इस साल जून के महीने में शुभ आरंभ होने के बाद भारत और अफगानिस्तान का air corridor दोनों देशों के बीच व्यापार की जीवन रेखा बन चुका है. पिछले सिर्फ 5 महीनों में, अफगानिस्तान की सरकार ने भारत को 1,419 tons ताजा फल, dry fruits और हींग, काबुल और नई दिल्ली के बीच होने वाली 46 हवाई यात्राओं में भेजी है.
रोचक बात यह है, कि भारत और अफगानिस्तान का air corridor पाकिस्तान को किनारे करते हुए, ईरान के हवाई मार्ग से होकर गुजरता है. इस air corridor के अंतर्गत इस महीने काबुल और अमृतसर के बीच में हवाई यातायात शुरू होने वाला है. इस हवाई यातायात की सफलता और विस्तार यह सिद्ध करता है, कि भारत और अफगानिस्तान के बीच व्यापार की असीम संभावनाएं हैं. सवाल यह उठता है, कि इन दोनों देशों के बीच व्यापार बढ़ाना क्यों महत्वपूर्ण है. इसका जवाब यह है, जब तक अफगानिस्तान अपने माल का बड़े पैमाने पर निर्यात नहीं कर पाएगा, तब तक वहां पर गरीबी और अस्थिरता को खत्म नहीं किया जा सकता.
पिछले वर्ष तक, भारत और अफगानिस्तान के बीच व्यापार, पाकिस्तान के द्वारा खड़ी की गई बाधाओं के कारण, संभव नहीं हो पा रहा था. कल चाबहार बंदरगाह के उद्घाटन के बाद, पाकिस्तान के द्वारा उत्पन्न की गई बाधाएं पूरी तरह से किनारे हो गई हैं. महत्वपूर्ण बात यह है, ईरान ने चाबहार बंदरगाह के प्रथम चरण के 2 वर्ष तक प्रबंधन का कार्य, भारत को देने का प्रस्ताव फिर से आगे बढ़ाया है. यह अधिकार और 10 वर्षों के लिए भारत को दिए जा सकते हैं. भारत की ओर से इस प्रस्ताव को अभी तक स्वीकार नहीं किया गया है. लगता है, इस संदर्भ में भारत को ईरान की तरफ से और अच्छे प्रस्ताव की उम्मीद है. जैसा कि भारत और अफगानिस्तान के बीच व्यापार का केंद्र बनने की संभावना को, पाकिस्तान ने पूरी तरह से खो दिया है.
रोचक बात यह है, पाकिस्तान ने भी अपने समुद्री यातायात मंत्री को चाबहार के उद्घाटन समारोह में भाग लेने के लिए भेजा था. उन्होंने तो चाबहार बंदरगाह को ग्वादर बंदरगाह की बहन भी बना दिया है. पाकिस्तान को विश्वास है, कि इस पूरे क्षेत्र में बड़े पैमाने पर होने वाले व्यापार को पूरा करने में चाबहार बंदरगाह ग्वादर बंदरगाह की मदद करेगा. वास्तव में, अगर इन दो बंदरगाहों के बीच में सहयोग होता है, तो भारत को कोई दिक्कत नहीं होनी चाहिए.
इन दोनों बंदरगाहों के बीच मेल जोल की बातों को किनारे रखते हुए, ऐसा लगता है कि मध्य एशिया के देश चाबहार बंदरगाह से होकर जाने वाले सस्ते मार्ग को पसंद करेंगे. साथ ही, यह बंदरगाह प्रस्तावित international North South Corridor से भी अच्छी तरह से जुड़ा होगा.
एक और महत्वपूर्ण बात यह है, वर्ष 2010 में Afghanistan–Pakistan Transit Trade Agreement हुआ था, जो इस वर्ष अक्टूबर में समाप्त हो गया. इस सहमति के अनुसार, यह दोनों देश व्यापारिक माल की आवाजाही में एक दूसरे की मदद करते थे. अब अफगानिस्तान ऐसा ही Agreement Tajikistan, Uzbekistan और Turkmenistan देशों के साथ करने की कोशिश कर रहा है. जिससे अफगानिस्तान के ट्रक सीधे इन तीनों मध्य एशिया के देशों में जा पाएंगे. चाबहार बंदरगाह के औपचारिक उद्घाटन से, अफगानिस्तान को अंतर्राष्ट्रीय बाजार तक पहुंचने का सस्ता रास्ता मिल गया है.
अगर आप हमें अनुमति दें, भविष्य में इस बात की संभावना है, कि अफगानिस्तान तक अपना माल भेजने के लिए, अमेरिका भी चाबहार के बंदरगाह का उपयोग कर सकता है. जिससे अमेरिका पाकिस्तान के रास्ते के ऊपर अपनी निर्भरता को कम कर सकता है. इस प्रकार अमेरिका पाकिस्तान की धमकियों का प्रभाव कम कर सकता है, जिनका प्रयोग करते हुए, उसने अमेरिका को कई दशकों से ब्लैक मेल किया है.

Since its inauguration in June this year, the Indo Afghan air corridor has became a trade life line in between India and Afghanistan.
In last 5 months, the government of Afghanistan has exported 1,419 tons of fresh fruits, dry fruits and asafoetida to India via 46 flights in between New Delhi and Kabul.
Interestingly, Bypassing the Pakistan, this air corridor between India and Afghanistan goes through air space of Iran.
Under this air corridor, a flight service is going to start in between Amritsar and Kabul in this month.
This success and expansion of this air corridor confirm the immense potential of Indo afghan trade.
The question is why this increasing bilateral trade is important, The answer is, as long as Afghanistan is not converted into net exporter country, its poverty and instability will not be eliminated.
Until last year, Afghanistan India Trade potential was suffering from artificial bottleneck created by Pakistan.
With the formal inauguration of Cha bahar Port yesterday, the bottleneck has been effectively bypassed.
Very significantly, Iran has once again offered the management rights of phase one for two years to India, and such rights could be renewed by another decade.
From Indian side, the proposal has not been accepted, perhaps there is Indian desire to get better offer from Iran in this regard.
Now Pakistan can only repent for missing the opportunity to become a hub of trade in between India and Afghanistan.
Interestingly, Pakistan has sent its maritime affairs minister to participate in the inauguration ceremony of Cha bahar port. You know, they have also designated it as the sister port of Gwadar Port. Pakistan believe that Cha bahar port would supplement Gwadar port in servicing the huge trade volume of this region.
As a matter of reality, India need not have any problem as far as co-operation in between Cha bahar and Gwadar port is concerned.
Regardless talk about synergy in between these two ports, there is quite possibility that Central Asian countries would prefer cheaper Cha bahar port with its better integration with proposed international North South Corridor .
Very significantly, Signed in the year 2010 Afghanistan–Pakistan Transit Trade Agreement has expired in October this year. This used to allow greater facilitation in the movement of goods between these two countries,
Now Afghanistan is trying to sign transit agreement with Tajikistan, Uzbekistan and Turkmenistan, which will allow Afghan trucks to enter in three central Asian countries.
With the formal inauguration of Cha bahar port, International gateway has opened for Afghanistan, providing cheaper access to sea.
If you allow us to say, In future, Americans may also use this Cha bahar port to fulfill its Afghan supplies, thus eliminating the over dependence on supply routes of Pakistan, and reducing the leverage by which Pakistan has successfully blackmailed America for many decades.
