आइए अब हम आज के विषय के बारे में बात करते हैं.

आपको कभी इस बात पर आश्चर्य हुआ है, कि ऐसा अचानक क्या हो गया ? की अमेरिका ने अपनी दक्षिण एशिया की रणनीति में परिवर्तन करके भारत से आग्रह किया है, कि वह अफगानिस्तान में बड़े पैमाने पर सकारात्मक कार्य करे. एक समय था, जब अमेरिका यह बिल्कुल भी नहीं चाहता था, कि अफगानिस्तान में भारत कोई भी काम करे. लेकिन वहां की लोकतांत्रिक सरकार की सहमति के अनुसार भारत ने वहां पर काम करना चालू कर दिया था.
हाल के कुछ वर्षों से रूस अफगानिस्तान में हस्तक्षेप करने की कोशिश कर रहा है. पिछले वर्ष रूस ने चीन और पाकिस्तान के साथ मिलकर त्रिपक्षीय स्तर पर बातचीत की थी. जिसका उद्देश्य अफगानिस्तान में शांति की स्थापना करना था. आपको जानकर हैरानी होगी, कि इस वार्ता का स्वागत तालिबान ने किया था. रोचक बात किया है अफगानिस्तान चीन पाकिस्तान और ताजिकिस्तान ने मिलकर Quadrilateral Cooperation and Coordination Mechanism पर काम करने का निर्णय लिया है, ताकि आतंकवाद के खिलाफ लड़ा जा सके, और  अफगानिस्तान में शांति की स्थापना की जा सके.

आपको पता होगा कि इन तीनों देशों में एक बात समान है, कि यह तीनों देश अफगानिस्तान के साथ सीमा साझा करते हैं. इसलिए यह तीनों देश अफगानिस्तान में अपने निजी हितों को साधने में भी लगे हुए हैं. अगले सप्ताह रूस के मास्को शहर में International Contact Group की बैठक होने वाली है. इसमें 50 देशों के प्रतिनिधि और अंतर्राष्ट्रीय संगठन भाग ले रहे हैं. इस बैठक में अफगानिस्तान में शांति की स्थापना के ऊपर, और तालिबान से कैसे बातचीत की जाए इस विषय पर विचार-विमर्श होगा.

अब आपको आसानी से समझ में आ जाएगा, कि अफगानिस्तान में इस समय एक बड़ा खेल खेला जा रहा है. इस परिदृश्य में आप इस निष्कर्ष पर पहुंच सकते हैं, की रूस चीन और पाकिस्तान के गुट के प्रभाव को संतुलन में रखने के लिए अमेरिका को अफगानिस्तान में भारत की जरूरत है.
हमें अपने आप को मूर्ख बनाने की जरूरत नहीं है, भारत से सहायता मांगने के पीछे उद्देश्य, पाकिस्तान पर दबाव डालना है, ताकि वह शांति की स्थापना करने में अमेरिका की मदद करे. इसलिए सीधे शब्दों में अमेरिका भारत की परोक्ष धमकी देकर, पाकिस्तान से अपना काम करवाना चाहता है.

इसलिए अमेरिका की रणनीति में परिवर्तन का भारत के लिए कोई महत्व नहीं है. इसलिए आपने भी इस बात पर ध्यान दिया होगा की, अमेरिका की रणनीति में परिवर्तन हो जाने पर, भारत ने अफगानिस्तान के प्रति अपनी रणनीति में कोई परिवर्तन नहीं किया. भारत में अफगानिस्तान से जो वादे किए थे, उन्हें ही भारत ने फिर से कह दिया है. इसलिए भारत अफगानिस्तान में हमेशा से जो काम करता आया है, वही आगे भी करता रहेगा.
इसका कोई कारण नहीं है कि भारत अमेरिका का एक हथियार बन जाए. भारत ने लंबे समय में कठिन परिश्रम करके अफगानिस्तान के लोगों के दिल में अपने लिए अच्छी जगह बनाई है. सिर्फ एक गलत काम करने से वर्षो की मेहनत पर पानी फिर सकता है.
किसी भी भारतीय को इस बात में संदेह नहीं होना चाहिए, कि अमेरिका की रणनीति में परिवर्तन होने से पाकिस्तान पर कुछ प्रभाव पड़ेगा. वैसे भी भारत के खिलाफ पाकिस्तान से प्रायोजित आतंकवाद को रोकना इस नीति परिवर्तन का उद्देश्य नहीं है.
साथी अमेरिका ने दुनिया के सामने जिस बात को आज स्वीकारा है, वह हम सभी को पिछले 16 सालों से पता है, कि पाकिस्तान में आतंकवादियों के अड्डे बने हुए हैं. फिर भी अमेरिका ने अफगानिस्तान में लड़ाई लड़ने में पाकिस्तान को दोस्त माना, परिणाम सबके सामने हैं, अमेरिका ने अभी तक यह युद्ध नहीं जीत पाया है.
जहां तक रूस का सवाल है, वह अफगानिस्तान में हस्तक्षेप करने के लिए बड़ा ही उतावला हो रहा है, वह अमेरिका की गलती को अपने तरीके से दोबारा दोहराना चाहता है. पाकिस्तान तो China Pakistan Economic Corridor से होते हुए रूस को अपने ग्वादर बंदरगाह तक  पहुंच देने के लिए तैयार है. पाकिस्तान रूस को लालच देने की हरसंभव कोशिश कर रहा है. अगर रूस ने यह कॉरिडोर स्वीकार कर लिया, तो भारत के लिए यह बुरी खबर होगी.
जहां तक भारत का सवाल है, अगर कोई रणनीति काम कर रही है, तो उसे बदलने का मतलब नहीं है. इसलिए हमें इस बात की प्रशंसा करनी चाहिए, कि अमेरिका के दबाव के बावजूद भारत ने अफगानिस्तान के प्रति अपनी रणनीति में कोई परिवर्तन नहीं किया.

Have you wondered, Why suddenly this year America has singled out India to play positive role in Afghanistan as part of change in its south Asia strategy?

There was a time, when America didn't want India to play any role in Afghanistan. but keeping in view shared interests, India got involved in Afghanistan as per wishes of its democratic government.

You know, Russia is very keen to become important player in Afghanistan. When Russia held trilateral talk with Pakistan and China on establishing peace in Afghanistan. You would be surprised to know, Taliban welcome this talk.

Interestingly, Afghanistan China Pakistan Tajikistan have formed Quadrilateral Cooperation and Coordination Mechanism to counter terrorism and foster peace in Afghanistan.

You know, what is common in all these three countries? They all share border with Afghanistan and have obvious self interests there.

In next one week, Russia is going to organize International Contact Group's meeting in Moscow.
Representatives from more than 50 countries and international organizations are going to attend this to discuss the issues around the Afghan peace process and the peace talks with the Taliban.

Now you can easily see, the bigger game being played out in Afghanistan.

In this holistic picture, you can easily reach to conclusion that America needs India in Afghanistan to counterbalance the axis of Russia, China and Pakistan.

Lets not make fool of ourselves, Asking India to play major role in Afghanistan is more of a pressure tactics against Pakistan. In order to get Pakistan's help in peace talks, Americans are using India as indirect threat.

Hence, Change in American south Asia strategy means nothing for India.
Therefore you might have noticed, India has not changed its policy towards Afghanistan in response to American strategy change.

India has just reiterated, what was already promised to Afghanistan. India will continue to do, what it used to do in Afghanistan.

There is no reason for India to become a tool in American tool box. It took years of hard work for India to earn the good will of people of Afghanistan. Just a single wrong step is enough to destroy this positive image.

No Indian should have any doubt, due to change in American strategy Pakistan will change its attitude towards Terrorism. In fact that's not the aim of change itself.

Moreover, what america acknowledges publicly, everyone of us has known it for last 16 years that Pakistan provides safe heavens to Terrorist.

Still America decided to take Pakistan's help to fight Afghan War. No wonder, America is yet to win it.

So far as Russia is concerned, its getting desperate to get a role in Afghanistan. By the way, its about to commit the american mistake in Russian way.
Pakistan is even ready to offer  Access to Gwadar port via China Pakistan Economic Corridor to Russia. Hence, Pakistan is luring Russia in a big way.  Russia joining this corridor will be real sad news for India.

So far as India is concerned, lets not change what has been working. Hence, Decision of Indian Leadership to continue with old Afghan strategy should be appreciated.
