आपको पता है, ब्रह्मोस मिसाइल की सफलता के बाद, भारत और रूस ने मिलकर पांचवी पीढ़ी के लड़ाकू विमान के ऊपर साथ मिलकर अनुसंधान और विकास करने के लिए वर्ष 2007 में निर्णय किया था . पिछले 10 वर्षों से, इस संबंध में बातचीत एक से दूसरे चक्कर में घूमती रही है. यूपीए प्रशासन के दौरान इस प्रोजेक्ट के संदर्भ में मन लगाकर काम नहीं किया गया, जिसके कारण यह प्रोजेक्ट निरस्त होने के कगार पर पहुंच गया. मोदी शासन के दौरान, फिर से इस प्रोजेक्ट के जटिल विषयों पर रूस के साथ बातचीत शुरू की गई.
जैसा कि हम सब ने देखा है, राफेल लड़ाकू विमान की खरीदारी करते समय एक लंबे समय तक मोल-भाव चला था, जिससे भारत को अच्छी कीमत पर यह लड़ाकू विमान मिला. भारतीय वायुसेना को आधुनिक बनाने की योजना निश्चित है, इसलिए जरूरत इस बात की है, कि उन्हें समय के अनुसार पांचवी पीढ़ी का लड़ाकू विमान उपलब्ध कराया जाए. धीमी गति से बातचीत में निश्चित रूप से प्रगति हुई है, और कुछ ही समय में संभवत इस प्रोजेक्ट से संबंधित बातचीत एक निष्कर्ष पर पहुंच जाएगी.
हम एक दशक तक चली लंबी बातचीत को धन्यवाद देना चाहेंगे, क्योंकि इस कारण प्रोजेक्ट की कीमत बहुत अधिक बढ़ गई. एक अनुमान के अनुसार इस प्रोजेक्ट की कीमत 1.6 लाख करोड़ तक हो सकती है. इस पृष्ठभूमि में बहुत जरूरी है, कि बातचीत समय रहते खत्म कर दी जाए, ताकि इस प्रोजेक्ट की कीमत और आगे ना बढ़े.
इसी दौरान Hindustan Aeronautics Limited की तरफ से बड़ा ही रोचक सुझाव आया है. यह सरकारी संस्था वर्ष 2020 तक Sukhoi 30 MKI लड़ाकू विमान का उत्पादन अपने नासिक के प्लांट में करेगी. इसके बाद, या तो इस प्लांट का उपयोग Sukhoi 30 MKI लड़ाकू विमानों के रखरखाव के लिए किया जा सकता है, या फिर इसका प्रयोग भारत के प्रस्तावित पांचवी पीढ़ी के लड़ाकू विमानों के उत्पादन में भी किया जा सकता है. भारत का यह लड़ाकू विमान रूस के Sukhoi 57 का एक उन्नत रूप होगा. क्योंकि Sukhoi 57 और Sukhoi 30 MKI का आकार प्रकार बहुत मिलता-जुलता है, इसलिए नासिक के इस प्लांट का उपयोग आसानी से पांचवी पीढ़ी के लड़ाकू विमान के उत्पादन में किया जा सकता है.
वास्तव में इस उन्नत लड़ाकू विमान का उत्पादन करने के लिए, नासिक के इस प्लांट में कोई बड़ा निवेश करने की जरूरत नहीं है. इसलिए इस प्लांट का प्रयोग दूसरे प्रकार के उन्नत लड़ाकू विमान के विकास में करने से इस पांचवी पीढ़ी के लड़ाकू विमान के पूरे प्रोजेक्ट की कीमत को कम करने में मदद मिलेगी. पैसे की बातों को किनारे रखते हुए, इस तरह के प्रोजेक्ट के लिए समय बड़ा ही मूल्यवान होता है.
आपको पता है, किसी भी नए लड़ाकू विमान के उत्पादन के लिए पहले Production line संयुक्त प्लांट की स्थापना करनी पड़ेगी. ऐसा करने में बहुत सारा non value adding time भी लगेगा. इसलिए भारत अगर रूस के साथ यह डील फाइनल करता है, तो अनुसंधान और विकास कार्य पूरा होने के तुरंत बाद, इस नासिक के प्लांट से उन्नत लड़ाकू विमानों का उत्पादन किया जा सकता है. इस प्रकार पैसा बचाने के अलावा यह प्लांट समय को भी बचा सकता है.
जहां तक हम सोच सकते हैं, भारत को इस बारे में जल्दी से निर्णय लेना चाहिए, ताकि नासिक का यह प्लांट 1 दिन के लिए भी फालतू ना रहे. जहां हमें आवश्यक रूप से चिंता करते हुए इस प्रोजेक्ट पर बातचीत में भाग लेना चाहिए, लेकिन साथ ही हमें मजबूती से मोलभाव करना चाहिए, ताकि यह डील हमारे पक्ष में ज्यादा से ज्यादा लाभकारी हो सके.
आपको याद हो, Sukhoi 30 MKI कि Deal को वर्ष 2000 में एनडीए प्रथम के शासन काल में फाइनल किया गया था. हम विश्वास के साथ कह सकते हैं, कि अगर उस समय यह डील फाइनल ना की गई होती, तो हम आज भी रूस के साथ Sukhoi 30 MKI कि Deal पर बातचीत कर रहे होते. हम आशा करते हैं, एनडीए द्वितीय के शासनकाल में जल्दी ही इस महत्वपूर्ण प्रोजेक्ट से संबंधित बातचीत एक सार्थक निष्कर्ष पर पहुंचेगी.

You know, Following the success of the BrahMos project, Russia and India agreed in early 2007 to jointly study and develop a Fifth Generation Fighter Aircraft FGFA programme.
For last 10 years, the discussion on this project have been going on in circles. During UPA regime, half hearted efforts were made, which led to the almost cancellation of the deal .
Under Modi regime, the complex negotiations have again been started.
As we have all seen in Rafael negotiations, we should take enough time to end lengthy negotiations in our favor.
Given the clear modernization plan of Indian Air force, We should equip them with fifth generation fighter aircraft.
The slow, but definite progress has been made in negotiations, hence deal finalization is just a matter of time.
Thanks to decade long negotiations, the cost of this project is going to be very huge. As per one of the estimates, this can go up to $25 Billion.
In this background, we need to ensure that negotiations are completed as soon as possible so that further cost escalation doesn't happen.
In this background, there is really interesting idea presented by Hindustan Aeronautics Limited.
The licensed production of Sukhoi 30 MKI is scheduled to end by 2020 in Nasik.
Beyond the time line, this state of the art assembly line could either be converted in to maintenance facility for Sukhoi 30 MKI, or be used to produce advanced fifth Generation Fighter aircraft. Given that Indian proposed fighter will be advanced version of Sukhoi 57. The advantage of structural similarities in between Sukhoi 30 MKI and Sukhoi 57 can be leveraged.
In fact, no major investment is required to augment Nasik facility for production of this advanced aircraft.
Hence, reusing this facility will allow us to keep the total cost of the project on lower side.
Keeping aside monitory aspect, in such project time is more valuable.
For any new fighter jet production, there will be need of setting up a production line in India. and it will take non value adding time as well.
Hence, if India decides to go with this deal, this facility can immediately start production after design and development work is completed.
Besides reducing cost of the project, this idea can save precious time as well.
As far as we think, India should take decision in this regard as soon as possible, so that Nasik facility doesn't fall idle.
While We need to work with sense of urgency. we should negotiate hard to optimize the deal in Indian favor.
For Sukhoi 30 MKI the deal was signed in year 2000 during NDA One regime. With certain sense of guarantee, we can say, If Sukhoi 30 MKI deal had not been signed then, we would have been negotiating for Sukhoi 30 MKI even now. We can hope, in this NDA regime, Fifth Generation Fighter Aircraft deal will be closed soon.
