आपको पता होगा, अगले 20 वर्षों में भारतीय सेना को 40000  anti tank guided missiles की जरूरत है. जिसे ध्यान में रखते हुए, वर्ष 2014 में भारत सरकार ने इसराइल से 8000  Spike missile खरीदने का निर्णय लिया. इस Deal की कीमत और Technology Transfer के ऊपर लंबे समय से बातचीत चल रही थी. बातचीत की यह लंबी प्रक्रिया समाप्त होने के कगार पर थी, और इसराइल की तरफ से इस मिसाइल की तकनीकी के पूर्ण हस्तांतरण पर निर्णय लिया जा चुका था.
ऐसी आशा की जा रही थी, कि इस साल के अंत तक यह डील फाइनल हो जाएगी. लेकिन हाल ही में भारतीय रक्षा मंत्रालय ने अचानक से इस डील की संभावना को ही समाप्त कर दिया, क्योंकि वह भारत में ही घरेलू स्तर पर डीआरडीओ के द्वारा anti tank guided missiles का विकास करवाना चाहते हैं.
क्योंकि इस प्रकार की खबरें आई थी, कि इस डील के अंतर्गत इसराइल तकनीकी के पूर्ण हस्तांतरण के लिए भी तैयार है, इसलिए हम यह समझने में पूरी तरह से असमर्थ हैं, कि अचानक से ऐसा क्या हुआ, कि भारत को इसराइल के साथ यह डील निरस्त करनी पड़ी.
इसके अलावा घरेलू स्तर पर anti tank guided missile पर विकास कार्य पिछले लगभग 10 वर्षों से चल रहा है. इतनी धीमी गति से प्रगति होने के बावजूद, भारतीय रक्षा मंत्रालय ने इसराइल के साथ Spike missile की डील को निरस्त कर दिया. जिससे आगे आने वाले कई वर्षों तक भारत की रक्षा तैयारियों में कमी बनी रहेगी. हम स्पाइक मिसाइल की डील के संदर्भ में इन सवालों को थोड़ी देर के लिए  किनारे पर रखते हैं.
आप याद कर सकते हैं, वर्ष 2015 में भारत ने वायुसेना के लिए इसराइल से 10 missile armed Heron TP Unmanned Aerial vehicles खरीदने का निर्णय लिया था. वर्ष 2016 में भारत के Missile Technology Control Regime का सदस्य बन जाने के बाद, इसराइल को यह महत्वपूर्ण Heron TP Drones भारत को देने में कोई दिक्कत नहीं होनी चाहिए थी.
चौकाने वाली बात यह है, यह Deal भी फाइनल होने वाली थी, लेकिन इसराइल के रक्षा मंत्रालय ने अचानक से Heron TP Drones के निर्यात पर कई सारे प्रतिबंध लगा दिए.
आप जानते हैं, कि भारत जब भी कभी किसी विदेशी कंपनी से हथियार खरीदता है, तो वह डील टेक्नोलॉजी का हस्तांतरण मांगती है.
इसराइल  के रक्षा मंत्रालय के इस निर्णय के बाद, भारत के लिए Heron TP Drones खरीदना बिल्कुल असंभव हो चुका था.
इस बात का संदेह हो रहा है, अमेरिका के हस्तक्षेप के प्रभाव में आकर इसराइल ने भारत को Armed drone technology के हस्तांतरण को रोकने की कोशिश की है.
लेकिन फिर भी, भारत के प्रधानमंत्री की इसराइल   की यात्रा के बाद, यह बात बिल्कुल भी समझ में नहीं आती है, कि इसराइल ने अचानक से Heron TP Drones के निर्यात पर नई शर्तें क्यों लगा दी. जिससे यह डील लगभग निरस्त हो गई.
अगर आप हमें अनुमति दें, तो हम इन दो बिंदुओं को जोड़ना चाहेंगे. भारत के द्वारा Spike Missile की deal के निरस्त किए जाने, और इसराइल के द्वारा Heron TP armed drones की Deal के निरस्त किए जाने में कोई ना कोई संबंध तो प्रतीत होता है.
इन दोनों Deals को मिलाकर, इसराइल को लगभग 1 बिलियन डॉलर का व्यापार मिलता. और भविष्य में भी उसे बड़े Follow on orders मिलने की संभावना बढ़ जाती.  लेकिन अब यह दोनों डील्स पूरी तरह से अनिश्चित हो गई हैं.
दोस्ती की बड़ी बड़ी बातों के अलावा, वास्तव में भारत और इसराइल के सामरिक लक्ष्य एक हैं. इसलिए यह दोनों देश एक दूसरे के सामरिक सहयोगी भी बने रह सकते हैं. इसलिए मुख्य बात यह है, कि किसी तीसरे देश के हितों को ध्यान में रखते हुए, या उसके हस्तक्षेप से प्रभावित हुए बिना, इसराइल को भारत के साथ अपनी नीति में परिवर्तन नहीं करना चाहिए.
और फिर भी अगर इसराइल ऐसा कुछ करता है, तो भारत को चाहिए कि वह इसराइल को यह स्पष्ट तरीके से बताएं, कि उसका ऐसा व्यवहार हमें पसंद नहीं है.
कोई संदेह नहीं है, सेर के बदले सवा सेर बनने के खेल में, सबसे बड़ा नुकसान भारतीय सेनाओं को आधुनिक बनाने कि योजना को हो रहा है. लेकिन कभी-कभी हमें ऐसी स्थिति पर खड़े होना पड़ता है, क्योंकि हम चाहते हैं, कि आपस में मेल जोल अच्छी तरह से बना रहे.
फिर भी हम यह विश्वास करना चाहते हैं, यह सिर्फ वक्त की बात है. कुछ ही समय में भारत और इसराइल आपसी मतभेदों को सुलझा लेंगे, और यह दोनों Deals Final हो जाएंगी.

Now Lets discuss about today's topic.
You know, Over next 20 years, Indian armed forces have need of around 40000  anti tank guided missiles.
keeping in view this requirement, India approved the purchase of 8000 Israeli Spike missile in 2014.

The negotiations on price and technology transfer have been going on. This lengthy process was almost complete with the Israeli decision to involve the full technology transfer.

There was hope that, deal will be closed by this year. But Indian defense ministry recently decided to scrap the deal in favor of indigenous development of Anti Tank Guided Missile by DRDO.

Since, there were report of full technology transfer along with Spike deal, its very difficult to figure out, what has suddenly happened that India cancelled this important deal.

Moreover, the work on indigenous development of anti tank guided missile has been going on for last 10 years, despite being aware of slow progress, why Indian defense ministry has now decided to cancel the Spike deal, only to leave the critical gap wide open in Indian defense preparedness for many years to come.


Lets keep this question aside for a moment.

You may recall, In the year 2015, India approved the procurement of ten missile armed Israeli Heron TP Unmanned Aerial vehicles for Indian Air force.

After India became member of Missile Technology Control Regime in 2016, there was no issue for Israel to sell this critically important equipment to India.

Interestingly, this deal was about to be concluded. But this time Israeli Defense Ministry  has imposed several restriction on the export of Heron TP drones.

You very well know, Any Indian procurement of defense equipment essentially involve transfer of technology from the foreign vendor.

After the decision of Israeli defense ministry, the Heron TP drones deal effectively became impossible.

There is suspicion that American hand might be directing Israel to stop the Armed drone technology transfer to India.

Regardless, after the Israel visit of Indian Prime Minister of India, it was unexpected from Israel to put fresh conditions to effectively block the deal.

If you allow us to connect the dots here. it appears that Indian Cancellation of Spike Missile is  in response to  Israeli cancellation of Heron TP armed drones.

These two deals would have given Israel close to $1 Billion business with possibility of many follow on orders.
but now, both deals hang in uncertainty.

More than rhetorical friendship speeches, The strategic objectives of India and Israel are same. hence these two countries can be real strategic ally.

Hence, the point is, Israel should not change its Indian policy keeping in view interests or views of any third country.
And if it does, India should not hesitate to make Israel realize that, its not welcome behavior.
No doubt, in this tit for tat game, ultimate loser is  the modernization plan of Indian armed forces. But some times , you have to take principled stand to highlight the importance of bilateral reciprocity.

We would like to believe, its just matter of time, better sense will prevail and both deals will see the light of the day.
