वर्ष 2016 में Missile technology Control Regime में प्रवेश पाने के बाद, पिछले साल दिसंबर महीने में हम सभी को अच्छी तरह से याद है, कि भारत ने Wassenaar Agreement की सदस्यता प्राप्त की थी. यह हमारे लिए बहुत खुशी और संतोष का विषय है, कि आज 19 जनवरी 2018 को भारत  औपचारिक तौर पर Australia Group का सदस्य बन गया है. यह ऐसे देशों का अनौपचारिक संगठन है, जिस के सभी सदस्य देश उन पदार्थों के निर्यात पर नियंत्रण रखते हैं, जिनका उपयोग करने से रासायनिक और जैविक हथियार का अनियंत्रित विकास और प्रयोग हो सकता है. साधारण से शब्दों में, यह रासायनिक और जैविक हथियारों के अनियंत्रित विस्तार को रोकने की अंतर्राष्ट्रीय व्यवस्था है. Australia Group के बारे में अधिक जानकारी के लिए आप हमारा यह वीडियो देख सकते हैं. अब दुनिया की चार अप्रसार व्यवस्थाओं में से, तीन व्यवस्थाओं का भारत सदस्य बन चुका है. अप्रसार की केवल एक व्यवस्था बची है, जिसका नाम Nuclear suppliers group है, हम सभी जानते हैं, कौन सा देश इस समूह में भारत के प्रवेश को रोकने के लिए जिम्मेदार है. Australia Group में प्रवेश देने के लिए भारत का मूल्यांकन बड़े ही कठोर मानदंडों पर किया गया. और इस समूह के सभी वर्तमान सदस्यों ने भारत को इस समूह में शामिल करने के लिए सर्वानुमति प्राप्त की. Australia Group में शामिल हो जाने से, विश्व में भारत की हथियारों के अनियंत्रित प्रसार को रोकने के प्रति विश्वसनीयता और बढ़ जाएगी. इसके अलावा इस समूह में शामिल हो जाने के बाद, भारत और आगे बढ़कर नेतृत्व कर सकता है, ताकि ऐसी प्रभावी व्यवस्था की रचना की जा सके, जिससे रासायनिक और जैविक हथियार गैरजिम्मेदार लोगों के हाथों में ना पड़े. इस पृष्ठभूमि में आपको ध्यान होगा, हाल ही में भारत के सेनाध्यक्ष ने बड़े ही साफ शब्दों में कहा था, रासायनिक और जैविक हथियारों का आतंकवादियों के हाथ लगना, भारत के सामने खड़ी हुई सबसे बड़ी खतरे की चुनौती है. Australia Group का सदस्य होते हुए, भारत ऐसी व्यवस्था के विकास में सहयोग कर सकता है, जिससे रासायनिक और जैविक हथियारों के अनियंत्रित विस्तार को और अधिक प्रभावी ढंग से रोका जा सके.

रोचक बात यह है, कि चीन और पाकिस्तान दोनों ही इस समूह के सदस्य नहीं है, क्योंकि इस समूह में नए सदस्यों को वर्तमान सदस्यों के बीच सर्वानुमति के आधार पर शामिल किया जाता है, इसलिए हम पाकिस्तान और चीन को शुभकामनाएं देते हैं कि वह इस समूह में शामिल होने की कोशिश जरूर करें. सकारात्मक रूप से बात करते हुए, इस समूह में शामिल होना भारत के लिए एक महत्वपूर्ण सफलता है, और यह आगे आने वाली पीढ़ियों के लिए शांतिमय और सुरक्षित विश्व का निर्माण करने में सहायक होगा. आशा की जाती है,Australia Group में भारत की सदस्यता का निर्णय लेते समय, वर्तमान सदस्यों ने अप्रसार के प्रति भारत की जिम्मेदारी और गंभीरता को भली-भांति पहचाना होगा, और वह  Nuclear Suppliers group में भारत के प्रवेश का समर्थन करने के लिए प्रोत्साहित होंगे. इस बात में कोई संदेह नहीं है, इस घटनाक्रम से Nuclear Suppliers group में चीन और अलग-थलग पड़ने वाला है.

After getting entry in Missile technology Control Regime in 2016,

We all clearly remember, India gained entry in Wassenaar Agreement in December last Year.



Its matter of great joy and satisfaction, today On 19 January 2018, India formally joined Australia Group as well.



This informal group help member countries to identify those exports, which need to be controlled to stop the spread of chemical and biological weapons.



In rather simple words, This is non proliferation regime against Chemical and biological weapons.

Now, India has become member of three, out of four non proliferation regimes.



Only one regime left is Nuclear suppliers group, We all know who is blocking Indian entry there.



India has met very stringent membership criteria of Australia group. All the existing group members have  reached a consensus on admitting India.



While Entry in Australia group certainly adds a lot of strength in Indian non proliferation credentials, It also  provides India a platform to play leadership role in ensuring, that chemical and biological weapons are never allowed to fall in the hands of irresponsible elements.



In this background, You may clearly recall, that Indian army chief has recently mentioned, that One of the biggest threats India is facing today is the possibility of chemical and biological weapons falling in to hands of terrorists.



Being part of Australia group, India can contribute in making this chemical and biological weapons related non proliferation regime more effective.



Interestingly, both China and Pakistan are not part of Australia group.  Given new membership decision is taken on the basis of consensus, Now we wish Good luck to both of these nations to join Australia group.


Talking positively, Indian entry in this group is big achievement, and It will make this world a safer place for future generations.



Hopefully, Having evaluated Indian non proliferation credentials comprehensively, Australia group member countries will be encouraged to support Indian case for entry in Nuclear Suppliers group.



No doubt, In Nuclear Suppliers group  China is going to feel more isolated with this development.
