आइए अब हम आज के विषय के बारे में बात करते हैं.

आपको पता होगा, Djibouti अफ्रीका के सबसे गरीब देशों में से एक है. लेकिन यह देश दुनिया के सबसे व्यस्त समुद्री रास्तों में से एक रास्ते में बहुत अधिक सामरिक महत्व की जगह पर स्थित है. यह समुद्री रास्ता हिंद महासागर को लाल सागर से जोड़ता है.
चीन को मिलाकर 7 देशों ने अपने सैन्य अड्डे इस छोटे से देश में बनाए हैं. इससे यह बात साबित हो जाती है, कि Horn of Africa में स्थित इस देश का सामरिक महत्व बहुत अधिक है. आपको जानकर हैरानी होगी, मात्र 2 साल की छोटी सी समय अवधि के भीतर चीन ने अपना नौसैनिक अड्डा इस देश में स्थापित किया है. जिसके लिए उसने  $550 Million का खर्चा किया है. पिछले महीने चीन ने पांच दिवसीय सैन्य अभ्यास करके दुनिया को इस क्षेत्र में अपनी युद्ध की तैयारी से अवगत करा दिया है.
भारतीय लोगों को चीन पसंद हो या ना हो, कम से कम भारतीय लोगों को इस बात की प्रशंसा करना चाहिए, कि चीन बहुत बड़े पैमाने पर सोचता है, और बहुत तेजी से अपनी सोच पर क्रियान्वयन करता है.
हालांकि 2003, से लेकर आज तक  Djibouti  के राष्ट्राध्यक्ष नेताओं ने दो बार भारत की यात्रा की है. लेकिन अब आप भारत के इस महत्वपूर्ण देश के साथ संबंधों पर ध्यान दीजिए. भारत की तरफ से किसी भी राष्ट्राध्यक्ष ने इस देश की यात्रा नहीं की है.
2004 में Djibouti  ने भारत में अपना दूतावास खोल दिया था, लेकिन अमेरिका और चीन की तरह, आज तक भारत का इस देश में दूतावास नहीं है. पिछले 7 दशकों में भारत ने अपने पड़ोसी देशों के साथ मजबूत संबंध बनाने पर ध्यान नहीं दिया, इस बात में कोई आश्चर्य नहीं है कि भारत ने Djibouti को पूरी तरह से नजरअंदाज कर दिया था. भारत की विदेश नीति की दयनीय हालत इससे अधिक कहां प्रकट होगी.

इन सबके बावजूद Djibouti भारत का एक मित्र देश है. हम सभी को धन्यवाद देने की जरूरत है, कि जब 2015 में यमन देश में आंतरिक युद्ध छिड़ गया, तब संकट में फंसे भारतीयों को बाहर निकालने में Djibouti ने भारत की बड़ी मदद की. भारत की सहायता करने के लिए Djibouti ने भारत को सभी सुविधाएं उपलब्ध कराई.
इस बात में कोई आश्चर्य नहीं है कि भारत के नए राष्ट्रपति की पहली विदेश यात्रा Djibouti  में हो रही है. हां, आपस में राजनैतिक संबंध स्थापित होने के बाद, भारत के राष्ट्राध्यक्ष की यह पहली Djibouti  की यात्रा है.
2015 में भारत ने Djibouti को line of credit पर $50 million की धनराशि देने का वादा किया था, जिसका प्रयोग Ali Sabieh में सीमेंट का कारखाना बनाने के लिए किया जा रहा है.
दोनों देशों के बीच अभी $206 Million का व्यापार होता है. इसलिए आपसी व्यापार को बढ़ाने की संभावनाएं बहुत अधिक हैं.
आपसी व्यापार और इन्फ्रास्ट्रक्चर का विकास करने के अलावा, भारत स्किल डेवलपमेंट शिक्षा के संस्थानों और चिकित्सा सुविधाओं के विकास में भी सहयोग दे सकता है. भारत के राष्ट्रपति की यात्रा के दौरान इस बात की संभावना है, कि भारत Djibouti  से   anti piracy monitoring अड्डे का निर्माण करने के लिए बात करे, ताकि इस समुद्री मार्ग में भारत के जहाजों की रक्षा की जा सके.
जहां तक हमारा सोचना है, भारत को बड़े पैमाने पर विचार करते हुए इस देश के साथ संबंधों को और अधिक मजबूत करना चाहिए.
भारत को चाहिए कि वह इस देश में अपना पहला नौसैनिक अड्डा बनाने के लिए संभावनाओं का पता लगाए. अन्य क्षेत्रों की तरह इस क्षेत्र में भी चीन के बढ़ते हुए प्रभाव को संतुलन में रखने की आवश्यकता है.
अगर कभी भविष्य में भारत और चीन के बीच में कोई विवाद होता है, तो इस बात का डर है, कि अपने समुद्री यातायात से संबंधित अधिकारों की रक्षा के लिए भारत को अमेरिका और अन्य देशों पर निर्भर होना पड़ेगा.
इसलिए भारत को चीन से आने वाले हर खतरे का सामना करने के लिए तैयार होना पड़ेगा. इसके अलावा शांति के माहौल में भी इस नौसैनिक अड्डे से भारत को बहुत अधिक लाभ है.

You might know, Djibouti is one of the poorest countries in Africa. However it is strategically located near one of the world's busiest shipping lanes, controlling access to the Red Sea and Indian Ocean.
Interestingly, Including China, Seven countries have already established military presence in this small country.

This fact is more than enough to confirm the geostrategic significance of Djibouti on the Horn of Africa.

You would be surprised to know, with in 2 years, China has set up its naval base in Djibouti at the cost of $550 Million.

last month only, China conducted 5 days long livefire drills showing its combat readiness in this region.

Indians can love or hate China, but scale of vision and speed of execution are two things every Indian must appreciate about China.



Although the heads of state of Djibouti have made two visits to India since 2003. Yet
look at the level of Indian engagement with this country. No Indian Head of state has ever visited there.

While Djibouti opened its embassy in New Delhi in 2004, India does not have an embassy in Djibouti, unlike USA and China.

When India didn't even care to build strong friendly relationship with neighbors,  its not surprising that India ignored Djibouti also.
Past Indian governments are responsible for this pathetic state of foreign affairs.

Despite all this, Djibouti is friendly nation. We all ought to thank it for becoming hub  of operation during Indian efforts to evacuate its nationals fleeing the civil war in Yemen in 2015. For this successful evacuation operation, Djibouti  extended all facilities for Indian help.

In this background, no wonder In his first foreign visit, Indian President has landed in Djibouti.
Yes, This is the first ever visit at the level of Head of State or Government from India to the Republic of Djibouti since the establishment of diplomatic relations between the two countries.

In 2015, India has extended a line of credit of $50 million to Djibouti, mainly for constructing a cement plant in Ali Sabieh.

Total bilateral trade stands at $206 Million, hence there is immense scope to grow it further.

Besides growing trade and support infrastructural development , India can provide support in skill development, build educational and medical facilities as well.

During president's visit, India may even start talk to set up a anti piracy monitoring base in the region to ensure the safety of Indian maritime trade pursuits.

As far as we think, India should think big and build strong relationship with this country.

India should in fact build its first naval base in this country. we must counter balance Chinese influence in this region else, during Indo China conflict, India will have to depend on America and other nations to protect its maritime interests and navigational rights in this shipping route.

India should prepare to respond to all kinds of Chinese threats. Moreover, Naval base in Djibouti will have immense peace time benefits as well.
