आसियान के नेताओं के साथ, वियतनाम के प्रधानमंत्री इस वर्ष के गणतंत्र दिवस समारोह में भाग लेने के लिए भारत की यात्रा पर आए थे. भारत के प्रधानमंत्री मोदी जी के साथ बातचीत के बाद, भारत और वियतनाम ने सूचना और प्रसारण के क्षेत्र में आपसी सहयोग को बढ़ाने का निर्णय लिया. इससे भी ज्यादा महत्वपूर्ण सहमति पर पहुंचते हुए, Indian Space Research Organization ने अपने remote sensing satellite के द्वारा आसियान क्षेत्र से संबंधित इकट्ठा की गई जानकारी को, वियतनाम के National Remote Sensing Department के साथ साझा करने के लिए जरूरी व्यवस्था का निर्माण किया गया. इस जानकारी से आसियान क्षेत्र के प्राकृतिक संसाधनों के दोहन, सामुद्रिक विकास और दुर्घटना और प्राकृतिक आपदा के समय सुरक्षित कार्यवाही करने में मदद मिलेगी. और भी साधारण शब्दों में, यह जानकारी चीन और दक्षिण चीन सागर से भी संबंधित होगी. वैसे तो दक्षिणी वियतनाम में भारत का Satellite tracking and imaging center एक शांति प्रिय नागरिक सुविधा है. लेकिन जैसा कि आप समझ सकते हैं, खेती वैज्ञानिक और पर्यावरण से संबंधित कार्यों में यह जानकारी महत्वपूर्ण है, लेकिन साथ ही इस जानकारी का प्रयोग करके सैन्य दृष्टिकोण से महत्वपूर्ण निष्कर्ष पर पहुंचा जा सकता है. जैसा कि दक्षिणी चीन सागर में तनाव बढ़ता जा रहा है, लंबे समय से वियतनाम आधुनिक intelligence, surveillance और reconnaissance technologies को प्राप्त करने की कोशिश कर रहा था. इसलिए भारत के साथ वियतनाम की इस सहमति के क्रियान्वन होने से चीन को बेचैनी होना स्वाभाविक है. वैसे भी इससे हमें कुछ फर्क नहीं पड़ता है, भारत और वियतनाम के ऐतिहासिक संबंध दूसरी शताब्दी से बने हुए हैं. हम तो केवल इस पुरानी मित्रता को फिर से जिंदा और मजबूत कर रहे है. इस दिशा में, पहली बार भारत और वियतनाम की सेनाएं मध्यप्रदेश के जबलपुर में युद्धाभ्यास कर रही हैं. 6 दिनों तक चलने वाली India-Vietnam Bilateral Army Exercise के द्वारा भारतीय सेना वियतनाम की सेना को संयुक्त राष्ट्र संघ कि शांति सेना के रूप में कुशलतापूर्वक काम करना सिखाएगी. अब आप देखिए, यहां पर भारत और वियतनाम के पहले युद्धाभ्यास के लिए बहुत ही सही उद्देश्य को चुना गया है. इसके कारण चीन अब सार्वजनिक तौर पर अपनी परेशानी को जाहिर नहीं कर सकता है. लेकिन एक बात तो तय है कि चीन के लोग बड़े होशियार हैं, भारत और वियतनाम के इस युद्धाभ्यास का मतलब वह समझ गए होंगे. इससे भी अधिक महत्वपूर्ण बात यह है, कि इन द्विपक्षीय सैन्य अभ्यासों से दोनों देशों की सेनाओं को आपसी अनुभव साझा करने में और मेलजोल बढ़ाने में भी मदद मिलती है. हर गुजरते हुए साल के साथ, भारत और वियतनाम के बीच व्यापक रूप से सामरिक साझेदारी और मित्रता मजबूत होती जा रही है.  भविष्य में भी, भारत को वियतनाम के साथ और जटिल और व्यापक द्विपक्षीय युद्धाभ्यास में भाग लेना चाहिए. जहां तक चीन का सवाल है, उन्हें यह बात समझ जाना चाहिए, कि भारत चीन को जवाब दक्षिणी चीन सागर में देने के लिए तैयार हो गया है. आपके विचार से, चीन का तुष्टिकरण करते हुए, क्या भारत को वियतनाम के साथ सैन्य अभ्यास नहीं करना चाहिए?

Among Asean leaders, Prime minister of Vietnam also visited India to participate in this year's Republic day celebrations.



After his interaction with Prime Minister Modi, India and Vietnam have decided to enhance cooperation in the field of information and broad casting.

More significantly, both countries have reached implementation arrangement between Indian Space Research Organization and National Remote Sensing Department of Vietnam, so that Indian remote sensing satellite data over Asean region can be shared with Vietnam.



This data will include information related to natural resources, ocean development and disaster management.



In simple words, This data will also cover China and South China Sea. Though Indian Satellite tracking and imaging center in southern Vietnam is stated to be a civilian facility. But you understand, Besides having immense use in agricultural, scientific and environmental applications, same data could also give important insights from military perspective as well.

Given that tension has been rising over South China Sea, Vietnam has long been looking for   advanced intelligence, surveillance and reconnaissance technologies.

This implementation agreement will surely irritate China.

Anyways, who cares. India and Vietnam relations go back to second century.



We are just reviving very old bond of friendship.

In this direction, For the first time India and Vietnam are holding their joint military exercise in Jabalpur Madhya Pradesh.



In The Six days long India-Vietnam Bilateral Army Exercise, Indian troops will be training Vietnamese troops for United Nations Peace Keeping Operations.



Here again, the platform for this first military exercise has been carefully chosen to prevent any opportunity for china to cry. But Chinese are intelligent enough to get the message.


More importantly, In these bilateral drills, Both armies will get invaluable opportunities for mutual interaction and sharing experience.



India and Vietnam friendship is deepening with each passing year, with Both countries having comprehensive strategic partnership.



In future, With gradually increasing level of engagement, we must continue holding bilateral military exercises.



As far as China is concerned, They should better realize, that India has started returning favor to China in its own back yard now.
