Modi Government FAILED on Chabahar Railway line Project in Iran ??
In this video, we will discuss about the importance of 500 Kilometer rail line from Chabahar port from the southern coast of Iran to Zahedan, close to Afghan border.

Now Lets discuss about today's topic.
We all know about India is developing Cha bahar port in Iran. But you may recall, during 2016 Iran visit of Prime Minister Modi, India Iran and Afghanistan entered into trilateral transit agreement as well. This agreement allows Indian goods to reach Afghanistan through Iran.
At the huge cost of $1.6 Billion , India was to build 500 Kilometer rail line from Chabahar port from the southern coast of Iran to Zahedan, close to Afghan border.
While India has already built a 218-km road link connecting Delaram with Zaranj in Afghanistan, which is adjacent to the border with Iran.
The rail line in between Zahedan and Cha bahar can provide the direct access to Afghanistan.
As far as we understand, this rail line is as much important as Cha bahar port development work itself.
You know, as per the initial agreement, we will have Cha bahar port for 10 years, Hence, we cannot afford to first develop Cha bahar port and then focus on this rail line.
more importantly Rail Line construction is obviously going to take more time.
Indian Railway Construction Company Limited (Ircon) was to work on this project.
But India has done little work on the ground and the agreement itself has lapsed in April this year.
Now, its natural from Iran side to raise questions about the Indian seriousness for this project.
As per the initial agreement, India pledged additional US$400 million and Iran has also allocated US$125 million in December 2016, thus taking the total allocation to US$575 million (out of US$1.6 billion needed) till the end of 2016.
Before the agreement got lapsed, Ircon didn't inform if it had managed to arrange the funds for the rail project.
During Iran's visit of Nitin Gadkari, Indian Ircon delegation assured Iranian government about India's commitment to this project and sought time to sort out the matter.
It is difficult to say, the funds are not available for such strategically important project. It looks to be lethargic approach of state run firm Ircon.
And We didn't expect Modi government to work in such slow pace. If there is problem from Iran side, its understandable,, but the situation where Indian side is not able to arrange the funds is simply not acceptable.
Moreover, there looks to be clear alarming communication gap in between India and Iran so far as this rail way line project is concerned.
By the way, If India cannot arrange money to build this rail line as part of International North-South Transport Corridor, To a great extent it does not make sense to burn Indian public money on Cha bahar project.
So far as we think, we need to consider Cha bahar port project and Rail way line to Zahedan project as sub projects for bigger International North-South Transport Corridor project and work in holistic manner.
Thinking that lets build two berths in Cha bahar port now and railway line will be built later on, will lead to wastage of Indian money in Cha bahar port itself.
It wont make sense to blame state run Ircon for this sorry state of project, Yes, the blame goes to the Prime Minister's office.
Still we like to hope, just like Cha bahar port project India will arrange funds to begin with, and put this project on fast track.
Please note, Global environment is very uncertain, There is possibility of new economic sanctions being imposed on Iran, if we continue to delay the project, we may end up aborting the project itself.
