26 दिसंबर 2017 को त्रिपक्षीय सहयोग की नई व्यवस्था के अंतर्गत अफगानिस्तान चीन और पाकिस्तान के विदेश मंत्री पहली बार मिले. महत्वपूर्ण बात यह है, कि यह व्यवस्था पाकिस्तान के द्वारा सुझाई गई है. जिसका मूल उद्देश्य अफगानिस्तान और पाकिस्तान के बीच आपसी संबंधों में आई खटास को दूर करना है. रोचक बात यह भी है, अफगानिस्तान के विदेश मंत्री के अनुसार उन्हें आशा है, कि चीन एक इमानदार तरीके से मध्यस्थता करेगा, क्योंकि अफगानिस्तान और पाकिस्तान दोनों को ही चीन पर विश्वास है,और चीन के साथ मिलकर दोनों खुशी के साथ काम भी कर सकते हैं. हमें इस तर्क पर हंसी आ रही है, आपको याद होगा कुछ सालों पहले अमेरिका भी ऐसे ही भूमिका निभा रहा था, जिसमें उसे बुरी तरह से असफलता हाथ लगी.
अफगानिस्तान में पाकिस्तान के नकारात्मक रवैये के कारण अमेरिका परेशान हो चुका है. इसलिए अमेरिका अब चाहता है, कि भारत अफगानिस्तान में अपनी भूमिका में इजाफा करे. इस पृष्ठभूमि में, आप आसानी से समझ सकते हैं, अफगानिस्तान में चीन की भूमिका बढ़ाकर पाकिस्तान अमेरिका को धमकाना चाहता है. अगर अमेरिका ने पाकिस्तान पर आतंकवाद के खिलाफ काम करने के लिए दबाव बढ़ाया, तो पाकिस्तान अफगानिस्तान में चीन के प्रभाव को बढ़ाने की कोशिश करेगा, वास्तव में पिछले कई वर्षों से अमेरिका के इस डर के कारण, पाकिस्तान ने अमेरिका का जमकर शोषण किया है. अगर आप देखें, तो इस बार चीन अमेरिका की असफल नीति को अपनाकर, अफगानिस्तान में सफल होने की कोशिश कर रहा है. हम उन्हें शुभकामनाएं देते हैं.
यद्यपि यह विशेष तौर पर घोषणा की गई है, यह त्रिपक्षीय व्यवस्था किसी भी दूसरे देश के खिलाफ नहीं है. इस वक्तव्य पर विश्वास करना नादानी होगी. आप साफ तरीके से देख सकते हैं, यह त्रिपक्षीय व्यवस्था अमेरिका को धमकाने के लिए, और अफगानिस्तान में भारत की भूमिका को सीमित रखने की साजिश है.
हम एक और बिंदु पर प्रकाश डालेंगे, इस त्रिपक्षीय व्यवस्था का एक महत्वपूर्ण उद्देश्य आतंकवाद के खिलाफ लड़ाई लड़ना भी है. क्योंकि पाकिस्तान इस समूह का एक महत्वपूर्ण सदस्य हैं, इसलिए आप आसानी से अंदाजा लगा सकते हैं, कि यह समूह अपने इस लक्ष्य प्राप्ति में कितना सफल होगा. और भी रोचक बात यह है, इन तीनो देशो ने अफगान तालिबान से आग्रह किया है, कि वह जल्दी से बातचीत के लिए आगे आए.
जब तक पाकिस्तान में तालिबान के अड्डे नष्ट नहीं किए जाएंगे, तब तक चीन के लिए यह अपेक्षा करना मूर्खतापूर्ण होगा, कि तालिबान बातचीत के लिए सामने आएगा. अगर आप सावधानी से देखे, यह त्रिपक्षीय व्यवस्था अफगानिस्तान की समस्या का समाधान करने के लिए नहीं बनाई गई है. इससे तो निश्चित होगा, अफगानिस्तान हमेशा तनाव और अस्थिरता के दौर से गुजरता रहे. वैसे भी परेशानियों में फंसा हुआ अफगानिस्तान पाकिस्तान के लिए सबसे अधिक उपयुक्त है.
हम तो चाहेंगे, कि चीन बढ़-चढ़कर अफगानिस्तान में अपनी भूमिका अदा करे. चीन को पाकिस्तान के साथ काम करने का जितना अनुभव प्राप्त होगा ,भारत के लिए उतना ही अच्छा होगा. वैसे भी, पाकिस्तान की दोस्ती और उसके साथ काम करने का मजा अकेले अमेरिकी लोग ही क्यों लेते रहे?
महत्वपूर्ण बात यह भी है, कि चीन अफगानिस्तान तक चीन पाकिस्तान इकोनॉमिक कॉरिडोर को ले जाना चाहता है, लेकिन अभी पाकिस्तान इस मामले में शांत है. स्पष्ट शब्दों में, अफगानिस्तान के इस कॉरिडोर में शामिल होने के बारे में हमें चिंता नहीं करनी चाहिए. हम अफगानिस्तान में सकारात्मक भूमिका अदा कर रहे हैं, और हमें इसी राह पर चलते रहना चाहिए. अगर अफगानिस्तान को अब ऐसा लगने लगा है, कि चीन उसकी पाकिस्तान समस्या का हल निकाल सकता है. तो चीन की मध्यस्थता में वह एक बार फिर से कोशिश कर सकता है.
अभी तो अपने पक्के दोस्त पाकिस्तान की सहायता से चीन जब अफगानिस्तान के पचड़े में फसेगा, तो हमें उसका आनंद लेना चाहिए. अगर किसी को चिंता करने की जरूरत है, तो वह अमेरिका है. दुर्भाग्यवश, अमेरिकी लोग अपनी असफलताओं से सीख पाने में असमर्थ हैं, पाकिस्तान के दबाव में आते हुए उन्होंने पाकिस्तान को एक और अवसर देने का निर्णय कर लिया है. इस बात की पूरी संभावना है, अफगानिस्तान में चीन की बढ़ती हुई भूमिका को देखकर, अमेरिका पाकिस्तान के प्रति अपना रुख और नरम कर लेगा. पाकिस्तान की इस चाल ने पहले भी सालों से काम किया है, और भविष्य में भी यह चाल काम करेगी.
इस बात में कोई संदेह नहीं है, कि अपने दोस्त पाकिस्तान के कारण अमेरिका आज एक कठिन परिस्थिति में फसा हुआ है. और कुछ ही समय में अमेरिका की अफगानिस्तान में भूमिका बेमतलब होने वाली है.
बुद्धिमान लोग कहते हैं, हमें उस दुश्मन से डरने की जरूरत नहीं है, जो हम पर हमला करता है. हमें तो उस झूठे दोस्त से डरना चाहिए, जो हमें गले लगाता है. मुश्किल में फसकर अब अमेरिका को इस बात का एहसास हो रहा है, इस बात में कोई संदेह नहीं है, कि चीन को भी यह बात समझ में आएगी. अभी तो हम उन्हें शुभकामनाएं देते हैं.
जहां तक भारत का सवाल है, अफगानिस्तान में पाकिस्तान के द्वारा बिछाए हुए जाल में चीन को फसता हुआ हमें देखना चाहिए.

On 26 December 2017, foreign ministers of Afghanistan, China and Pakistan met for the first time as an attemp to establish trailateral dialogue mechanism.
Significantly, this trilateral dialogue has been proposed by Pakistan.
The primary aim of this forum is to mend the strained relationship in between Afghanistan and Pakistan.
Interestingly, As per foreign minister of Afghanistan, China is expected to play its role as an honest broker , since both Afghanistan and Pakistan trust China and are happy to work with it.
This argument is rather amusing, you can very well recall, not very long ago America was also playing this role and failed miserably.
Given that America is increasingly getting frustrated with Pakistan's negative role in Afghanistan.
America is now asking India to play more prominent role in Afghanistan.
In this back ground, you can safely assume that growing Chinese role at the request of Pakistan is more of warning to Americans.
In fact, for last many years, Pakistan has successfully exploited this American fear about increased Chinese role if America pressurize Pakistan more in fight against terror.
In reality,China is trying the failed american strategy to get success in Afghanistan. We wish them very good luck.
Though its specifically mentioned, this trilateral dialogue is not against any country, but it would be naive to believe in such statements.
You can clearly see, this is a clear attempt to warn America and limit Indian role in Afghanistan.
We just want to highlight the fact, this trilateral is supposed to fight the menace of terrorism. With Pakistan as a major player in this group, it would be easy for you to predict the success of this group, so far as fighting terrorism is concerned.
Interestingly, All three countries requested Afghan Taliban to join the peace talk with the Kabul government at an early date.
As long as safe heavens of Afghan Taliban are not destroyed in Pakistani territory. it would be foolish on Chinese to believe that Taliban will come to dialogue table.
If you see carefully, this trilateral dialogue is not really aimed at fixing the root cause of problem, its about ensuring that Afghanistan remains unstable. After all Afghanistan in trouble suits Pakistan the most.
We would rather want China to aggressively play its role in Afghanistan. The more China deals with Pakistan, the better it is for India.
After all why should American alone have all the fun to have close friendship with Pakistan??
Significantly, China wants to extend China Pakistan Economic Corridor to Afghanistan, but Pakistan is still silent on this issue.
Frankly, we need not worry about Afghanistan joining this corridor.
We are playing positive role in Afghanistan and we should continue on that path.
If Afghanistan government believes that China can fix its Pakistan problem, with China as broker, it can try once more.
For now, we should rather enjoy getting China entangled in Afghanistan with the help of its iron clad friend Pakistan.
If some one needs to worry, that's America.
Unfortunately, Americans have refused to learn, they have bought in to Pakistani threats and given its one more chance.
Its more than likely, increasing Chinese role in Afghanistan will force American to further soften their stance against Pakistan. This Pakistani trick worked in the past, it will work in future also.
No doubt, thanks to its friend in Pakistan, America is in tight spot right now, and is at the risk of becoming irrelevant in Afghanistan.
It is famously said "Don't fear the enemy that attacks you, but fake friend that hugs you". America had to learn it hard way. No doubt, one day China will also learn it. For now, our best luck to China.
So far as India is concerned, we can enjoy smart Chinese falling into pakistani trap in Afghanistan.
