दुर्भाग्यवश, भारत की सरकारों ने वियतनाम में नौसैनिक अड्डे को बनाने के ऊपर गंभीरता से काम नहीं किया. गुजरते हुए वक्त के साथ, वियतनाम की सरकार ने भी ऐसा निर्णय लिया, कि वह अपने देश में किसी विदेशी सेना का अड्डा बनने नहीं देगी. और यह नीति आज तक बरकरार है. इसलिए, प्रभावी रूप से भारत का नौसैनिक अड्डा वियतनाम में नहीं है. यूपीए शासन के दौरान, कम से कम एक अच्छा काम हुआ, कि वर्ष 2010 में वियतनाम के साथ आपसी सहमति पर पहुंचा गया, कि भारत के नौसैनिक जहाजों को वियतनाम की नौसैनिक सुविधाओं का उपयोग करने का अधिकार मिल गया.

अभी तो, भारत को सर्वोच्च स्तर के अधिकार प्राप्त हैं, कि वह सूचना देकर, किसी भी संख्या में अपने नौसैनिक जहाज कितनी भी अवधि के लिए वियतनाम के सबसे महत्वपूर्ण Cam Ranh naval base पर ला सकता है. साथ ही भारतीय नौसेना या वायु सेना Cam Ranh air base का भी प्रयोग कर सकती है. ध्यान देने वाली बात यह है, की वियतनाम की समुद्री सीमा पर चीन का कोई भी नौसैनिक अड्डा नहीं है, इस प्रकार यह एकमात्र ऐसी समुद्री सीमा है, जिसमें चीन की string of pearls टूटी हुई है.
जहां तक हम सोचते हैं, भारत और वियतनाम की मित्रता बहुत मजबूत है, इसलिए अब हमें वहां पर नौसैनिक अड्डा बनाने की जरूरत नहीं है. हमें तो चाहिए, कि हम वियतनाम की सेना को प्रशिक्षण दें, और उन्हें आधुनिक हथियार प्रदान करें. ताकि वह दक्षिणी चीन सागर में अपने हितों की रक्षा अपने आप कर सकें.
इस पृष्ठभूमि में गंभीर बात यह है, की कीमत और टेक्नोलॉजी से संबंधित सवालों के कारण, भारत अभी तक वियतनाम को अपनी सबसे आधुनिक ब्रम्होस मिसाइल नहीं बेच पाया है. ऐसा लगता है, कि रूस अपनी क्रूज-मिसाइल वियतनाम को सस्ते दामों पर बेचने के लिए भी तैयार हो रहा है. लेकिन इस संदर्भ में अंतिम निर्णय अभी भी लिया जाना बाकी है. जहां तक हम सोचते हैं, वियतनाम को सभी प्रस्तावों पर विचार करके, अपनी लंबे समय की जरूरतों को ध्यान में रखते हुए सबसे अच्छा प्रस्ताव ले लेना चाहिए. अब तो भारत आगे बढ़कर ब्रह्मोस मिसाइल को बेचने की कोशिश कर रहा है, इसलिए इस बात की संभावना है, कि भारत वियतनाम को पहले से अच्छा प्रस्ताव विचार के लिए भेजे. भारत के वियतनाम को ब्रह्मोस मिसाइल बेचने से चीन पर क्या प्रभाव पड़ेगा, हमें इसकी चिंता नहीं करनी चाहिए.

You know, strong bond of friendship in between India and Vietnam dates back to second century.
Even now, these two countries enjoy friendly bilateral relationship with deep commercial ties built over last 70 years.
Very significantly, Vietnam has historically adversarial relationship with China. In between 1979 and 1990, these two countries fought prolonged border war.
Right now, these two countries have competing claims to islands in South China Sea.
Though there has always been immense potential in this friendship, yet India started Strategic cooperation with Vietnam only in early 2000.
Then Indian defense minister George Fernandez had even proposed that India should develop a naval presence in the South China Sea through access to the Cam Ranh Bay naval and air base, and that India should provide training and advanced weapons to Vietnam.
Please recall, It was visionary George Fernandez , who could distinguish China as India's number one threat almost 19 years ago.
Unfortunately, Indian government didn't work with urgency on setting up a physical naval base.
With the passage of time, government in Vietnam came up with the policy, that it would not allow other countries to set up military bases there, and same policy continues even now.
Hence, Effectively India doesn't have naval or air base in Vietnam.
In UPA regime, At least one good thing happened in 2010, that was signing an agreement with Vietnam to get access for Indian Naval ships to use facilities at its ports.
Interestingly In 2011-2014, Vietnam hired Russian firms to refurbish Cam Ranh Bay naval base, which is considered the finest deep water shelter in south east asia.
Had India tried seriously, there could have been possibility of India getting such wonderful learning opportunity to build Cam Ranh Bay naval base.
Right now, India has the highest level of clearance to announce and visit at Vietnam’s premier Cam Ranh naval base with no limit on number of ships and duration. Indian navy can use Cam Ranh air base as well.
Very importantly, along the coast line of Vietnam, There is no Chinese base, hence this is breaking gap in the Chinese string of pearls,
So far as we think, India and Vietnam friendship is very strong and mature enough. Hence, now there is no need to even build a naval base there. Rather we should continue to support, train and modernize Vietnamese armed forces, so that they can defend their interests in South China Sea themselves.
In this background, its matter of concern that Indian offer to sell Bramhos missile to Vietnam is stalled due to pricing and technology issues.
Russia seems to be offering cheaper cruise missiles to Vietnam. But the final decision is yet to be taken by Vietnamese government.
As far as we think, Vietnam should take long term views and choose the best deal on the table. In fact, Since India is now aggressively marketing to export Bramhos , we should be able to make better offer. There is no need to worry about How China would feel, if India supplies these sophisticated missiles to Vietnam.
