भारतीय सेनाएं अभी रूस के 151 एम आई 17 V5 transport helicopters का इस्तेमाल करती हैं. जिन्होंने अपनी उपयोगिता वर्ष 2016 की सर्जिकल स्ट्राइक और वर्ष 2008 के मुंबई आतंकवादी हमलों में सिद्ध की है. इन helicopters को सैन्य यातायात के लिए सबसे आधुनिक helicopters में से एक माना जाता है. रूस और भारत के बीच आपसी सहमति के आधार पर M I 17 V5 helicopters का आखिरी Batch वर्ष 2016 में भारत को सौंपा गया. इसके बाद भारत ने रूस से ऐसे ही 48 और helicopters खरीदने के लिए बातचीत और मोलभाव शुरू कर दिया. क्योंकि इस बारे में मोलभाव समाप्त हो गया है, इस बात की संभावना है, कि इस साल मार्च महीने तक दोनों देश इस मामले में अंतिम सहमति पर पहुंच जाएं. जबकि यह व्यापारिक सौदा समाप्त होने के नजदीक है, रूस की Rostec  State Corporation ने अपने आधुनिक एम आई 171 A 2 advanced multi role helicopters भारत को बेचने के लिए, भरपूर कोशिश शुरू कर दी है. एम आई 171 A 2  हेलीकॉप्टर  M I 17 सीरीज का ही एक हेलीकॉप्टर है, जिसमें 80 सुधार किए गए हैं. हालांकि इस आधुनिक हेलीकॉप्टर पर विचार करना ठीक बात है, जहां तक हम समझते हैं, भारत ने अपनी रक्षा तैयारियों में जरूरी कमी को पूरा करने के लिए, रूस से 48 और एम आई 17 V5 helicopters खरीदने का निर्णय लिया होगा. क्योंकि भारत ने रूस से लगभग 200 M I 17 V5 helicopters खरीदे हैं, इसलिए सकारात्मक रूप से सोचते हुए आशा की जानी चाहिए, कि भारत ने रूस से यह वचन ले लिया होगा, कि वह भविष्य में एक ही प्रकार का  M I 17 V5  helicopter पाकिस्तान को नहीं बेचेगा. जैसा की व्यापक रूप से चर्चा हुई है, हम दुनिया के रक्षा उपकरणों के सबसे बड़े आयात करने वाले देश के रूप में , बने रहना नहीं चाहते हैं. इस पृष्ठभूमि में, आप जानते होंगे, कि भारतीय नौसेना अपने लिए 111 हल्के light utility naval helicopters खरीदने के लिए Strategic Partnership model के अंतर्गत विचार कर रही है. रोचक बात यह है, कि इस बारे में रूस ने अपने  Kamov Ka-226T helicopter का विकल्प भी प्रस्तुत किया है. इसकी Blades को fold किया जा सकता है, Kamov Ka-226T हेलीकॉप्टर Kamov Ka-226 हेलीकॉप्टर का नौसैनिक रूप है. क्योंकि भारत पहले ही रूस से 200 Kamov Ka-226 हेलीकॉप्टर खरीद रहा है, जिनमें से बड़ी संख्या में हेलीकॉप्टर्स भारत में निर्मित किए जाएंगे. इसलिए रूस के प्रस्ताव के अनुसार, एक प्रकार के हेलीकॉप्टर होने के कारण, इन दोनों helicopters के उत्पादन और रखरखाव के लिए एक ही प्रकार की facilities का उपयोग किया जा सकता है. जिससे बड़ी मात्रा में धन को बचाने में मदद मिलेगी.  जैसा कि Kamov Ka-226T हेलीकॉप्टर और Kamov Ka-226 हेलीकॉप्टर मैं कई समानताएं हैं, जिनका स्वाभाविक रूप से लाभ उठाया जा सकता है. आशा की जानी चाहिए, कि रूस इस परिपेक्ष को ध्यान में रखते हुए भारत को सबसे कम कीमत का एक विशेष प्रस्ताव भेजेगा. यह एक प्रतिस्पर्धापूर्ण प्रक्रिया है, जो प्रस्ताव सबसे अच्छा और सबसे कम कीमत का होगा, उस का चुनाव किया जाएगा. इससे भी महत्वपूर्ण बात यह है, अब हमारी दिशा स्पष्ट है, रक्षा उपकरणों का भारत में उत्पादन किया जाना हमारी प्राथमिकता है.

Indian forces currently operate 151 Russian M I 17 V 5 transport helicopters, which have proven their worth  during 2016 Surgical strikes and 2008 Mumbai Terror attacks.



These are considered to be one of the world's most advanced military transport Helicopters.



As per agreements signed in between India and Russia, last batch of M I 17 V5 was handed over to India in the  year 2016.



Afterwards both nations have engaged in negotiations for the supply of 48 additional such helicopters.

Now that negotiations are complete, there is possibility of final agreement being signed by March this year.



While this deal is about to be concluded, Russian company Rostec  State Corporation is hard selling M I-171 A2 advanced multi role helicopter to India.



M I-171 A2 is the newest helicopter in M I 17 series with more than 80 new improvements.



Though its fine to consider the M I-171 A2 helicopter as well, as far as we think, Indian purchase of 48 M I 17 V5 helicopters is an attempt to fulfill critical gaps in our defense preparedness.



Since India will buy close to 200 M I 17 V5 helicopters from Russia, Thinking positively, during negotiation phase, India should have got firm commitment from Russia , they will not sell same M I 17 V5  helicopter to Pakistan in future.



As discussed extensively, we can no longer remain  world's largest importers of weapons forever.



In this background, you know, Indian navy is looking for buying 111 light utility naval helicopters made under Indian Strategic Partnership model.

Interestingly, Russia is participating in the competitive selection process with its Kamov Ka-226T helicopter.



With folded blades Kamov  Ka-226 T helicopter is naval version of Kamov Ka-226.



Since India is already buying  200 Kamov Ka-226 helicopters, Many of them will be made in India.



As per Russian offer, being built on same platform, these two helicopters can have join production and maintenance facilities, thus saving a lot of money.



While synergistic advantages are quite obvious, hopefully, Russian proposal will take this into account and offer lowest bid.



This is competitive process, The best option with least cost will be selected. More importantly, the direction is clear, India will prefer local manufacturing.
