In this video, we will discuss how India can try to have dual use air base in Mongolia.

Now Lets discuss about today's topic.
For over 2700 years, there has been historical interactions in between India and Mongolia.
Buddhism was carried to Mongolia by Indian missionaries during the early Christian era. As a result, today, Buddhists form the single largest religious denomination in Mongolia.
After independence, India formally established friendly diplomatic relationship with Mongolia in 1955.
However, India Mongolia friendship has become the victim of Indian lethargic foreign policy.
You know, Mongolia is land locked country in between Russia and China. Way back in 1990, “third neighbor doctrine” term caught the fancy of Mongolians. Though it initially applied on America but it was extended to India as well.
While we talk a lot about India and Afghanistan relationship, we tend to forget an important friend in Mongolia.
to give you an example, In January 2004, during Indian visit of Mongolian Prime minister a proposal for an Atal Bihari Vajpayee Centre for Excellence in Information Technology and Communication Technology, in the Mongolian capital Ulaan Baatar was formalized.
After 11 years, During first ever Mongolian visit of any Indian prime minister, Narendra Modi laid the foundation of this IT center on 17 May 2015.
The question must be asked, what motivated UPA government to neglect this project? They could have replaced the name of Atal Bihari Vajpayee with Rajiv Ghandhi . But friends, its not the issue of name or credit, its the issue of appeasing china and unacceptable act of sheer negligence.
Lets discuss about one more example, In the same 2004 visit, Indian side proposed to have an airbase in Mongolia to increase its strategic outreach in resource rich central Asian region.
Surprisingly, This idea elicited a positive response from Mongolian Prime minister as well.
But the UPA government chose to push this project into cold storage, because they were too scared to make China angry.
Regardless India has air base in Mongolia or not, UPA regime conveniently refused to realize that policy of appeasement was not at all working, because China continued with String of Pearls strategy in Indian ocean.
One more arguement against Mongolian air base is that India now has air to air refueller and better transport aircraft, so we dont need physical air base.
However, this looks to be more of excuse, because the airbase would have given India a bigger and real strategic footprint.
While we support, India should have built this air base. we appreciate that it takes lot of money and efforts to build and maintain such military air base in foreign territory.
That's where the idea of building civilian air base in Mongolia comes in. If there is need, this air base could be leveraged as military air base also.
Please note, this idea is also not new. China has done it very nicely in Mattala airport of Sri Lanka.
We should identify the location and collaboratively build dual use air base in Mongolia.
Learning from Sri Lankan experience, Special attention needs to be given to ensure, this base must be self sustainable. As far as we think, once this proposal is revived, it wont be difficult to identify such location.
Such robust air infrastructure will obviously reduce over reliance of Mongolia on China. Hence, we should be ready to hear a lot of Chinese noise as when this talk on any such project is revived.
