You know, Australia has come up with its first Foreign policy White paper in last 14 years.
Concerned about Chinese assertiveness in the indo pacific region, Australia is looking positively towards the Idea of Quadrilateral forum.
Lets quickly revisit what happened in recent past.
In the year 2012, When Philippines had officially named South China Sea waters off the country’s west coast the “West Philippine Sea”, banana export from Philippines to China was banned, and the industry collapsed overnight.
Again in between 2014 to 2016, when Philippines pressed ahead with a case at an international tribunal, that ended with a ruling against Chinese claim in South China Sea.
Before the ruling came, China has destroyed pesticide contaminated Philippine bananas and then suspended import from some companies.
Australia is appeared to be learning the lesson, how China arm twists it neighbors.
There is fear about the hypothetical scenario of china stopping its citizen from visiting Australia as tourists, or student. If China takes such a small step, the Australian tourism and education industry would collapse immediately.
How China can easily exploit Australian over dependence, now Australia seem to have realized.
In this background, The Australian fear is, in the long term it may be soft target to become a subordinate state to more powerful neighbor in China.
We all Indians have seen in Doklam, no matter what China says, it does not want War.
China wants to achieve its objective by two weapons of Wealth and Stealth, involving buying spying lying and denying tactics.
In doklam, China was using its Stealth weapon, when its wealth weapon had failed to buy Indian support for Belt and Road Initiative.
With increase in Chinese economic and military might, there is Australian expectation that it should act responsibly. The Chinese response is, mind your own business.
Just like any other country of Indo Pacific region, Australia is concerned about unprecedented pace and scale of Chinese island building activity.
You can recall, in 2008, it was Australia which shot down the idea of Quadrilateral forum.
Within 9 years, things have changed so much that Australia openly started championing the Quad Idea.
Historically, For Australia, same foreign country used to be dominant trading and security partner.
Before second world war both positions were occupied by Britain. After Second world war America occupied both places.
Now, China is dominant trading partner of Australia. Because of its own blunders, America is no longer in a position to remain Australian dominant security partner. Therefore desperate Australia is looking at The Quad to fill this gap.
Such late realization will certainly increase the likelihood, the idea of the Quad in Indo Pacific region will survive this time.
Hopefully, Australia will not change its foreign policy under the fear of Chinese backlash.
