारिक रूप से स्वीकार नहीं किया गया है.
इस तरह की खबरें भी हैं, कि 1990 के दशक और 2000 के शुरुआती सालों के बीच में भारत वहां पर एक अस्पताल चलाता था, साथ ही 2002 में भारत के मालवाहक हवाईजहाज ने वहां से उड़ान भरी थी. लेकिन अभी यह अस्पताल और हवाई अड्डा दोनों ही बंद हालत में हैं.
रोचक बात यह है कि 2015 में जब मोदी जी ने मध्य एशिया की यात्रा की थी, तब उन्होंने Qurghan Teppa में बनाए गए India Tajikistan Friendship Hospital की यात्रा भी की थी. यह अस्पताल Farkhor हवाई अड्डे से 160 किलोमीटर की दूरी पर है.
सामान्यतः, अगर भारत का Farkhor में हवाई अड्डा होता, तो नरेंद्र मोदी जी जरूर वहां पर तैनात सैनिकों से मिलने जाते. इसके साथ यह संभावना भी है, कि भारत सबके सामने खुले तौर पर इस हवाई अड्डे के अस्तित्व को स्वीकार नहीं कर सकता, क्योंकि यह पाकिस्तान और चीन को परेशान कर सकता है. साथ ही ऐसा करने से, पीछे से अचानक से हमला करने का विकल्प भी खत्म हो जाएगा.
अभी पाकिस्तान तंग हालत में है, इसलिए इस बात की संभावना कम है, कि अगर भारत का हवाई अड्डा निश्चित रूप से Farkhor में नहीं है, तो वह अपनी उत्तरी सीमा को मजबूत करने के लिए अपना पैसा खर्च करेगा.
इन सभी कारणों से ऐसा करना अव्यवहारिक है, कि भारत आधिकारिक और सैन्य रूप से सबके सामने यह स्वीकार कर ले, की Farkhor में उस का सैन्य हवाई अड्डा है. इस हवाई अड्डे के बारे में संदेह है, और दुर्भाग्यवश संदेह हमेशा बना रहेगा.

Friends, please recall hijacking of Indian Airlines Flight happened in December 1999.
During the whole duration of negotiations, the plane remained in Kandahar Afghanistan.
In India, there were demands to conduct commando operation but nothing could be done. At that Time, Afghanistan was under Taliban's control and India didn't have wherewithal to drop its commandos in Kandahar due to lack of air route.
Perhaps this was one of the reasons, which persuaded India to have strategic military presence in Central Asia.
During the 2002 Tajikistan visit of Prime Minister Atal Bihari Bajpayi, it has been reported that both countries reached an agreement to allow the presence of both Indian Army and Air Force personnel in Tajikistan.
After the disintegration of Soviet Union, The air base in Farkhor reached in non functional state. Indian government spent money and efforts to make this air base functional again.
In 2006, there were reports of India deploying the Mig 29 air crafts on this base.
Please note, Tajikistan does not share border with India. Due to obvious reasons, Pakistan will never allow Indian military aircraft to fly over its airspace in Pakistan Occupied Kashmir.
Hence, India might have used Iran and Afghanistan air route to maintain military supply in Farkhor air base.
This air base has immense strategic importance. In 2003, the President of Pakistan Pervez Musharraf raised concerns to the Tajikistan government over the fact that Indian planes would be able to reach Pakistan within minutes using the air base.
Moreover, Pakistan air defense is concentrated on Eastern border. They have weaker northern and western border. Anyways, we all know, hitting from behind is always more lethal.
far beyond Pakistan, this air base gives the Indian air force the required depth and range in seeking a larger role and protect Indian interests in resource rich but land locked Central Asian countries.
Though Farkhor Air Base is regarded as First Military Base outside Indian territory, Yet there is No official or Military confirmation about this air base.
Some reports suggested that India operated a hospital there during late 1990s and early 2000s. and flew cargo out from this air base in 2002. Right now, both this air base and Indian hospital are also closed.
Interestingly, in the end of his Central Asia tour in 2015, Prime Minister Modi has visited India Tajikistan Friendship Hospital at Qurghan Teppa. This hospital is around 160 Kilometer away from Farkhor Air base.
Intuition says, If an Indian Air force base had been there in Farkhor, Prime Minister Modi would have surely gone there to meet Indian troops.
At the same time, there is possibility that India doesnt want to officially confirm Indian Air base in Tajikistan because it may offend China and Pakistan. In future, Surprise of air strike from behind will also be lost.
Right now, Pakistan would not like to spend its limited resources on making its air defense stronger on northern border as well to manage the threats from unconfirmed Indian Air base there.
Due to such very obvious reason, Its impractical that India would go to the extent of officially and publicly acknowledging the presence of Indian air base in Farkhor.
The doubt is there, and It will unfortunately remain forever.
We would like to believe that India does have air base there in Farkhor.
