यह committee संयुक्त राष्ट्र सुरक्षा परिषद के 15 सदस्य देशों से मिलकर बनी होती है. जिनमें 10 अस्थाई सदस्य और 5 वीटो के अधिकार से संपन्न सुरक्षा परिषद के स्थाई सदस्य शामिल है. इसलिए कम से कम वीटो अधिकार वाले 5 देशों के बीच में, नए आतंकवादी को या नए आतंकवादी संगठन को इस सूची में शामिल करने के ऊपर पूर्ण सहमति होना चाहिए. 2001 में संयुक्त राज्य सुरक्षा परिषद की 1267 sanctions committee की लिस्ट में जैश-ए-मोहम्मद आतंकवादी संगठन को शामिल किया गया था. लेकिन इस संगठन ने या तो अपना नाम बदल लिया, या फिर अपने को छोटे छोटे गुटों में बांट दिया, या फिर अपनी संपत्ति को ऐसे लोगों के हवाले कर दिया, जिनका ज्यादा नाम नहीं था. ताकि 1267 committee के प्रतिबंधों से जैश-ए-मोहम्मद की रक्षा हो सके. साधारण से शब्दों में,1267 committee की सूची में जैश-ए-मोहम्मद के शामिल होने का जमीन पर कोई प्रभाव नहीं पड़ा.

As per United Nations Security Council Resolution 1267, committee 1267 has been set up in the year 1999.
For any individual or organization involved in terrorist activities, This resolution requires all member countries of united nations to freeze their assets of, prevent their entry into or transit through their national territories , and prevent the direct or indirect supply, sale and transfer of arms and military equipment to them.
This committee deliberates over such individual and organization and take unanimous decision to designate them being involved in terrorist activities.
All 15 members (Including 5 veto wielding permanent members and 10 other rotating members) of UN security council are members of this committee.
Therefore, Consensus is needed to insert any new individual or organization in the designated terrorist list of 1267 committee.
In 2001, UNSC 1267 sanctions committee has designated Jaish- e- Mohammed as terror group.
Over year, This group has multiple times renamed itself, or got itself broken in to sub groups, or transferred its assets to low profile members to avoid harsh sanctions of 1267 resolution. In simple words, UN 1267 resolution could not work on the organization named as Jaish-e-Mohammed.
No wonder, the head of Jaish-e-Mohammed Masood Azhar continued planning and executing terrorist act against India with impunity.
Finally India woke up after 15 years long sleep, to ask 1267 committee to consider banning of Masood Azhar by including his name in the list.
since, identity or forms of an organization can be changed rather easily in comparison to changing the identity of a person. Hence, it can be hoped that including Masood Azhar's name will be more effective.
Now we all know, why China has consistently vetoed inclusion of his name in the list by asking for solid evidences and raising procedure related concerns.
Significantly Chinese concern doesn't stand on ground, when you have banned an organization, why you cannot ban the very person, who created it at the first place.
Anyways, No need to crib, China is exploiting its veto power and expecting from India not to let bilateral relationship getting impacted by this Chinese adversarial action.
In the last one year, India has consistently tried multiple times to convince china not to differentiate in between terrorists, but nothing has worked.
Now the question is, should we continue to insist on inclusion of Masood Azhar's name, or change the strategy?
with respect to this question, After this year's successful meeting of Modi and Trump, Indian and US official will soon meet for the first time for a dialogue on coordinating terrorist designations by both countries.
There can be one tactical decision to keep aside Masood Azhar's name for some time, and try for another Pakistan based terrorist. After all, we have long list, if number 1 is not getting through, why not try with number 2.
Most likely, China will surely end up blocking that name as well with different set of excuses. But the question is, for how many terrorists China will afford doing same blocking act.
with the strategy of Sticking with single name, China is just repeating same excuses again and again. If India comes up with new name each time a name is blocked by China, its terrorism supporting attitude will stand exposed in front of the world.
With this, for each new name, China will at least have to come up with new set of excuses.
Hence, Indian focus should not be on including a specific name in UN terrorist list, rather the focus should be on exposing Chinese stand.
