आपने हाल ही में ऐसी खबरें पढ़ी होंगी, कि भारतीय रक्षा मंत्रालय ने इजराइल से 500 मिलियन डॉलर की कीमत पर Anti Tank Guided Missile, Spike खरीदने की डील को निरस्त कर दिया है. कृपया ध्यान दीजिए, कि 26 देशों की सेनाएं इस आधुनिक मिसाइल प्रणाली का प्रयोग कर रही हैं. 5 साल के दौरान चले लंबे परीक्षणों के बाद भारत ने इस Spike मिसाइल प्रणाली का चयन किया था. सीधी सी बात यह है, की इस मिसाइल प्रणाली की गुणवत्ता और युद्ध में इसके प्रभाव को कम करके नहीं आंका जा सकता.

इस सौदे को इसलिए निरस्त कर दिया गया, क्योंकि भारतीय रक्षा मंत्रालय को बहुत देरी से आभास हुआ, कि रक्षा अनुसंधान और विकास संस्थान DRDO घरेलू स्तर पर Anti Tank Guided Missile system का विकास कर सकता है. जबकि डीआरडीओ के अनुसार नाग Anti Tank Guided Missile system का विकास पूरा हो चुका है, लेकिन पिछले 7 वर्षों के दौरान हुए लगातार परीक्षणों के बावजूद, भारतीय सेना इस नाग मिसाइल प्रणाली से संतुष्ट नहीं है. युद्ध में इसके प्रभावी होने के ऊपर संदेह होने के कारण, भारतीय सेना ने अभी तक इसका उत्पादन करने के आदेश नहीं दिए हैं.
सबसे अधिक महत्वपूर्ण बात है, की घरेलू स्तर पर बनाई हुई इस नाग मिसाइल में जिन thermal sensors का प्रयोग किया गया है, उनको इजरायल की कंपनी Rafael और फ्रांस की कंपनी Thales से खरीदा गया है. इतने महत्वपूर्ण सब सिस्टम को विदेशों से खरीदने के कारण, नाग मिसाइल प्रणाली की कीमत बहुत अधिक हो गई है. और साथ ही यह सवाल भी खड़ा होता है, कि हम किस प्रकार के घरेलू विकास की बात कर रहे है.
दुखी करने वाली बात यह भी है, कि घरेलू स्तर पर इस आधुनिक  anti tank guided मिसाइल प्रणाली के विकास में 10 बरसों की बहुत देरी हो गई है. कृपया ध्यान दीजिए, जहां तक हमने ऑनलाइन जांच पड़ताल की है, डीआरडीओ को Man Portable Anti Tank Guided Missile प्रणाली का विकास कार्य अभी चालू करना है.
पिछले अनुभव को ध्यान में रखते हुए, भारतीय सेना को घरेलू स्तर पर बनाई गई Man Portable Anti Tank Guided Missile प्रणाली उपलब्ध कराने में अभी लगभग 10 साल और लगेंगे.
मूल रूप से, भारतीय सेना को पाकिस्तान के साथ लाइन ऑफ एक्चुअल कंट्रोल पर, इस महत्वपूर्ण क्षमता को प्राप्त करने में कुछ वर्षों का समय लगना निश्चित है.
वास्तव में, आपकी तरह हम भी चाहते हैं, कि आधुनिक शस्त्र प्रणाली का घरेलू स्तर पर भारत में विकास और उत्पादन किया जाना चाहिए. लेकिन हमें भारतीय सेना की जरूरतों को अधिक महत्व देना चाहिए. इसलिए सवाल यह उठता है, कि क्या घरेलू स्तर पर विकास को एक बहाना बनाकर, हम भारतीय सेना को एक आधुनिक सेना नहीं बनने देंगे .
जरूरत इस बात की है, कि कोई भी शस्त्र प्रणाली भारतीय सेना को संतुष्ट करे. अगर एक हल्की बात कहें, तो अगर कोई आदमी सेब मांग रहा हो तो, हम उसे संतरे नहीं दे सकते हैं. मूलतः भारतीय सेना ऐसे हथियारों को स्वीकार नहीं कर सकती, जिन पर उसे पूरा विश्वास ना हो. वास्तव में ऐसा कोई ग्राहक ही नहीं है, जो ऐसी चीजें खरीदेगा.
भारतीय वैज्ञानिकों को हमेशा से यह शिकायत रही है, की समय समय पर भारतीय सेना अपनी जरूरतों को बदलती रही है.  लेकिन यह कोई नई बात नहीं है, अगर कोई प्रोजेक्ट पूरा होने में 10 वर्षों का समय लेता है, तो आप कैसे आश्वस्त हो सकते हैं, कि आज के आधुनिक समय में भारतीय सेना की जरूरतें नहीं बदलेगी. फिर भी इस बात में कोई संदेह नहीं है, कि भारतीय सेना और भारतीय वैज्ञानिकों के बीच इस क्षेत्र में समन्वय होना बहुत जरूरी है. लेकिन जब तक हम अनुसंधान और विकास कार्यों में समन्वय की कमी को दूर करते हैं, तब तक हमें भारतीय सेना की तैयारी में कमी नहीं रखनी चाहिए.
कहने की जरूरत नहीं है, कि इस Deal के निरस्त हो जाने का, भारत और इजराइल के द्विपक्षीय संबंधों पर भी बुरा प्रभाव पड़ सकता है. Spike missile system को बनाने वाली इस्राइली कंपनी Rafael firm ने भारत की रक्षा क्षेत्र की कंपनी  Kalyani Strategic systems के साथ सहयोग करने का निर्णय भी ले लिया था. और इस आधुनिक मिसाइल प्रणाली के सब सिस्टम का उत्पादन करने के लिए संयंत्र हैदराबाद में भी लग रहा था.  अब इस डील के निरस्त हो जाने से, दुनिया के हथियारों के बड़े सप्लायर्स के मन में संदेह पैदा हो जाएगा. और यह संदेह हमारी भविष्य की डील्स पर बुरा प्रभाव डाल सकता है.
हमारे कहने का मतलब है, यदि Anti Tank Guided missile का घरेलू स्तर पर उत्पादन करना हमारी प्राथमिकता थी, तो आखिर भारत सरकार ने इसे दुनिया के देशों से खरीदने का निर्णय क्यों लिया?
इस प्रकार बार-बार एक कदम आगे बढ़ कर, दो कदम पीछे हटना स्वीकार नहीं हो सकता. खास तौर पर ऐसे व्यवहार की अपेक्षा, हमें मोदी सरकार से तो नहीं है.
अभी तक यह बात निश्चित नहीं हो पाई है, कि भारत सरकार ने इजराइल के साथ यह डील निरस्त कर दी है. क्योंकि अभी तक सरकारी स्तर पर इस खबर का खंडन नहीं हुआ, इसलिए हम यह मानना चाहेंगे, कि वास्तव में यह डील निरस्त हो चुकी है.

Now Lets discuss about today's topic.
You might have read the news, that Indian defense ministry has scrapped the deal to purchase Israeli Anti Tank Guided Missile, Spike at the cost of $500 Million.

Please note, Armies for 26 countries are already using this advanced weapon system. India has also chosen this after 5 years lengthy testing process.
Lets be fair, there is no question on the quality, or combat capability of this weapon system.

This scrapping of deal happened after late realization, that Defense Research and Development Organization can also indigenously deliver Anti Tank Guided Missile system for Indian Army.

While DRDO claims to have completed development of Nag anti tank guided missile.
However, Even after repetitive trials in last seven years, the customer in Indian Army is not satisfied about its combat worthiness to issue production order.

Very significantly, this so called indigenous missile is already using the thermal sensors procured from Rafael of Israel and Thales of France.  This foreign critical sub system purchase  make the Nag missile system costly. And put big question mark on what kind of indigenous development, we are talking about.

Alarmingly, this indigenous development of fire and forget anti tank guided missile is already delayed by more than 10 years.

Please note, as far as we could research online, DRDO is yet to start even development work for  Man Portable Anti Tank Guided Missile.

Looking at past experience, it would take next 10 years to induct these Man portable missiles in Indian armed forces.

Basically, Army will have to wait for years to get this major capability along the line of control with Pakistan.

Lets be very clear, As much as some of you, we support indigenous development of sophisticated weapons systems.

But we need to prioritize the Army's need as well. The question is can indigenous development be an excuse to derail Army's modernization plan.

Any weapons system must be up to the satisfaction of Indian Army. On lighter note, If somebody is asking for apple, you can not give him orange.  Moreover, Army can not afford to accept a weapon system, in which it does not have full confidence. As a matter of reality, there is no wise customer, who would buy such things.

There has been a complaint from Indian scientific community that, Army keeps on changing the requirement.

But this is not some thing new. this is basic trait of any customer. If you delay a project by 10 years, why do you expect that requirement will not change in this age of rapid technology advancement?

There is no doubt better collaboration is needed in between Indian Army and DRDO.
We cannot afford to leave a critical gap in our defense preparedness till we fix these research and development process related issues.

Needless to say, this cancellation will obviously have adverse impact on the bilateral relationship of India and Israel.

Manufacturer of Spike missile system, Israeli Rafael firm has already teamed with local Indian company Kalyani Strategic systems. And missile sub systems manufacturing unit has been set up in Hyderabad.

Cancellation of the deal at this stage, will certainly create doubt in the minds of global defense suppliers, and may some way negatively impact future deals as well.

Our point is rather simple, if indigenous development of Anti Tank Guided missile was priority, why Indian government decided to go for global procurement?

This approach of taking two steps backward, after taking one step forward,  again and again is simply not acceptable. Rather We didn't expect this back to square one approach specially from Modi government.

Till now, there is no confirmation from Indian government about cancellation of the deal. Since they have not refuted this news, we would like to believe that, the deal has indeed been scrapped for now.
