Russia, China, Pakistan, America और Iran जैसे देश अफगानिस्तान में सिर्फ अपने अपने हितों की पूर्ति में लगे हुए हैं. इस गला काट प्रतिस्पर्धा के कारण ही, आज अफगानिस्तान जिस गड्ढे में पड़ा है, आगे आने वाले भविष्य में भी वहीं पर बना रहेगा. अगर कोई ऐसा देश है, जो अफगानिस्तान में शांति और समृद्धि की स्थापना में सबसे अधिक योगदान दे सकता है, तो वह देश पाकिस्तान है. जिस क्षण पाकिस्तान अपना रवैया बदल लेगा, उसी क्षण अच्छे भविष्य की संभावना प्रबल हो जाएगी.
जहां तक भारत का सवाल है, हमारा मानना है, कि दुनिया में ऐसा कोई भी विवाद नहीं है, जिसका समाधान बातचीत के जरिए नहीं निकाला जा सकता. लेकिन भारत की तरफ से यह अपेक्षा जायज है, बातचीत शुरू होने के पहले यह जरूरी है, कि पाकिस्तान अपने देश में चल रहे आतंकवाद के इंफ्रास्ट्रक्चर को पूरी तरह से खत्म कर दे. अगर पाकिस्तान विनाश करने की प्रवृत्ति को छोड़कर, निर्माण करने की प्रवृति अपना लेता है. तो भारत की अपेक्षा की पूर्ति करना उसके लिए मुश्किल नहीं होगा.
लेकिन हमारा अनुभव बताता है, निर्माण करने की प्रवृत्ति का महत्व पाकिस्तान को अभी तक समझ नहीं आया है. इसका सबसे अच्छा उदाहरण south asian association for regional cooperation Saarc है. सिर्फ पाकिस्तान के कारण यह संगठन पूरी तरह से असफल होने के कगार पर आ चुका है. आपको पता होगा, कि अफगानिस्तान भारत और पाकिस्तान यह तीनों देश सार्क संगठन के भी सदस्य देश हैं, इस संगठन का लाभ उठाकर के भी इन तीनो देशो के बीच सहयोग बढ़ाया जा सकता था. लेकिन क्यों की समस्या इन तीनो देशो से जुड़ी हुई है, इसलिए जरूरत इस बात की है कि यह तीनों देश मिलकर आपस में एक संगठन बना लें.
लेकिन जब तक पाकिस्तान अफगानिस्तान में भारत की भूमिका को स्वीकार करने से भी मना करता रहेगा, तब तक पाकिस्तान को तीनो देशो के बीच सहयोग की संभावना दिखाई नहीं देगी. इसके अलावा, पाकिस्तान की सेना के अधिकारियों को अपने जीवन से आगे बढ़कर, आगे आने वाली पीढ़ियों के बारे में भी सोचना होगा. जैसे ही वह दूरगामी दृष्टिकोण से सोचने लगेंगे, जमीन पर उनके व्यवहार में परिवर्तन भी दिखाई देने लगेगा.
जहां तक भारत का सवाल है, जैसे ही पाकिस्तान की प्रवृत्ति में परिवर्तन दिखाई देने लगेगा, भारत को सजग होकर इसका स्वागत करना चाहिए. साथ ही पाकिस्तान के द्वारा की गई किसी भी पहल का माकूल जवाब देकर, शांति और समृद्धि के प्रति भारत की जिम्मेदारी को भी निभाना चाहिए.
हम जानते हैं, कि पाकिस्तान के लिए नई राह चलना बड़ा मुश्किल होगा. लेकिन हमारा शांति में विश्वास है, अगर पाकिस्तान इस तरह से अपने व्यवहार में परिवर्तन कर लेता है, तो दक्षिणी एशिया में आने वाली सभी पीढ़ियां पाकिस्तान की सेना को धन्यवाद देगी, जिन्होंने ऐसा असंभव कार्य संभव कर दिया.

Today we came across an interesting article written by Ahson Saeed Hasan. He has presented idea of Afghan-Indo-Pak alliance, in which Pakistan is expected to play the central role of peacemaker.
Though, this idea is very optimistic, yet it can actually work on the ground.
Pakistan has volatile relationship with both of its neighbors namely Afghanistan in the west and India in the east.
As we all know, Pakistan has knowingly chosen the path to maximize its own interests in this region, at the cost of interests of Afghanistan and India. Please Mind it, religion has always been a mean to rally the masses behind specific interest.
Such maximalist approach automatically transforms Pakistan into a Peace breaker.
But the result is before us, Afghanistan has been war torn troubled country. Russia, China, Pakistan, America and Iran all are trying to serve their self interests there. This conflict of interests will ensure that Afghanistan remains forever in the deep hole, where it is right now.
If there is any country, which can contribute most in the establishment of Peace and prosperity in Afghanistan, that's Pakistan.
The moment, Pakistan changes its attitude, the whole game will change immediately for the better.
So far as India and Pakistan are concerned, There is no dispute which cannot be resolved by dialogue. From Indian side, the reasonable expectation is, that Pakistan should dismantle terrorist infrastructure before any meaningful dialogue happens.
If Pakistan moves from destructive mode to constructive mode, it wont be difficult to meet this expectation.
But the experience suggests that Pakistan is yet to realize the value of constructive mode. The most obvious example is, south asian association for regional cooperation Saarc. Due to Pakistan, the entire organization is at the point of collapse.
Please note, India , Afghanistan and Pakistan all three are members of Saarc, which could have been good platform to allow collaboration in between these countries.
Anyways, the problem is specific to these three countries, hence the focused approach and organization is needed, therefore the idea of Afghan-Indo-Pak alliance makes sense.
As long as Pakistan refuse to accept Indian role in Afghanistan, its almost impossible for Pakistan to realize the importance of this framework.
Moreover, Army generals in Pakistan need to look beyond their life time and think about the interests of future generation. The moment, they do so, the change will be on the ground.
So far as India is concerned, As and when Pakistan brings such change in the attitude, we need to cautiously welcome it and reciprocate to reflect our commitment to peace and prosperity.
We know, its very difficult for Pakistan to make this course correction, but we believe in peace and if Pakistan makes such positive change in attitude, South Asian future generations will be thankful to such visionary Military leadership making the impossible possible.
