जापान के 200 बिलियन डॉलर के 'Expanded Partnership for Quality Infrastructure" initiative से हम सभी अवगत हैं. रोचक बात यह है, कि जापान की यह पहल चाबहार बंदरगाह को भी शामिल करती है. पहले जब भी कभी भारत और जापान के बीच द्विपक्षीय वार्तालाप होता था, तब जापान भारत के साथ मिलकर चाबहार बंदरगाह  के विकास कार्य में भाग लेने के प्रति अपना रुझान दर्शाया करता था. एक प्रस्ताव के अनुसार, जापान भारत के साथ मिलकर वहां पर औद्योगिक क्षेत्र की स्थापना करना चाहता था. लेकिन इस बारे में कोई निश्चित रूपरेखा तैयार नहीं हो पाई.
महत्वपूर्ण बात यह है, जापान के प्रधानमंत्री की हाल की भारत की यात्रा के दौरान संयुक्त वक्तव्य जारी किया गया, लेकिन इसमें भारत और जापान के साथ मिलकर, चाबहार बंदरगाह पर काम करने के ऊपर कोई उल्लेख नहीं था. साथ ही जब हमने ऑनलाइन देखा, तो हम यह नहीं निश्चित कर पाए, की चाबहार बंदरगाह के प्रथम चरण के उद्घाटन में जापान ने भाग लिया था. क्योंकि जापान और अमेरिका एक दूसरे के सैन्य सहयोगी हैं, और कोरिया प्रायद्वीप में जिस तरह के संवेदनशील हालात बने हुए हैं, ऐसा लगता है, उन्होंने जापान को मजबूर कर दिया, जिससे वह चाबहार बंदरगाह के प्रोजेक्ट में शामिल ना हो. वास्तव में, हम यह आसानी से समझ सकते हैं, कि जापान अपने राष्ट्रीय हितों को ध्यान में रखते हुए ही काम करेगा. भारत की तरह, जापान अमेरिका के दबाव को दरकिनार करते हुए, ईरान के साथ संबंध स्थापित नहीं कर सकता है. इस बात में कोई संदेह नहीं है, जापान का सहयोग प्राप्त ना होने से, हाल ही में तैयार हुए इस चाबहार बंदरगाह की व्यापारिक क्षमता को बढ़ाने में दिक्कत का सामना करना पड़ेगा.
जहां तक हम देख सकते हैं, जिस प्रकार से ईरान के ऊपर आर्थिक प्रतिबंध लगे हुए थे, इस बात की संभावना कम है, कि उसी प्रकार के आर्थिक प्रतिबंध ईरान पर भविष्य में दोबारा भी लगेंगे. लेकिन अमेरिकी आर्थिक प्रतिबंधों की संभावना मात्र से, जापान ने चाबहार बंदरगाह के विकास कार्य में, भाग ना लेने का निर्णय ले लिया होगा.
क्योंकि अमेरिका चाहता था, कि भारत अफगानिस्तान में बढ़-चढ़कर अपनी सकारात्मक भूमिका अदा करे, इसलिए यदि भारत उसी उद्देश्य की पूर्ति के लिए चाबहार  बंदरगाह का उपयोग करता है, तो अमेरिका को कोई दिक्कत नहीं होनी चाहिए.
लेकिन अमेरिका जापान को ईरान या अफगानिस्तान में भूमिका अदा करते हुए देखना नहीं चाहता है. इसलिए यदि जापान ने महत्वपूर्ण भूमिका अदा करने की कोशिश की, तो यह अमेरिका को नागवार गुजर सकता है. और इससे जापान के हितों पर बुरा प्रभाव भी पड़ सकता है. जहां तक चाबहार बंदरगाह का सवाल है, भारत को यह आशा नहीं करनी चाहिए, कि जापान आगे आकर भारत के साथ मिलकर काम करेगा. हमें तो अपना रास्ता खुद तय करना होगा.
अमेरिका को तो ईरान और सऊदी अरब के बीच के संबंध को देखने का अपना तरीका ही बदलना होगा. हम जानते हैं, कि यह बड़ा ही जटिल विषय है. लेकिन सऊदी अरब का पक्ष लेने के बजाय, अमेरिका को अफगानिस्तान के युद्ध को जीतने पर ज्यादा ध्यान देना चाहिए.
जैसा की हमने पाकिस्तान के विषय में देखा है, अमेरिका अपनी गलती सुधारेगा, यह आशा करना ही व्यर्थ है. दुनिया के सामने वह कुछ भी कहते रहे, लेकिन वह पाकिस्तान को एक और अवसर देने के लिए तैयार हैं. इस बात की पूरी संभावना है, कि पाकिस्तान इस अवसर का लाभ उठाते हुए, राष्ट्रपति डोनाल्ड ट्रंप का पूरा कार्यकाल गुजार देगा.

We all are aware of Japanese $200 Billion large 'Expanded Partnership for Quality Infrastructure" initiative.

Interestingly, Japan covers Cha bahar port under this initiative as well.

In the past, during bilateral discussions, Japan has clearly shown its willingness to work with India on Cha bahar port development project.

There was even proposal to build Industrial complex in Cha bahar. But till now, nothing concrete has been finalized.

very significantly, during the Japanese Prime ministers India visit, the joint statement was issued, but there was no mention of Indo Japan collaboration so far as Cha bahar port is concerned.

Remarkably, we could not  find any online mention of Japan attending the inauguration of first phase of Cha bahar port.

Since Japan is a military ally of America, emerging volatile scenario in Korean peninsula appears to have forced Japan not to take active participation in this project.

In fact, its quite understandable for us to appreciate the Japanese need to play according to its national interests. Unlike India, Japan doesn't have the luxury to disregard American pressure while engaging with Iran.

No doubt, lack of active Japanese support will negatively impact the realization of commercial potential being offered by this newly inaugurated port.

As far as we can see, the same set of harsh economic sanctions are unlikely to be imposed on Iran in near future.  However, Barely the possibility of American sanctions might have played a role in stopping Japan from playing active role in Cha bahar port development.

Since America wants India to play constructive role in Afghanistan, It cannot oppose India leveraging the Cha bahar port for the very same purpose.

But America doesn't see Japan as a player in Iran or Afghanistan. therefore, any prominent Japanese role may be unacceptable to America, and would harm Japanese short term interests.

As far as Cha bahar port is concerned, India should not hope that Japan would come forward to collaborate with us in the near future. Friends, We have to make our way forward.

In case of America, they may have to change their fundamental way of looking at relationship in between Iran and Saudi Arabia. We know, its very complex. But America needs to determine, if winning Afghan war is priority over taking sides with Saudi Arabia.

As we have seen in Pakistan's case, its waste to expect any course correction from America. Regardless whatever they say in public, they are ready to give one more chance to Pakistan. Its quite possible, with this opportunity, Pakistan will easily exhaust the presidential term of Donald Trump.
