इस साल जून के महीने में, international competitive bidding किए बिना माओ वादी नेतृत्व की गठबंधन सरकार ने नेपाल में 1200 मेगावाट का हाइड्रो इलेक्ट्रिक प्रोजेक्ट, चीन की सरकारी कंपनी को देने का निर्णय लिया. आपसी सहमति के अनुसार, 1 साल के अंदर चीन की कंपनी को हाइड्रो पावर प्रोजेक्ट का अध्ययन समाप्त करना था, और प्रोजेक्ट के लिए जरूरी धन की व्यवस्था करनी थी. रोचक बात यह है, कि चीन के अधिकारियों ने नेपाल को soft loan के रुप में धन उपलब्ध कराने का वादा भी किया था. इस बात में कोई संदेह नहीं है, इतना बड़ा 2.5 बिलियन डॉलर का यह प्रोजेक्ट नेपाल की आंतरिक बिजली की समस्या का समाधान कर देता, और इसके कारण नेपाल बिजली का निर्यात करने में भी सक्षम हो जाता.
इससे पहले कि चीन की कंपनी अपना अंतिम प्रस्ताव पेश करती, हाल ही में नेपाल की सरकार ने उसको दिया यह प्रोजेक्ट ही निरस्त कर दिया. ऐसा होने के कई कारण हैं. आइए हम उन की चर्चा जल्दी से करते हैं.
पहला कारण यह है, कि नेपाल के कानून के अनुसार किसी भी प्रोजेक्ट को केवल competitive bidding के द्वारा ही दिया जा सकता है. क्योंकि इस डील में नेपाल के कानून का उल्लंघन हुआ था, इसलिए उसके संसदीय पैनल ने इस डील को निरस्त करने का सुझाव दिया.
दूसरा कारण यह भी था, कि चीन की इस कंपनी को पुराने प्रोजेक्ट पर गंदा काम करने के कारण black list कर दिया गया था, यह जानते हुए भी नेपाल की सरकार ने यह प्रोजेक्ट उस कंपनी को क्यों दिया, इससे तो पक्षपात करने का संदेह ही पैदा होता है. संभव है, कि इस डील के पीछे वह चीन का एहसान उतारने की कोशिश कर रहे होंगे. तीसरा कारण यह है, कि इस प्रोजेक्ट के लिए बड़े पैमाने पर जमीन का अधिग्रहण किया जा रहा था. जिसका वहां की जनता स्वभाविक विरोध कर रही थी. चौथा और महत्वपूर्ण कारण यह भी हो सकता है, कि नेपाल ने श्रीलंका के अनुभव से सबक लेकर, चीन के कर्ज के जाल से बचने का निर्णय लिया होगा. इस डील के निरस्त हो जाने के बाद, चीन को यह समझना होगा, कि जिस तरह उसने श्रीलंका को अपने कर्ज के जाल में फंसाया, उसकी कीमत उसको कहीं और चुकानी पड़ेगी. जब तक कोई देश, पाकिस्तान की तरह भारत के प्रति द्वेष की भावना से नहीं जल रहा होगा, तब तक वह चीन की साजिश को आसानी से समझ सकता है.
वैसे भी इससे कोई फर्क नहीं पड़ता, कि किस कारण से यह डील निरस्त हुई है. हमें तो प्रशंसा करनी चाहिए, कि नेपाल ने अपनी गलती को सुधारने की कोशिश की है. आशा की जानी चाहिए, कि नेपाल की सरकार राष्ट्रीय महत्व के प्रोजेक्ट को देने के लिए, एक नई नीति और प्रक्रिया सबके सामने रखेगी. इस बात की संभावना है, कि अब इस प्रोजेक्ट पर competitive bidding होगी, इसलिए भारत अपनी तरफ से अच्छा प्रस्ताव पेश कर सकता है. देखा जाए, तो भारत जापान और अमेरिका के साथ मिलकर सबसे अच्छा प्रस्ताव भी नेपाल को दे सकता है. और जो भी प्रस्ताव सबसे बेहतर हो, नेपाल उसे चुन सकता है.
सबसे अधिक महत्व की बात यह है, कि अगले 30 दिनों के भीतर नेपाल में आम चुनाव होने वाले हैं. इसलिए इस प्रोजेक्ट का भविष्य अभी तय नहीं हुआ है. अगर इस चुनाव के बाद चीन के द्वारा समर्थित पार्टियां के पी ओली के नेतृत्व में सरकार बनाती हैं, तो आप निश्चित मानिए, कि किसी और तरीके से यह प्रोजेक्ट फिर से चीन को दे दिया जाएगा. इसलिए हमें तो सावधान होकर, नेपाल के आम चुनाव के परिणाम का इंतजार करना होगा.
हम जानते हैं, नेपाल में ऐसे बहुत से लोग हैं, जिनको भारत पसंद नहीं हैं. फिर भी भारत और नेपाल की मित्रता के खिलाफ सोचते हुए, उन्हें अपने दीर्घकालिक हितों को नजर अंदाज नहीं करना चाहिए.
इसके अलावा, नेपाल पर किसका शासन हो इसकी चिंता हमें नहीं करनी है. नेपाल के लोगों को विचार करना होगा, कि उन पर कौन शासन करे.

This year in the month of June, Without conducting international bidding Maoist-led coalition Government of Nepal awarded the project to build huge 1,200 Mega Watt hydro electric project to Chinese state firm.
As per the agreement, with in one year, Chinese company was to complete the assessment of the hydro power project and arrange necessary funds for its development.
Interestingly, Chinese officials had even pledged to provide soft loan to build the project.
Without any doubt, this $ 2.5 Billion project has the potential to resolve the domestic power crisis and It can even transform Nepal into net electricity exporter.
Interestingly, The Nepal government scrapped the deal even before Chinese firm could submit its final proposal.
There are multiple reasons for it. Lets quickly cover them.
first of all, As per law in Nepal project must be awarded by competitive bidding. Since this deal has bypassed the law, the parliamentary panel was right in asking to scrap the deal.
Second, the Chinese firm has been black listed for its track records in previous projects because of its shady performance. Despite knowing this, Nepal government decided to award the project to Chinese firm lead to the favoritism suspicion. They might be just returning the favor to China in the form of this deal.
Third reason, The project faced opposition from public due to large scale land acquisition.
Fourth and perhaps the most important reason is government of Nepal might have learned from Sri Lankan experience the cost of falling in to Chinese debt trap.
Basically, by losing this deal, China should realize that it will have to pay the price of making Sri Lanka victim of its debt trap.
Unless a country like Pakistan which is blind by hatred against India, it will be able to see through the Chinese design.
Anyways, No matter what is the reason, we must appreciate that Nepal has taken corrective action. Hopefully, Nepalese government will announce the new policy and procedure for constructing such projects of national importance.
It looks like, competitive bidding is going to happen now, that's where, Indian companies can submit their best offer.
In fact, India can collaborate with Japan and America to offer even better than the best deal.
And let Nepal choose the best deal on the table.
Very significantly, next general election in Nepal are going to be held in less than 30 days. Hence the fate of this project hangs in balance, if K P Oli and parties backed by China comes in to power, the same deal may again go back to China in a litter different way. Hence, we need to keep our fingers crossed till the election result is out.
We know, many people in Nepal hate India, but they should not ignore their long term national interest while disliking India Nepal relationship.
Moreover, its none of our business to worry about who rules over Nepal, rather let people of Nepal think about it.
