आप जानते हैं, Asia-Pacific Economic Cooperation (APEC) के शिखर सम्मेलन के दौरान अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने मोदी जी के नेतृत्व में, दुनिया के सबसे बड़े लोकतंत्र भारत के द्वारा की जा रही तेज गति से प्रगति की सराहना की है. रोचक बात यह है, की 21 सदस्य वाले APEC संगठन की स्थापना 1989 में की गई थी. यह सभी देश प्रशांत महासागर के तट पर स्थित है. ध्यान दीजिए, यह सारे देश कुल मिलाकर दुनिया की 60% GDP का प्रतिनिधित्व करते हैं.
वर्ष 1993, से लगातार भारत Russia Vietnam और Peru के साथ मिलकर इस महत्वपूर्ण संगठन में सदस्यता प्राप्त करने की कोशिश कर रहा था. लेकिन 1997 में Russia Vietnam और Peru को इस संगठन में शामिल करने का निर्णय लिया गया. साथ ही अगले 10 वर्षों तक किसी नए देश को इस संगठन में शामिल ना करने का भी निर्णय लिया गया. तब से लेकर आज तक 20 साल गुजर चुके हैं और भारत APEC संगठन का सदस्य नहीं बन पाया है. आइए हम उन पहलुओं की चर्चा करते हैं, जिनके कारण भारत इस समूह में शामिल नहीं हो पाया है.
पहला कारण यह है, कि भारत प्रशांत महासागर के तट पर स्थित नहीं है. यह तो केवल बहाना मात्र है, इसलिए इसके बारे में बात करने की जरूरत नहीं है.
दूसरा कारण है, कि इस संगठन के सदस्य देशों ने भारत के शामिल होने का समर्थन नहीं किया. आपको याद होगा, कि 90 के दशक में भारत और अमेरिका के संबंध अच्छे नहीं थे. साथ ही आपको अच्छी तरह से पता है, कि यूपीए शासन के दौरान भारत के विदेशी संबंधों को किस तरह निभाया गया है. पिछले मात्र 3 वर्षों में मोदी जी ने इस संगठन के 21 सदस्यों में से 13 सदस्य देशों की यात्रा की है, ताकि भारत के इस संगठन में शामिल होने के लिए माहौल बनाया जा सके.
तीसरा कारण यह है, कि भारत में हमेशा से व्यापार करना बड़ा कठिन काम माना गया है. वैसे भी यह संगठन सदस्य देशों के बीच Free Trade को बढ़ावा देता है. इस पहलू का समाधान करते हुए आपने देखा होगा कि हाल ही में भारत ने अपनी Ease of doing business की Ranking में बहुत अच्छा सुधार किया है. एक बार जीएसटी की transition phase समाप्त हो जाए, और हमारे देश में एक स्थाई indirect tax की व्यवस्था लागू हो जाए, तो भारत में व्यापार करना और आसान हो जाएगा, जिससे भारत के इस संगठन में शामिल होने की संभावना भी प्रबल हो जाएगी.
चौथा कारण है, कि भारत में विदेशी निवेश करने में कई सारे जटिल नियमों का पालन करना पड़ता था, जिसके कारण बहुत समय व्यर्थ बर्बाद होता था.
लेकिन हाल ही में भारत में विदेशी निवेश को बहुत ही आसान बना दिया गया है. और अब भारत विदेशी निवेश के संबंध में दुनिया के सबसे खुले हुए देश के रूप में जाना जाता है.
APEC संगठन में नए देश के शामिल होने से पहले, इस संगठन के सभी सदस्य देशों के बीच में आम सहमति होना जरूरी है. यहां पर भी भारत को चीन के विरोध का सामना करना पड़ सकता है. लेकिन APEC संगठन आपसी व्यापार को बढ़ाने में सहयोग देने वाला संगठन है, इसलिए आशा की जानी चाहिए, कि चीन इस संगठन में शामिल होने के लिए भारत का विरोध नहीं करेगा.
रोचक बात यह है, 2014 में चीन के राष्ट्रपति ने भारत के प्रधानमंत्री नरेंद्र मोदी जी को अपने देश में, इस संगठन के शिखर सम्मेलन को देखने के लिए आमंत्रित किया था. महत्वपूर्ण बात यह है, कि मोदी जी ने इस भूमिका में संगठन में उपस्थित ना होने का निर्णय लिया था. वैसे भी शिखर सम्मेलन को होता हुआ देखकर, भारत कोई सकारात्मक सहयोग नहीं दे सकता था.
भारत में बड़े पैमाने पर नौकरी के नए अवसर पैदा करने के लिए, यह बहुत जरूरी है, की manufacturing sector का तेज गति से विस्तार किया जाए. इसलिए हमें Global value chain से अच्छी तरह जुड़ने की जरूरत है. Global value chain उन सभी लोगों और गतिविधियों को शामिल करती है, जिनके द्वारा वस्तुओं और सेवाओं का उत्पादन किया जाता है. और उनका दुनिया के विभिन्न देशों में supply, distribution और post sales activities की जाती हैं.
महत्वपूर्ण बात यह है, APEC संगठन के 10 देश मिलकर Global value chain में सबसे बड़ी भूमिका अदा करते हैं. साधारण से शब्दों में, अगर भारत को अधिक तेज गति से विकास करना है, तो जिस संगठन का सबसे अधिक महत्व है, वह संगठन APEC है.
वास्तव में इस समय भारत दुनिया की सबसे तेज गति से विकास करती हुई अर्थव्यवस्था है. निकट भविष्य में इस बात की संभावना है, कि भारत दुनिया की पांचवी सबसे बड़ी आर्थिक शक्ति बन जाए. APEC संगठन के सदस्य देश इतने बुद्धिमान तो हैं, कि वह भारत को अधिक समय तक अपने संगठन से अलग नहीं रख सकते. आखिर इन देशों को भी तेज गति से विकास करना है. अगर इस संगठन में शामिल होने से भारत को लाभ होने वाला है, तो इस संगठन के देशों को भी भारत के विशाल बाजार में अपना माल बेचने में आसानी होगी.
जहां तक हम सोचते हैं, राष्ट्रपति ट्रंप ने जो कहा उसे सुनकर हमें खुश होने की जरूरत नहीं है, मोदी जी के नेतृत्व में हमें आखिरी बार पूरी शक्ति के साथ कोशिश करनी चाहिए, ताकि हमें इस संगठन में सदस्यता मिल जाए.

You know, While attending Asia-Pacific Economic Cooperation (APEC) summit in Vietnam, US president Donald Trump appreciated World's largest democracy India for achieving astounding growth under the leadership of Prime Minister Modi.
Interestingly, Established in 1989 Apec is forum of 21 nations that share border with Pacific ocean. Please note Collectively these nations accounts for 60% of world's GDP.
since 1993 India along with Russia, Vietnam and Peru have started working hard to become member of this prestigious group.
In 1997, While Russia Vietnam and Peru were admitted in Apec, but it was also decided that for next 10 years, no new country would be added in the group. Since then 20 years have passed , India is yet to become full member of this group.
lets discuss main reasons, why India has not been able to get into Apec.
First reason - India doesnt share border with Pacific ocean. This is more of excuse. lets disregard it.
Second Reason - Lack of active support from member countries. This is a valid one. you can recall, Indian relationship with America were not good in the decade of 90s. you are well aware of how badly Indian foreign relations have been managed during UPA regime. In last three years, Modi has already visited 13 out of 21 Apec members to garner support for Apec membership.
Third Reason - Its very difficult to do trade in India. After all Apec promotes free trade among the member nations, This is also a valid reason. To resolve this pain point, you can recall recent jump in Ease of doing business Ranking. Once GST transition phase ends and we enter into stabilized indirect tax regime, Indian ranking will further improve and thus making Indian case stronger.
Fourth Reason - Foreign direct investment related rules and regulations were too complex and time consuming. But recently, India has further liberalized its FDI regime and become most open country in the world so far as FDI is concerned.
In order to admit new member in Apec, consensus is needed among the existing members, Here again India may have to face the resistance from China. But given that, Apec is economic and trade related group, Chinese opposition to Indian bid should be weak.
Interestingly, Chinese President invited Prime minister modi as observer of the Apec Summit in 2014. Significantly, PM Modi didn't attend the Apec meeting. After all there was very little our PM would have contributed to Apec as an observer.
In order to increase job opportunities in India, we all know, we need rapid expansion in manufacturing sector. Hence, India need to integrate well with Global value chain, which includes all of the people and activities, involved in the production of a good or service, and its global level supply, distribution and post sales activities.
Remarkably The economies that are most integrated with Global value chain are APEC members, with 10 of them having the highest Global value chain participation globally. In rather simple words, we want to grow rapidly, if there is any group that matters most, that is Apec.
In fact, India is fastest growing emerging economy, there is possibility of India becoming one of the Top 5 economies in the world in near future. Apec members would be wise enough to stop exclusion of India, after all they all need growth. If India benefits from joining Apec group, the existing members will also get better access to Indian vast market.
So far we think, we should not be filled with joy because of few appreciative words from President trump, Under the leadership of PM Modi, time has arrived for India to make a final push to enter into this group.
