हम सभी जानते हैं, कि चीन पूरे दक्षिण चीन सागर पर अपना दावा प्रस्तुत करता है. लेकिन वियतनाम और इस क्षेत्र के अन्य देश चीन के दावे के खिलाफ अपने दावे प्रस्तुत करते हैं. हालांकि दक्षिणी चीन सागर में यातायात की स्वतंत्रता बनाए रखना और अंतर्राष्ट्रीय नियमों का पालन करवाना एक आवश्यकता है. लेकिन यह पूरा दक्षिणी चीन सागर का विवाद सिर्फ, 5 Trillion Dollars कीमत के माल को लाने ले जाने वाले समुद्री मार्ग पर नियंत्रण को लेकर नहीं है. वास्तव में, जब चीन को इस क्षेत्र में 17 Billion tons कच्चे तेल के विशाल भंडार का अनुमान लगा, तभी से इस क्षेत्र में विवाद बहुत तेजी से बढ़ चुका है. इस पृष्ठभूमि में, जब वियतनाम के भारत में राजदूत ने वियतना के समुद्र में भारत को कच्चे तेल और गैस की खोज करने और निवेश करने के लिए निमंत्रण दिया, तो चीन ने इस निमंत्रण का औपचारिक तौर पर विरोध किया. दक्षिणी चीन सागर में यदि भारत कच्चे तेल और गैस के क्षेत्र में कोई भी कार्य करता है, तो चीन ऐसी गतिविधि को अपने अधिकारों और हितों के खिलाफ मानता है. चीन ने तो भारत को धमकी भी दी है, कि यदि भारत ने ऐसा कुछ भी किया, तो इससे क्षेत्रीय स्थायित्व और शांति को खतरा पैदा हो जाएगा. अब सवाल यह उठता है, कि चीन को चिल्लाने का मौका दिए बगैर, भारत कैसे आगे बढ़ने का रास्ता निकाल सकता है. वियतनाम के प्रधानमंत्री की हाल ही की भारत यात्रा के दौरान, दोनों देश किसी तीसरे देश के साथ मिलकर त्रिपक्षीय सहयोग की व्यवस्था के अंतर्गत, वियतनाम के समुद्री क्षेत्र में कच्चे तेल और गैस से संबंधित खोज एवं निवेश कर सकते हैं. जैसा कि, भारत और रूस कुछ वर्षों पूर्व इस सहमति पर पहुंचे थे, कि दोनों देश मिलकर किसी तीसरे मित्र देश में कच्चे तेल और गैस के क्षेत्र में कार्य कर सकते हैं. इसलिए विश्वास के साथ कहा जा सकता है, यह त्रिपक्षीय सहयोग की व्यवस्था भारत वियतनाम और रूस को शामिल करती है. महत्वपूर्ण बात यह है, रूस और वियतनाम के बीच पहले से ही रक्षा क्षेत्र में बहुत अच्छे संबंध हैं. इसलिए इस त्रिपक्षीय सहयोग की व्यवस्था में काम करने के लिए रूस को तैयार हो जाना चाहिए. दक्षिणी चीन सागर में भारत के किसी भी निवेश का चीन विरोध करता है, लेकिन दक्षिणी चीन सागर में भारत और रूस के द्वारा मिलकर किए गए निवेश का विरोध करने के पहले चीन 10 बार सोचेगा. चीन अपने आप को कितना भी ताकतवर समझता रहे, लेकिन राष्ट्रपति पुतिन के रूप में वह अपना सबसे बड़ा दुश्मन तैयार करना नहीं चाहेगा. क्योंकि पहले से ही रूस और चीन के संबंध बहुत अच्छे हैं,  इसलिए यदि भारत और रूस वियतनाम के कच्चे तेल और गैस के क्षेत्र में खोज और निवेश करते हैं, तो चीन इस गतिविधि का विरोध कर पाने की हालत में नहीं होगा. अगर आप हमें अनुमान लगाने दे, तो ऐसा लगता है, कि वियतनाम के प्रधानमंत्री से इस बारे में बातचीत करने के पहले, भारत ने रूस से बातचीत करके उसे विश्वास में लिया होगा. रूस को कच्चे तेल और गैस से बड़ा प्यार है, हम यह आशा करते हैं, रूस और भारत मिलकर जल्द ही वियतनाम के समुद्र में कच्चे तेल और गैस की खोज करेंगे. इसके अलावा महत्वपूर्ण बात यह है, कि रूस की भागीदारी से इस पूरे क्षेत्र में स्थायित्व बहुत बढ़ जाएगा. भारत रूस और वियतनाम के आपस में साथ मिलकर काम करने का विचार, यह सिद्ध करता है, कि जहां चाह होती है, वहां राह भी होती है. इस बार तो मोदी सरकार ने बड़े ही कारगर तरीके का पता लगाया, अब चीन बेचैन तो हो सकता है, लेकिन कुछ कर नहीं सकता.

We all know, China claims entire South China Sea as its own, but Vietnam and other regional countries have contested Chinese claims.



While there is necessity to maintain freedom of navigation and to establish international law in South China Sea water. At the same time, we all know, this dispute is not at all about, who controls the shipping routes with traffic worth 5 Trillion Dollars .



In reality, the dispute got intensified after the Chinese estimation that South China Sea may contain huge 17 Billion tons of crude oil.



In this background, when Vietnam's Ambassador to India invited Indian investment in the oil and gas in South China Sea. China formally opposed such invitation.



China considers India playing role in oil and gas sector in South China sea, as infringement upon Chinese legitimate rights and interests in South China Sea.



They have even issued threat that any such Indian move would impair regional peace and stability.



Now, the question comes how to smartly move forward without given any opportunity for China to Cry.



During recent Indian visit of Vietnamese president, India and Vietnam agreed to enhance cooperation in the oil and gas sector through trilateral cooperation with friendly country.



Given That, few years ago India and Russia decided to collaborate in oil and gas sector in other countries.



Hence,  it can be very safely said, this trilateral cooperation will include India, Russia and Vietnam.



Very significantly, Russia and Vietnam already have very good defense relationship.



Therefore Russia should be keen to work in trilateral framework.



China can oppose Indian investment in South China Sea, but it will have to think 10 times before opposing any India Russia joint investment in South China Sea.



No matter, how much powerful China perceives itself. The last thing  China can afford is, Hostile president Putin.



Since Russia China relationship is in good phase, China would not be in a position to oppose oil and gas exploration and investment by India Russia in Vietnam's hydrocarbon sector.



If you allow us to assume, before discussing with Vietnamese Prime minister, Indian side would have taken Russian side in some sort of confidence.



Russian love for oil and gas is known to everyone, We strongly hope, India and Russia will jointly explore oil and gas in Vietnamese waters.



Moreover, Russian involvement in such projects will stabilize the South China Sea region.



Idea of India Russia and Vietnam trilateral cooperation confirms, that if something is important for you, you will find a way to get it.



This time around, Modi government seems to have found really smart way.  Now, China can only fume but do nothing.
