आइए अब हम आज के विषय के बारे में बात करते हैं.
1962 में भारत-चीन युद्ध शुरू हो गया तब भारत ने Indo Tibetan Border Police force ITBP गठन करने का निर्णय लिया. यह कदम उसी प्रकार है, जैसे घर में आग लग जाने के बाद आप कुआं खोदने का निर्णय लें. इसलिए इसमें कोई आश्चर्य नहीं है, कि भारत की इस युद्ध में बुरी तरह से परा जय हुई.
first line of defense के रूप में, 90000 सैनिकों के साथ यह ITBP की जिम्मेदारी है, कि वह दुनिया की सबसे लंबी विवादित सीमा की रक्षा करे. हां हम 3488 Kilometer लंबी भारत-चीन सीमा की बात कर रहे है. आपको पता होगा, कि ITBP की posts बहुत ही ऊंचाई वाले इलाकों में स्थित है, यह Posts 9000, से 18000 फीट की ऊंचाई पर स्थित है, और साल में कई बार यहां पर तापमान 0 डिग्री सेल्सियस से भी नीचे चला जाता है. ITBP की स्थापना के बाद 50 साल बीत गए, लेकिन हम सभी यथास्थिति से ही संतुष्ट बने रहे. सीमावर्ती क्षेत्रों में हमने सड़कों का निर्माण करने पर बिल्कुल भी ध्यान नहीं दिया. जब हमने अपनी सेना और सुरक्षाबलों को सामान विश्वसनीय ढंग से हमेशा पहुंचाने के लिए जरूरी इंफ्रास्ट्रक्चर का निर्माण नहीं किया, तो इस बात में कोई आश्चर्य नहीं है, कि हम ने सीमावर्ती इलाके में रहने वाले भारतीय नागरिकों के विकास पर बिल्कुल भी ध्यान नहीं दिया. चलिए 1 मिनट के लिए हम सीमावर्ती इलाकों में भारत के इंफ्रास्ट्रक्चर की कमी को भूल जाते हैं. हमने कम से कम अपने सुरक्षाबलों को ऐसे ताकतवर वाहन और मशीन देने थे,कि वह अचानक से जरूरत पड़ने पर चीन से विवाद की जगह पर  पहुंच कर स्थिति को अनियंत्रित होने से रोक सके. इस क्षेत्र में भी हम बुरी तरह से असफल रहे. ITBP की स्थापना के 54 वर्षों के बाद, भारतीय सरकार ने ITBP को 4 four Sport Utility Vehicles (दो Toyota Fortuners और दो  Ford Endeavours) देने का निर्णय 2016 में लिया.
डोकलाम विवाद से सबसे पहले सीखने वाली चीज यह है, अगर चीन अचानक से यथास्थिति को एकतरफा कार्यवाही करके बदलने की कोशिश करे, तो हमें बहुत तेजी से बिना समय बर्बाद किए चीन की गतिविधियों को रोकना चाहिए. इस बात में कोई संदेह नहीं होना चाहिए, कि भारत का तेजी से दिया गया शक्तिशाली संदेश, ही भारत चीन की सीमा पर यथास्थिति को बनाए रखेगा. नहीं तो हम हमेशा के लिए चीन की Salami Slicing techniques का शिकार बनते रहेंगे.
अच्छी बात यह है, कि इस समय भारत पर मोदी जी शासन कर रहे हैं. डोकलाम विवाद से सीखते हुए, भारत सरकार ने यह निर्णय लिया है, कि ITBP के लिए mechanized column  की स्थापना की जानी चाहिए, जिसमें 250 Sports Utility Vehicles (SUV), all-terrain vehicles (ATV), snow scooters, excavators और कुछ अन्य medium-lift four-wheeled vehicles शामिल होंगे.
भारतीय सेना के पास तो ऐसे mechanized column पहले से हैं, लेकिन भारत चीन की सीमा की सुरक्षा कर रही ITBP के पास पहली बार इस तरह की सुविधा उपलब्ध कराने का निर्णय लिया गया है. ध्यान रहे, कि अगर कभी भी चीन ने आक्रमण किया तो, उसका सबसे पहले सामना ITBP को ही करना पड़ता है.
इसलिए सीमावर्ती क्षेत्रों में जरूरी इंफ्रास्ट्रक्चर का निर्माण तेजी से किए जाने के अलावा, डोकलाम विवाद के संदर्भ में, यह निर्णय लिया गया है, कि भारतीय सेना और आईटीबीपी के पास ऐसी सभी सुविधाएं उपलब्ध होनी चाहिए, जिससे वह प्रभावी ढंग से  Line of Actual Control की रक्षा कर पाए.
यहां पर भी, डोकलाम विवाद ने भारत को निर्णय लेने के लिए मजबूर किया. लेकिन कभी काम ना करने की तुलना में देरी से काम  करना अच्छा है.
हालांकि यह कदम बहुत छोटा है, लेकिन यह एक अच्छी शुरुआत को दिखाता है.
आशा की जानी चाहिए, कि एक समय सीमा के अंदर ITBP के mechanized column की स्थापना कर दी जाएगी. इस समय हम अपने तहे दिल से चीन को धन्यवाद देना चाहेंगे, कि उसने दोकलाम के इलाके में सड़क का निर्माण कार्य चालू करके, सोते हुए भारत के ऊपर ठंडा पानी फेंक कर, उसे गहरी नींद से जगा दिया.

Just After 1962 Sino India War broke out , India decided to raise Indo Tibetan Border Police force ITBP.

This step was equal to digging a well when your house is on fire. Hence, no wonder, we lost the war and lost conclusively.

As first line of defense, 90 Thousands active personnel strong, ITBP has the responsibility to guard the  longest  disputed border in the world.
Yes, we are talking about 3488 Kilometer long India China Border.
You know, ITBP posts are in some of the harshest areas with locations ranging from 9,000 ft to 18,000 ft, where mercury often plunges below zero degree Celsius.

50 years have passed, after raising another central armed police force, we remained contented with status quo. We cared very little to build required infrastructure in border areas.
When we didn't create trust worthy supply routes for our armed forces, no wonder, people living on border areas have also been neglected.

For a minute, even if we forget the infrastructural deficiency, we should have at least given  power vehicles and machines to speedily mobilize troops in rugged and hilly terrain along the Sino-Indian border in case of sudden Chinese military transgressions.

Here also, we have miserably failed. It took more than 54 years for Indian government to deploy four Sport Utility Vehicles (two Toyota Fortuners and two Ford Endeavours) at high altitude ITBP border posts in 2016.

First thing India can learn from Doklam ,is to provide lightening quick and fast response to any Chinese unilateral act to change status quo along the border.

Lets be clear, only fast Speed of Indian forcefull response shall stop any change in status quo. Else we end up becoming permanent victim of Chinese Salami Slicing techniques.

Thankfully, we have Modi government at the helm now. They have learned necessary lessons and approved raising of mechanized column for ITBP, which will comprise over 250 Sports Utility Vehicles (SUVs), all-terrain vehicles (ATVs), snow scooters, excavators and few other medium-lift four-wheeled vehicles.

While the army has the mechanized infantry, it was essential to have a mechanized column in the border guarding force ITBP as it secures this border in peace times and will bear the first onslaught in case of a war or a conflict.

So, apart from expeditiously completing the construction of China border roads in the wake of Doklam-like incidents and transgressions, it has been decided to strengthen the assets and strength of both the army and the ITBP along the Line of Actual Control.

Here again, we needed a jolt like Doklam to take such decision. But its better to late than never. This step is small but it is good beginning.

Hopefully, ITBP mechanized column will be raised in time bound manner. This time, from the bottom of our heart, we would like to thank Chinese government for throwing Cold water in the form of Doklam stand off to make us wake up.
