हमारी दुनिया में हथियारों के निर्यात को नियंत्रित करने की 4 बहुपक्षीय व्यवस्थाएं हैं.
पहली है, Nuclear Suppliers Group जो कि परमाणु हथियारों के अनियंत्रित प्रसार को रोकती है. इसके लिए ऐसे जरूरी मटेरियल उपकरण और टेक्नोलॉजी का निर्यात नियंत्रित किया जाता है. इनका प्रयोग परमाणु हथियारों के विकास में किया जा सकता है.
दूसरी व्यवस्था है,Missile Technology Control Regime जो की मिसाइल और unmanned aerial vehicle technology के अनियंत्रित प्रसार को रोकती है.
तीसरी व्यवस्था है,Wassenaar Arrangement जोकि पारंपरिक हथियारों और दोहरे उपयोग वाली वस्तुओं और तकनीकी के आदान प्रदान में पारदर्शिता और जिम्मेदारी को बढ़ावा देती है. जिससे इन हथियारों का अस्थिरता फैलाने वाला एकत्रीकरण नहीं होता है, इस व्यवस्था के बारे में और जानने के लिए आप हमारा यह वीडियो देखें.
चौथी व्यवस्था है,Australia Group जो कि सदस्य देशों को ऐसे निर्यातों को नियंत्रित करने के लिए बढ़ावा देती है, जिनका प्रयोग रासायनिक और जैविक हथियारों के विस्तार में किया जा सकता है.
इन चारों समूहों में नए देश के शामिल होने के लिए जरूरी है, कि पुराने सदस्यों के बीच आम सहमति बने. हाल ही के कुछ महीनों में, भारत ने इन चारों समूहों में शामिल होने के लिए जबरदस्त प्रयास किया है. पिछले वर्ष, चीन को चौंकाते हुए भारत ने Missile Technology Control Regime की सदस्यता प्राप्त कर ली. इससे चीन चौकन्ना हो गया, और उसने Nuclear Suppliers Group में भारत की सदस्यता प्रभावी रूप से रोक दी है. जबकि चीन तो भारत के Nuclear Suppliers Group का सदस्य बनने को रोके हुए है, भारत सरकार ने Wassenaar Arrangement में शामिल होने के लिए प्रयास तेज कर दिए.
हथियारों के गैरजिम्मेदाराना प्रसार के संबंध में, भारत को अपनी विश्वसनीयता सिद्ध करने की बिल्कुल भी जरूरत नहीं है. लेकिन फिर भी पारंपरिक हथियारों और दोहरे उपयोग वाली वस्तुओं और तकनीकी के भारत से निर्यात होने पर प्रभावी ढंग से नियंत्रण किया जाता है, इसके लिए भारत सरकार ने आधिकारिक रूप से विशेष रसायनों जीवो पदार्थों उपकरणों और प्रौद्योगिकी की एक सूची तैयार की है.
यद्यपि चीन Wassenaar Arrangement का सदस्य नहीं है फिर भी उसने अपने हथियारों के निर्यात को Wassenaar list के अनुसार नियंत्रित कर रखा है. लेकिन हम सभी जानते हैं, हथियारों के गैरजिम्मेदाराना प्रसार में चीन का योगदान बहुत बड़ा है.
अब सवाल यह उठता है, कि आखिर भारत Wassenaar Arrangement का सदस्य क्यों बनना चाहता है?
भविष्य में भारत, दुनिया के हथियारों का सबसे अधिक आयात करने वाला देश ना होकर, हथियारों का निर्यात करने वाला एक प्रमुख देश बनना चाहता है. इस समूह में शामिल हो जाने के बाद, भारत औपचारिक रुप से पारंपरिक हत्यारों का निर्माण करने, और उन्हें बेचने की क्षमता रखने वाला देश हो जाएगा. इसके अलावा, दूसरे देशों के साथ पारंपरिक हथियारों के विकास और उत्पादन में आपसी सहयोग बढ़ाने में भी इससे मदद मिलेगी.
भारतीय रक्षा मंत्रालय के strategic partnership model  के अनुसार भारत आगे आने वाले समय में, अपनी सुरक्षा जरूरतों की पूर्ति के लिए बड़े पैमाने पर पारंपरिक हथियारों का उत्पादन करने वाला है. और इसी क्षमता का प्रयोग इन हथियारों को बनाने में किया जा सकता है, जिनका विदेशों को निर्यात किया जाएगा.
महत्वपूर्ण बात यह भी है, की Wassenaar Arrangement के अधिकतर सदस्य देश Nuclear Suppliers group के भी सदस्य हैं. अगर एक बार भारत को Wassenaar Arrangement में शामिल कर लिया जाता है. तो इसके सदस्य देश भारत के व्यवहार को अच्छी तरह से देख लेंगे, और प्रभावित होकर Nuclear Suppliers group में भारत की सदस्यता का बढ़-चढ़कर समर्थन करने लगेंगे. जिस से चीन Nuclear Suppliers group में भारत के प्रवेश को रोकने में और अलग-थलग पड़ता जाएगा.
ध्यान दीजिए, रूस फ्रांस जर्मनी और अमेरिका बड़ी शक्ति के साथ Wassenaar Arrangement में भारत के प्रवेश का समर्थन कर रहे हैं. रोचक बात यह है, की Wassenaar Arrangement की अध्यक्षता इस समय फ्रांस कर रहा है.
जैसा कि चीन Wassenaar Arrangement का सदस्य नहीं है, आशा की जानी चाहिए की भारत को इसकी सदस्यता मिल जाएगी.
जहां तक Nuclear Suppliers group का सवाल है, भारत का मित्र देश रूस चीन के साथ बातचीत कर रहा है, ताकि उसका भारत के प्रति विरोध कम किया जा सके.
हम सभी जानते हैं, कि चीन वास्तव में NSG में भारत का प्रवेश रोकना नहीं चाहता, वह तो भारत के साथ पाकिस्तान का भी इसमें प्रवेश चाहता है. अगर पाकिस्तान को NSG में शामिल किया जाता है, तो इस समूह का अस्तित्व ही पूरी तरह से बेमतलब हो जाएगा.
वैसे भी, हमें चीन से तार्किक व्यवहार की अपेक्षा नहीं है. जहां तक हम समझते है, आगे आने वाले समय में चीन  Nuclear Suppliers group में भारत के प्रवेश का विरोध करता रहेगा. इसलिए अक्लमंदी इसी में है, कि हम एक नदी की तरह, चीन के पहाड़ के बगल से निकल जाएं. चीन को यह पता लगना चाहिए, कि वह अब किसी भी हालत में भारत को आगे बढ़ने से नहीं रोक सकता है.

Now Lets discuss about today's topic.
In our world, there are four multilateral export control regimes.

First -  Nuclear Suppliers Group seeks to prevent nuclear proliferation by controlling the export of materials, equipment and technology, that can be used to manufacture nuclear weapons.
Second - Missile Technology Control Regime prevents the proliferation of missile and unmanned aerial vehicle technology

Third -  Wassenaar Arrangement promotes transparency and greater responsibility in transfers of conventional arms and dual-use goods and technologies, thus preventing destabilizing accumulations of such weapons. To know more about this group, please check out this video.

Fourth -  Australia Group helps member countries to identify those exports, which need to be controlled to prevent the spread of chemical and biological weapons.

In order to admit new member in each of these four groups, consensus among the existing members is required.

Recently, India has put a lot of efforts to get into these four groups.
Last year, India surprised China and got entry in  Missile Technology Control Regime.
Alarmed China ensured that India didn't get entry in Nuclear Suppliers Group.
While China continue to block Indian entry in to NSG, this year, Indian government seriously begun work to apply for a membership of  Wassenaar Arrangement.

While India need not prove its non proliferation credentials, However In order to showcase the implementation of the effective export controls of conventional arms and dual use goods and technologies, India has formally notified Special Chemicals, Organisms, Materials, Equipment and Technologies Wassenaar  list.

Though China is not member of this agreement yet it has aligned its export controls according to  Wassenaar list.

But we all know, how reliable Chinese non proliferation credentials are.

Now the question is, why India wants to become member of Wassenaar agreement.

In future, India wants to shift from being the biggest arms importer in the world, to  a major arms exporter.

Entering into this group, will ensure that India meets all the formal criteria to produce and sell conventional weapons. In addition,  it will also felicitate the joint collaboration and development of conventional weapons in India

As part of new strategic partnership model of defense ministry, we can hope there will be production of conventional weapons, to meet Indian security needs.  The same capacity can be used to export these arms to foreign countries as well.

In addition, many Wassenaar agreement members are also members of Nuclear Suppliers group, once they admit India and observe our behavior closely, they will be more vocal in supporting Indian candidature for Nuclear suppliers groups, thus making its difficult for isolated china to block Indian entry.


Very Significantly, Russia France Germany and United states are strongly supporting our entry in Wassenar agreement.
Interestingly, Right now France is also chairman of Wassenar agreement.

Given that China is not member of Wassenaar agreement, India will most likely get admission today.

So far as Nuclear Suppliers Group membership is concerned, Indian friend Russia is engaging with China to reduce its level of resistance against Indian entry.
We all know, more than preventing Indian entry into NSG, China wants entry of Pakistan in it. The existence of NSG will be meaningless the moment they admit Pakistan in it.
Anyways, we need not expect logical behavior from China.
As far as we know, China is not going to relent anytime soon, hence it makes perfect sense to behave like a river to by pass the Chinese mountain . Let it be known to China, they can no longer stop us from moving forward.
