The idea of India-Japan-America-Australia quadrilateral was conceived by Japanese Prime Minister Shinzo Abe in 2007.
10 years have passed, this organization is yet to take definite shape. Recently, there has been strong push from Japanese and American side in favor of this regional formation.
During UPA regime, India initially showed positive response for cooperation among the like-minded parties. However Similar to Domestic economic policy paralysis, they were suffering from foreign policy paralysis as well.
There was idea to accommodate and appease china, which didn’t let India support this initiative in the form it should have. Hence the confusion and hesitation stopped India from taking leadership role as far as this idea is concerned.
But the severe blow was delivered by Australia in 2008, by confirming that it was no longer interested in quadrilateral co-operation.
The distrust with Australia still persists, and it was quite evident in this year’s Malabar exercise, While America and Japan were in favor of Australia joining it, India rejected the idea and Australia could not participate in the major drill of the year.
It’s more of Modi government's way to make Australia realize the price of going two step back, after making a step ahead in foreign policy in 2008.
Now, After doklam crisis India seem to have realized that appeasing China doesn’t work on the ground. With the active support from Japan and America, the atmosphere is good enough to start the quadrilateral dialogue at the official level in November this year, 10 years after first such dialogue.
In the Indo pacific region, India Japan and Australia have shared interests. If they don’t stand up together, all of them will fall one after another to the new Bully in the game, namely China. It’s just a matter of time.
While the advantages of this co-operation are very clear, there is need to finalize the key details on broad areas of cooperation and level of engagement.
One thing is sure, after deceiving three nations once, Australia will not take risk of playing the same trick again. Hopefully It will prioritize shared regional interests over its narrow national interest.
With this formidable arrangement taking initial shape again, there is an interesting news from Chinese side about building 1000 kilometer longest tunnel to take Brahmaputra river water from Tibet to the barren state of Xinjiang for very obvious economic advantages.
But this tunnel is going to have very negative impact on Indian North eastern states and on Bangladesh.
The cost of this project is expected to be whopping $150 Billion. This project is right now in design phase, hence based on the chosen design, cost may go down.
However, lot of water in Brahmaputra is yet to flow down before work on this project starts.
As of now, timing of this information is more important, China seems to have once again threaten India to abort the Idea of Quadrilateral cooperation before its born.
Now, India has a choice to make, Should it continue to play balancing act and appease China, hoping for friendly behavior?
As far as we understand, At the global platforms like World Bank, there are ways to respond to Chinese tunnel construction project. Significantly, more than India, Bangladesh should be concerned about this tunnel. Hence, As far as we think, there is no need to have second thoughts about forward movement on Quadrilateral co-operation, which is in long term Indian interests.
Let’s not continue with failed UPA policy of Chinese appeasement. It didn’t work in the past, there is no reason it will work in future.
