Now Lets discuss about today's topic.
Ayni Air force base is a military air base in Tajikistan, which is just 10 Kilometer away from the capital of Tajikistan.

During the Cold War era, Ayni served as a major military base of the Soviet Union. However, following Soviet withdrawal from Afghanistan, the infrastructure of this base deteriorated significantly.

During NDA government, India started work on renovating this air base. In between 2002 to 2010, we have spent nearly $70 Million to extend the runway  to 3,200 meters and to install state-of-the-art navigational and air defense equipment.

Its very obious to figure out the immense strategic importance of this air base.

While there is doubt about Indian air base in Farkhor Tajikistan. Please watch our this video to know more about Farkhor air base. its confirmed that India doesn't have air base in Ayni.


Now the question comes, even after spending such huge amount of money, why India lost this air base?

Lets talk positively first, After renovation was complete, Indian UPA government might have realized the annual cost of operating a military base in Ayni and decided to leave it. But the cost of this late realization is $70 Million. yes, Its unacceptable.

Even You can easily determine the importance of this base. and when it was decided to start work on this air base, there would have certainly some reasoning behind it.

Though UPA  government continued to financially support the renovation work, yet they might have developed second thoughts about the utility of this air base, or they simply neglected this project.

The loss of Ayni airbase is an example of how  policy paralysis during UPA regime harmed India. While Tajikistan government  let India do the renovation work, India didn't put its act together about precisely what, or how to leverage the opportunity.

The result was, India took 8 years time to complete the renovation.  This gave more than enough time to Russia to realize the wider ramifications of Indian presence at this air base.
And They started opposing any Indian deployment in this air base.

Russia has successfully blocked Indian access to this air base, but India didn't even try to make Russia realize the cost of doing so.
This is rather natural for UPA government, when they didn't even know what to do about Ayni, why would they even try to make Russia pay the price for blocking Indian moves.

Ideally, this work should have been finished as soon as possible to give no time for Russia, China and Pakistan to React and block.

While Tazikistan doesn't need this air base, Russia is interested to have this air base, Still 7 years after the renovation is complete, This air base is not fully functional.

Its bound to happen, after all its Indian money which was spent there. When then Indian government didn't care about Indian money, why would Russia and Tajikistan do??

Enough of talking about past, lets talk about Future, PM Modi visited Tajikistan in 2015, there is no official confirmation about any talk about this air base.
Since Russia has officially shown intent to use the air base this year only. Who will own this air base is very open question?
As far as Tajikistan is concerned, they would obviously want good deal. As far as we think, Since India already invested a lot of money, it would be foolish to forget this air base now. Rather we should work proactively to cut the deal with Tajikistan government.
Unlike Russia, its not just another air base for India. Time has come for India to evaluate the potential of this air base, and if it makes sense, we should offer a deal to Tajikistan, which it can not refuse.
