In the year 2015, Indian Prime Minister Modi visited Seychelles after gap of 34 years.
This long gap in the interaction at the highest level of two friendly governments shows, why extra regional powers like China have become successful in growing their influence in Indian Ocean region.
Anyways, During his visit to Seychelles, Prime minister Modi reached an agreement with Seychelles government headed by President James Michel to build infrastructure on Assumption Island.
This agreement hold immense value in Indian String of flowers policy, which is counterbalancing Chinese String of pearls in Indian Ocean. To know more about, String of flowers policy, please watch our this video.
However execution on this agreement could not start, because Seychelles parliament could not ratify the agreement.
When Danny Faure became president of Seychelles. In August 2017, due to resistance from opposition side, he decided to go back to drawing board in order to re look at the agreement.
In prompt response, Indian foreign secretary visited Seychelles to restart the discussion on the amendments to the agreement.
After long drawn negotiations, several amendments have been accepted and opposition parties in Seychelles have shown their green flag to revised agreement.
Thereafter Seychelles Cabinet approved the agreement to create a framework for both Government of India and Seychelles, to enhance military capabilities and maritime surveillance to protect Exclusive economic zone and outer islands of Seychelles, and to conduct search and rescue operations for the benefit of air and shipping traffic.
Now the process to get ratification from parliament of Seychelles will start. Given that both government and opposition have agreed on revised agreement, it should sail through parliamentary approval process.
Assuming that Parliament will ratify this solid agreement soon, India and Seychelles should not waste any time and start execution on the agreement as soon as possible.
More importantly, this revised agreement lays a framework for India about how to better engage with neighbors.
If we want to have long lasting friendly relationship, we should be ready to take part in long drawn negotiations. In addition to it, we should be flexible enough to accept the changes in order to get widest possible support.
Every effort must be made to get the full support of both government and opposition parties.
Without the support from both sides, no bilateral agreement can survive the test of time.
Hopefully, Assumption island will soon effectively become a flower of Indian String of flowers in Indian ocean region.
Please note, If Indian government had not actively renegotiated the agreement with new Seychelles government and opposition, China would certainly have come forward to grab this opportunity to use it against India.
Before applauding Indian government's approach for this revised agreement, we would like to wait, till Seychelles parliament grants formal approval.
