अमेरिका की राष्ट्रीय सुरक्षा रणनीति देश के सामने खड़ी सुरक्षा चिंताओं को ध्यान में रखते हुए, अमेरिकी प्रशासन उनसे कैसे निपटेगा इसका रास्ता बताती है. आज अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप अपने देश की राष्ट्रीय सुरक्षा नीति दुनिया को बताने वाले हैं. अंग्रेजी के अखबार Financial Times में छपी खबर के अनुसार, इस रणनीति के अनुसार चीन को आर्थिक रुप से अमेरिका के ऊपर आक्रमण का जिम्मेदार माना जाएगा. रोचक बात यह है, चीन का सबसे बड़ा व्यापारिक साझेदार भी अमेरिका ही है. यह रणनीति अमेरिकी प्रशासन को यह बता सकती है, कि उसे हर दिशा में चीन को एक चुनौती या खतरे की तरह देखकर प्रतिक्रिया देनी होगी.
इस बात से कोई फर्क नहीं पड़ता है, कि राष्ट्रपति ट्रंप चीन पर कोई दोषारोपण करें या ना करें, यह रणनीति ऐसा लगता है, कि राष्ट्रपति ट्रंप को जिन लोगों ने चुनाव में वोट दिया है, उनको खुश करने का एक तरीका मात्र होने वाली है. जैसे ही इस रणनीति की घोषणा होगी, अपेक्षा के अनुसार इसके बारे में बड़ी चर्चा और जिज्ञासा सभी को होने वाली है.
लेकिन दोस्तों इस बारे में जरूरत से ज्यादा उत्साहित होने की जरूरत नहीं है, हम आपको याद दिलाना चाहेंगे, कि इसी साल अगस्त महीने में राष्ट्रपति ट्रंप ने अपनी नई दक्षिण एशिया से संबंधित रणनीति भी प्रस्तुत करी थी. उन्होंने पाकिस्तान के बारे में जो कुछ कहा वह सुनकर हम सब भारतीयों को अच्छा लगा था, और हम सब ने आशा की थी, कि इससे जमीन पर कुछ परिवर्तन दिखेगा.
लेकिन 4 महीने गुजर चुके हैं, और अमेरिका पाकिस्तान को एक और मौका देने का निर्णय कर चुका है. इस बात में कोई आश्चर्य नहीं है, कि वास्तव में जमीन पर कोई परिवर्तन नहीं हुआ है.
हां कम से कम एक चीज तो हुई है, संयुक्त राष्ट्र संघ के द्वारा घोषित आतंकवादी हाफिज सईद को आजाद कर दिया गया है, ताकि वह आसानी से पाकिस्तान का अगला आम चुनाव लड़ पाए.
हाफिज सईद की रिहा होने पर, एक और खाली धमकी भरा बयान देने के अलावा अमेरिका कुछ नहीं कर सका.
इस प्रकार धमकी देने के बाद कुछ ना करने के कारण, अमेरिकी प्रशासन ने यह निश्चित किया है, कि पाकिस्तान के साथ साथ कोई भी अन्य देश भविष्य में अमेरिकी बयान को गंभीरता से ना ले. इस प्रकार अमेरिकी नई सुरक्षा रणनीति कुछ भी कहती रहे, इससे कुछ परिवर्तन होने वाला नहीं है.
जैसा कि लक्षण बता रहे हैं, अमेरिका को जल्दी से भूल जाने की बीमारी लग चुकी है. कुछ महीनों पहले ही वह चीन की सहायता से उत्तरी कोरिया के परमाणु कार्यक्रम को नियंत्रण में रखने की कोशिश कर रहे थे.
और चीन ने भी अमेरिका की बड़े अच्छे से मदद की, उत्तरी कोरिया परीक्षण करते हुए ऐसी उन्नत हालत में पहुंच गया है, कि कुछ ही समय के बाद उसके पास पूरी अमेरिकी जमीन पर कहीं भी इच्छा के अनुसार हमला करने की शक्ति आने वाली है.
उत्तरी कोरिया के रूप में एक खतरे को खड़ा करके चीन ने यह निश्चित किया है, अमेरिका का ध्यान चीन के रूप में तैयार हो रहे बड़े खतरे की ओर ना जा पाए.
वैसे भी अमेरिका के अलावा, भारत भी चीन की रणनीति का शिकार हुआ है.
चीन ने अपने मित्र पाकिस्तान की मदद इसलिए भी की है, ताकि भारत हमेशा पाकिस्तान में ही उलझा रहे. अब आप देखिए, इस तरह से भारत-पाकिस्तान में और अमेरिका उत्तरी कोरिया में उलझा रहा, इसका सीधा लाभ चीन ने भरपूर उठाया है. दोस्तों पिछले कई दशकों से, भारत और अमेरिका दोनों ही गलत निशाने पर तीर चला रहे हैं.
ऐसा लगता है, कि अब भारत को अपनी गलती का एहसास हो रहा है, लेकिन अमेरिका ने अभी भी ऐसा कोई संकेत नहीं दिया है, कि वह वास्तव में समझ पा रहा है, कि उसकी परेशानियों का मूल कारण क्या है.
अगर आप ध्यान से देखें तो समझ आएगा, कि चीन सभी मोर्चों पर एक सोची समझी रणनीति के तहत काम कर रहा है, इसके अंतर्गत वह कोई भी ऐसी कार्यवाही नहीं करता, जिससे दूसरे देश आगे बढ़ कर जवाबी कार्रवाई के रूप में चीन पर हमला कर सके. चाहे दक्षिण चीन सागर हो या डोकलाम का विवाद हो, चीन ने इस प्रकार एक नियंत्रित विवाद खड़ा करके, अपने सामरिक हित साध लिए हैं. इसलिए मुख्य बात यह है, कि हमें अमेरिका की नई सुरक्षा रणनीति को ध्यान में रखना चाहिए, लेकिन इससे कोई आधारहीन अपेक्षा नहीं करनी चाहिए.
अमेरिकी लोगों को भाषण देने की आदत है, जमीन पर कुछ काम वह कर नहीं पा रहे है. और इस सत्य को पाकिस्तान और चीन से बेहतर कोई नहीं जानता है. यही कारण है, कि उन्होंने पिछले कई दशकों से अमेरिका का भरपूर लाभ उठाया है.
इसका परिणाम हम सबके सामने हैं, अमेरिका की अद्वितीय शक्ति को अगर दुनिया में सबसे अधिक चुनौति या खतरा किसी से है, तो वह देश चीन है. इसके बावजूद ध्यान रहे, कि चीन ने इसी वर्ष अक्टूबर के महीने तक, अमेरिका से व्यापार में 300 बिलियन डॉलर का धन प्राप्त किया है. इसका सीधा श्रेय अमेरिका को व्यापार में होने वाले घाटे को दिया जा सकता है.
स्वाभाविक है, की अमेरिका की इस त्रुटिपूर्ण रणनीति के कारण, अमेरिका के विदेश सचिव आज कल परेशान रहते हैं.

This national security strategy may ask American administration to consider china, as major competitor and Threat in all dimensions.
Regardless, What president Trump accuses china for. and what new label they put on it. these are just part of rhetoric aimed at pleasing the folks who have voted for Trump in last election.
After this new strategy is released, please expect, lot of hype and curiosity in Media around it.
But friends, no need to be over excited about it. We would like to remind you, In August this year, President trump has unveiled his so called New South Asia Strategy.
His statements against Pakistan were specially pleasant for all of us Indians to listen. We have in fact expected changes on the ground.
But four months have passed, America has decided to try once more with Pakistan, no wonder effectively nothing significant has changed on the Afghan ground.
Yes, one thing has certainly happened, United Nations Designated terrorist Hafiz Saeed has been released from house arrest to fight the next general election in Pakistan.
In response to his release, America could not do any thing except issuing one more empty statement threatening Pakistan.
By doing effectively nothing after that statement, This US administration has ensured that leave Pakistan alone, in fact no one will take new american statements seriously in future.
Hence, no matter what this new security strategy states, you better be ready to see nothing moving on the ground.
As symptoms confirm, America seem to have developed short term memory loss.
Just few months before, they were again seeking Chinese help to contain the nuclear program of North Korea.
China helped America so much that, North Korea has reached the advanced testing phase to develop capability to hit any where in the American home land.
While creating immediate threat of North Korea, China has ensured that America lose interest in the long therm threats presented by China.
Rather Why should we blame America alone, In fact we Indians have also been victim of this Chinese strategy.
China has supported its all weather friend Pakistan to ensure that India always remain occupied with Pakistan.
You see friends, Indian obsession of Pakistan and American obsession of North Korea has directly helped China.
Yes friends, for last many decades America and India have been barking up a wrong tree.
While India seem to have realize this strategic blunder, America is yet to show any sign, that it really understands the root cause of the problem
If you look closely, you will find, China is moving ahead with a very calibrated response ensuring that, it doesn't cross the threshold to invite strong retaliation from other countries.
Be it south china sea or Doklam, with this strategy China has successfully met its strategic objectives.
Hence the point is, While we should look at this new national security strategy of America, we should not have unrealistic expectations from it.
America is high on rhetoric and low on substance. Who knows this truth better than China and Pakistan. that's the reason, they have taken America for ride for such a long period of time.
The result is before all of us to see, the unique Super power status of America is being challenged and threatened by the very same country namely China, which has got more than $300 Billion from America till October this Financial year. Thanks to huge trade deficit in favor of China.
