आइए अब हम आज के विषय के बारे में बात करते हैं.
दोस्तों आपको पता होगा, की दक्षिण चीन समुद्र का विवाद पिछले 70 सालों से चल रहा है. इस क्षेत्र में स्थित द्वीपों, समुद्री संसाधनों, और यातायात के रास्तों के ऊपर इस क्षेत्र के देश एक दूसरे के विरोध में दावे पेश करते रहे हैं. अचानक से इस विवाद के ऊपर दुनिया का ध्यान तब गया, जब चीन ने दक्षिणी चीन सागर में समुद्र के बीचो-बीच अपने लिए कृत्रिम द्वीप बना दिया. समुद्र की तह से बड़े पैमाने पर मिट्टी को निकालकर, पहले से बने हुए छोटे द्वीपों या चट्टानों के ऊपर इस मिट्टी को डाल दिया जाता है. जिससे छोटा सा द्वीप  एक बड़े द्वीप  में बदल जाता है, जिसके ऊपर सैन्य अड्डे या हवाई पट्टी बनाई जा सकती है. उदाहरण के लिए, चीन ने दक्षिण चीन समुद्र में कृत्रिम द्वीप बनाते हुए 3300 मीटर लंबी हवाई पट्टी, बंदरगाह और सैन्य अड्डे का विकास किया है. अब आप देखिए, पिछले 3 वर्षों में, चीन ने 7  कृत्रिम द्वीपों का निर्माण किया है, और इस प्रकार 2000 एकड़ जमीन समुद्र से वापस ली है. जिस पर उसने हवाई अड्डे,  missile bases, और radar systems की स्थापना की है.
अब चीन ने अपने नए "Magic Island maker" को दुनिया के सामने प्रस्तुत किया है, यह जहाज उन छोटे-छोटे जहाजों से बहुत बड़ा है, जिनका उपयोग करके चीन  ने दक्षिण चीन समुद्र में कृत्रिम द्वीपों का निर्माण किया था. जी हां, 'Magic Island maker" एशिया का सबसे बड़ा जहाज है ,जो समुद्र के नीचे से मिट्टी निकाल सकता है. 1 घंटे में यह जहाज  6,000 cubic meters मिट्टी को निकाल सकता है, जो लगभग तीन standard swimming pools को भरने के काम आ सकती है. इस प्रकार, कुछ ही दिनों में यह जहाज चीन के लिए एक कृत्रिम द्वीप का निर्माण कर सकता है.
वास्तव में चीन ने दक्षिण चीन सागर में कृत्रिम द्वीपों के निर्माण पर बहुत अधिक मात्रा में धन खर्च किया है. 'Magic Island maker" जहाज यह सिद्ध करता है, की बड़े पैमाने पर की जाने वाली dredging technology में चीन ने महारत हासिल कर ली है, और वह दुनिया की महत्वपूर्ण समुद्री शक्ति बनने के लिए तैयार हो गया है. दुनिया में कहीं भी 'Magic Island maker" जहाज की उपस्थिति मात्र से देशों को चिंता होना स्वाभाविक है, अभी तो यह भी नहीं मालूम है, कि इस जहाज से पहला काम कहां शुरू होगा. लेकिन एक बात तो तय है, की शिपयार्ड में रखने के लिए चीन ने इस जहाज के ऊपर इतने पैसे खर्च नहीं किए होंगे.
इस पृष्ठभूमि में अब आप देखिए, हिंद महासागर में पाइरेसी की समस्या से निपटने के लिए, आपातकाल और मानवीय सहायता देने के लिए भारतीय नौसेना समय-समय पर कार्यवाही किया करती थी. और सामरिक महत्व के इलाकों में वर्ष में एक बार overseas deployment के अंतर्गत भारतीय नौसेना की तैनाती की जाती थी.
लेकिन अब हमने डोकलाम विवाद और दक्षिणी चीन समुद्र के विवाद से बहुत कुछ सीखा है, इसलिए हिंद महासागर क्षेत्र में पूरे वर्ष के दौरान चौकन्ना रहने की जरूरत है, ताकि किसी भी खतरे या चुनौती से तुरंत निपटा जा सके. इसलिए भारतीय नौसेना ने महत्वपूर्ण निर्णय लेते हुए यह तय किया है, हिंद महासागर में सामरिक महत्व के इलाकों और समुद्री यातायात के रास्तों के ऊपर भारतीय नौसेना पूरे साल भर स्थाई रूप से तैनात रहेगी. उदाहरण के लिए भारतीय नौसेना को बंगाल की खाड़ी और Malacca strait के समुद्री रास्ते पर भी स्थाई रूप से चौकन्ना रखा जाएगा, साथ ही Mauritius, Seychelles और Madagascar के द्वीपों के आसपास सामरिक महत्व के इलाकों पर भारतीय नौसेना के जहाज स्थाई रूप से तैनात रहेंगे.
हम सभी जानते हैं, हमेशा चौकन्ना रहना ही आजादी की कीमत अदा करता है.  अगर चीन ने हिंद महासागर में कृत्रिम द्वीप का निर्माण कर लिया, तो उसके बाद प्रतिक्रिया देने का कोई मतलब भी नहीं है. अगर भारत हमेशा चौकन्ना रहा, तो चीन हिंद महासागर में कृत्रिम द्वीप का निर्माण करने के पहले 2 बार सोचेगा, और अगर गलती से  उसने ऐसी कोई कोशिश भी की, तो भारतीय नौसेना सक्रिय रुप से शक्तिशाली जवाब दे सकती है, ताकि समुद्र में खुदाई का काम चालू ना हो सके.

You might know, the south china sea dispute has been taking shape for last 70 years.
This dispute involves both island and maritime rights related claims by several sovereign states in the region.

This dispute suddenly got international attention, when China embarked on a remarkable program of land reclamation and artificial island building in South China sea.

Artificial islands are produced by digging up enormous quantities of sand, then depositing the matter over an existing island or over an appropriate rock formation.
With this process it’s possible to construct a landmass capable of supporting the likes of military bases and air strips.

For example, China constructed a large artificial island in the center of South China Sea to support an approximately 3,300 meters long airstrip, seaport and military garrison.

now look at this, in last three years, China has created seven artificial island and reclaimed 2000 acres of land and built airfields, missile bases, and radar systems in the region.

Now China has revealed its "Magic Island maker" which is larger version of the ships China used in the past to create artificial islands.
Yes, 'Magic Island maker" is Asia's largest dredging vessel.

This new vessel is capable of digging at a rate of 6,000 cubic meters per hour, which is roughly equivalent to three standard swimming pools.
Yes, at this rate, in a matter of few days, an  artificial island will be ready for China.

In fact, China has already spent billions of Dollars on constructing artificial islands.

This vessel confirms that China has mastered the large scale dredging technology to become major global maritime power.
Barely the presence of this vessel will be major cause of concern anywhere in the world. The bigger question, where it is going to start the work?

After all, China might not have spent money to dock this huge vessel in its shipyard.

In this background consider, Indian navy used to go on short mission to counter piracy threats and to offer humanitarian aid and disaster relief in Indian Ocean.

For each of the strategic point in Indian Ocean region, Indian navy used to foray once in a year for overseas deployment.

Now, we have learnt from the Doklam standoff and South China sea dispute, there is need to have round the year vigilance to proactively respond to any emerging threats.

With the emerging threat of extra regional power namely China, Indian navy is increasing its presence in the Indian Ocean with a permanent deployment of over a dozen ships, including on important sea routes,

For example, naval ships are being deployed at strategic points along the sea lanes from the Malacca strait to Bay of Bengal.
Ships are also being deployed around the island nations of Mauritius, Seychelles and Madagascar.

We all know, Eternal vigilance is the price of liberty.

There is no point in reacting after China has already built artificial island in Indian ocean. Indian vigilance will ensure that China will think twice before embarking on such daring mission.  and even if they do so, our naval forces must be able to respond before any kind of dredging starts.
