Wakhan Corridor 350 किलोमीटर लंबा प्राकृतिक गलियारा है, जो उत्तर पूर्वी अफगानिस्तान को चीन से जोड़ता है, साथ ही ताजिकिस्तान और पाकिस्तान को एक दूसरे से अलग करता है. ऐतिहासिक रुप से यह गलियारा सिल्क रोड का हिस्सा रहा है. प्राचीन काल में इस रास्ते से होकर यात्री पूर्वी दक्षिणी और मद्धेशिया के बीच में आते जाते रहे है, और व्यापार करते रहे हैं. अफगानिस्तान चीन की सीमा पर Wakhjir Pass के बंद हो जाने से इस रास्ते से होने वाला औपचारिक कारोबार और यातायात पूरी तरह से बंद हो चुका है. इसलिए अफगानिस्तान और अमेरिका की सरकारों ने चीन से आग्रह किया था, कि वह इस रास्ते को फिर से चालू कर दे, ताकि अफगानिस्तान के इस पिछड़े इलाके का आर्थिक विकास हो सके, और तालिबान के खिलाफ कार्यवाही करने के लिए जरूरी सामान इस रास्ते से भी आ सके. लेकिन चीन ने यह रास्ता अपनी तरफ से नहीं खोला, क्योंकि उसे डर था कि इस रास्ते के खुल जाने से उसके संवेदन शील Xinjiang प्रांत में समस्या और बढ़ सकती है.
लेकिन हाल के कुछ वर्षों में स्थिति में पूरी तरह से परिवर्तन हो गया है, इस बात की संभावना बढ़ गई है, कि आगे आने वाले वर्षों में अमेरिकी सेना अफगानिस्तान को छोड़ देगी, तब चीन इस देश में अपने प्रभाव को बढ़ाना चाहता है. वैसे भी यह रास्ता Chinese Belt and Road initiative का महत्वपूर्ण हिस्सा है.
खराब मौसम के कारण Wakhjir Pass साल के 5 महीने पूरी तरह से बंद रहता है, इसलिए इस बात की खबरे आई है, चीन ने पामीर के पहाड़ों के नीचे से सुरंग खोदना चालू कर दिया है, जिससे Wakhan Corridor तक उसे साल के 12 महीने चलने वाला रास्ता मिल जाए. ध्यान रहे कि यह पूरा रास्ता पहाड़ों से होकर गुजरता है, और मौसम भी खराब रहता है. इसलिए यहां पर आधुनिक तकनीक से रोड बनाने में बहुत अधिक मेहनत लगेगी, बड़े पैमाने पर समय और धन भी खर्च होगा. लेकिन हम सभी को पता है, कि पिछले कुछ वर्षों में चीन ने ऐसे कई चुनौतीपूर्ण प्रोजेक्ट पर काम करके अपनी महारत दुनिया के सामने सिद्ध कर दी है. इस बात में कोई संदेह नहीं है, की कुछ ही वर्षों में चीन इस पूरे रास्ते में 12 महीने चलने वाली सड़क का निर्माण कर लेगा. और इस प्रकार उसे प्राकृतिक संसाधनों से परिपूर्ण अफगानिस्तान और पूर्वी यूरोप तक पहुंच प्राप्त हो जाएगी.
भारत की सुरक्षा की दृष्टि से इस रास्ते का महत्व बहुत अधिक है. इस रास्ते की सीमा पाक अधिकृत कश्मीर से मिलती है. आपको पता है कि पाक अधिकृत कश्मीर में China Pakistan Economic corridor पर तेजी से काम चल रहा है. अगर चीन Wakhan Corridor का भी निर्माण कर लेता है. तो आप यह बात निश्चित मान लीजिए, कि आगे आने वाले भविष्य में भारत पाक अधिकृत कश्मीर पर कब्जा नहीं कर पाएगा.
भारत के पूर्व सेनाध्यक्ष V K Singh ने Wakhan Corridor के सामरिक महत्व पर गहराई से अध्ययन किया था. उनके अनुसार इस रास्ते पर काम करने के लिए तीन तरह के विकल्प मौजूद हैं.
पहला विकल्प है, की इंतजार करते हुए भारत जो हो रहा है, उसको देखे. आपको पता है स्वभाविक रुप से भारत की यही नीति रही है.
दूसरा विकल्प है, कि भारत प्रतिक्रिया देते हुए अमेरिका और अफगानिस्तान की सरकारों के साथ मिलकर इस रास्ते पर होने वाली किसी भी गतिविधि का जवाब देने की तैयारी करे.
तीसरा विकल्प है, कि भारत सक्रिय होकर अपने पास उपलब्ध सभी साधनों का उपयोग करते हुए इस इलाके में अपनी स्थिति को मजबूत करे.
तीसरे विकल्प के अंतर्गत, भारत को चाहिए कि वह इस पट्टी पर अपने सैन्य अड्डे का विकास करने की संभावना को तलाशे. अगर भारत का सैन्य अड्डा यहां पर स्थापित हो गया, तो इससे पाकिस्तान दबाव में आ जाएगा, और भारत ऊंचाई के इलाकों से पाक अधिकृत कश्मीर में हो रही भारत विरोधी गतिविधियों पर नजर रख सकता है. साथ ही जरूरत पड़ने पर पाक अधिकृत कश्मीर से पाकिस्तान को पीछे हटाने में यह सैन्य अड्डा बहुत अधिक मदद भी कर सकता है.
इसके अलावा भारतीय सेना की उपस्थिति मात्र से चीन ने इस पूरे क्षेत्र में इंफ्रास्ट्रक्चर के विकास में जो धन खर्च किया है, वह भी खतरे में आ जाएगा.
इस प्रकार Chinese belt and Road dream प्रोजेक्ट में रुकावट भी पैदा की जा सकती है.
यह पूरा इलाका बहुत ही पिछड़ चुका है. यहां पर विकास करने पर अफगानिस्तान की सरकार का भी ध्यान नहीं है. अगर अभी भारत इस इलाके में सैन्य अड्डे की स्थापना नहीं कर सकता, तो कम से कम भारत को सामुदायिक विकास के कार्यों में लग जाना चाहिए. जिससे इस क्षेत्र के लोगों में भारत के प्रति सद्भावना का विकास हो सकेगा. भारत के इस प्रकार सकारात्मक कार्य करने से किसी को कोई परेशानी नहीं होनी चाहिए. लेकिन हमें पता है, कि चीन और पाकिस्तान जरूर इस बात को लेकर चिंता में पड़ जाएंगे, लेकिन इससे हमें कोई फर्क नहीं पड़ता है.
जहां तक की सैन्य अड्डे का सवाल है, ध्यान रहे इसकी स्थापना अफगानिस्तान की सरकार की अनुमति और सहयोग के बाद ही की जानी चाहिए.
इसके अलावा अगर चीन इस क्षेत्र में इंफ्रास्ट्रक्चर का विकास करता है, तो भारत को कोई परेशानी नहीं होनी चाहिए. भारतीय सेना की इस क्षेत्र में उपस्थिति मात्र से यह बात निश्चित हो जाएगी, कि चीन और पाकिस्तान इस इंफ्रास्ट्रक्चर का प्रयोग अफगानिस्तान और भारत के हितों के विरुद्ध नहीं कर पाएंगे. अगर भारत को इस इलाके में उपस्थिति मिल गई तो पाक अधिकृत कश्मीर का दोनों तरफ से घेरा हो जाएगा, भारत इनका इस्तेमाल करके पाक अधिकृत कश्मीर में चल रहे आतंकवादियों के अड्डों पर नजर भी रख सकता है. और जरूरत पड़ने पर उन पर हमला भी कर सकता है.
इस इलाके में सैन्य अड्डा स्थापित करने में लंबा समय लग सकता है. इसलिए हाल फिलहाल में भारत को सक्रिय रुप से इस इलाके में एक इंफ्रास्ट्रक्चर के प्रोजेक्ट की पहचान करनी चाहिए, उस पर काम तेजी से शुरू कर देना चाहिए.
आपको पता है, कि अफगानिस्तान तक यातायात के साधनो का विकास करने के लिए भारत चाबहार और उत्तर दक्षिणी रास्ते का विकास करने की कोशिश कर रहा है. इसलिए भारत को सामरिक रूप से महत्वपूर्ण Wakhan Corridor पर गंभीरतापूर्वक दीर्घकालिक दृष्टि से ध्यान देना चाहिए.
अगर भारत का सपना है, कि पाक अधिकृत कश्मीर पर फिर से कब्जा किया जाना चाहिए, तो यह बात बहुत जरूरी है की Wakhan Corridor में भारत की किसी ना किसी प्रकार की उपस्थिति होनी चाहिए.
क्योंकि भारत और अफगानिस्तान एक दूसरे के मित्र देश हैं, भारत की उपस्थिति मात्र से इस क्षेत्र में स्थायित्व को बल मिलेगा. साथ ही स्थानीय लोगों के जीवन स्तर का सुधार करने में भी मदद मिलेगी. इसलिए इस प्रस्ताव में दोनों देशों की जीत होती हुई लग रही है.

The Vakhan Corridor is 350 Kilometer long narrow strip of territory in northeastern Afghanistan that extends to China and separates Tajikistan from Pakistan occupied Kashmir.
Historically, this corridor was part of silk road. This trade route has been used by travelers going to and from East South and Central Asia in ancient time.
With the closure of the Afghan-Chinese border crossing at the Wakhjir Pass, the formal trade through this route has been completely stopped.
Therefore, Government of Afghanistan and America have requested China to open this Pass for economic reasons and help as supply route in Anti Taliban operations.
China didn't open the corridor largely due to fear of increase in unrest in its far western province of Xinjiang.
In last couple of year, things have considerably changed, There is hope of eventual American withdrawal from Afghanistan and China is trying to increase its influence in Afghanistan.
By the way, this corridor is already part of Chinese Belt and Road initiative.
Since, Wakhjir Pass remains inaccessible for at least five months in a year, China has been building tunnel under the Pamir ranges. This tunnel will ensure round the year access to Wakhan Corridor.
The terrain is extremely rugged around this corridor, it would require huge efforts, time and Money to make fully functional modern Wakhan Corridor.
But we all know, China has mastered the art of delivering on such challenging project. Its just matter of time, China will gain direct access to resource rich Afghanistan region via this corridor.
This corridor has wide security implications for India. It shares borders with Pakistan Occupied Indian territory.
You know, China Pakistan Economic corridor work is already in progress in P O K region, if China builds Wakhan corridor as well. It will be next to impossible for India to reclaim P O K in foreseeable future.
Former Indian Army General V K Singh, has done research on the geo strategic importance of this corridor. He presented three response options.
Number 1. Wait and Watch - This is by default current Indian position.
Number 2. Reactive Response - India should try to work with Afghanistan and American government to counter balance Taliban and China Pakistan Nexus in this region.
Number 3. Proactive Engagement - India should employ all elements of power to neutralize the disruptive forces.
Under third option, One possible approach will be to set up military base in this region. This base will pressurize Pakistan, help India to watch activities in P O K region and will also help in freeing the region from Pakistan occupation in the long term.
Indian military presence itself will be significant threat to Chinese infrastructural investment in this entire region. This Proactive engagement may become a bottleneck in the Chinese belt and Road dream run as well.
This region is under developed and forgotten even by Afghanistan government. For now, if India is not ready to set up formal military base in this area, we can take up community development project there, and earn the goodwill of local people. No one can have problem if India makes positive impact in the lives of people there. China and Pakistan will obviously cry even on this, but who cares???
So far as military base is concerned, this should be done with permission and cooperation from Afghanistan government.
Moreover, India should not have much problem in the Chinese development of Wakhan corridor. Indian Military presence will in fact prevent China from using this infrastructure against the interests of Afghanistan and India.
If India gains presence in this corridor, Pakistan occupied Kashmir will be sandwiched from both sides. India may even take advantage of this base to hit terrorist infrastructure in P O K.
Military base set up may take up long time, for now, India must get in proactive mode and identify at least one infrastructure development project in this region and start work as soon as possible.
India is trying to connect with Afghanistan via Cha Bahar Port and North South Trade corridor, we think, India must seriously look at this geostrategic corridor as well from long term perspective. If India even dream of gaining back control of Pakistan Occupied Kashmir, India must have some kind of presence in this corridor.
Since India and Afghanistan are friendly countries, Indian presence will have stabilizing effect and will be beneficial to local people during peace time. its simple a win win for both the countries.
