वर्ष 2002 में हुए गुजरात दंगों के बाद, भारत में फिलिस्तीन के राजदूत ने एक ऐसे कार्यक्रम में भाग लिया, जिसमें गुजरात में हुई हिंसा की भर्त्सना की गई थी. यासिर अराफात के नेतृत्व में फिलिस्तीन की सरकार को मजबूर करने पर, उन्होंने अपने राजदूत को भारत के आंतरिक मामलों में हस्तक्षेप करने की कोशिश के कारण वापस बुला लिया. 16 वर्षों बाद आज प्रधानमंत्री मोदी ना केवल फिलिस्तीन की यात्रा करने वाले पहले भारत के प्रधानमंत्री बने, बल्कि भारत फिलिस्तीन के संबंधों में उनके महत्वपूर्ण योगदान को देखते हुए, उन्हें फिलिस्तीन का सर्वोच्च नागरिक सम्मान "Grand Collar of the state of Palestine" भी दिया गया. प्रधानमंत्री मोदी की फिलिस्तीन यात्रा यह बात सिद्ध करती है, कि वह व्यवहारिक कूटनीति में विश्वास रखते हैं. जैसा कि भारत ने इसराइल फिलिस्तीन विवाद के समाधान के लिए Two state Solution का समर्थन किया है, लेकिन इस वक्त भारत के समर्थन का महत्व इसलिए बढ़ जाता है, क्योंकि इसराइल के प्रति सकारात्मक रुख रखने वाले मोदी जी भारत के प्रधानमंत्री हैं. जिन्होंने भारत की दशकों पुरानी विदेश नीति का पालन करने का निर्णय लिया. आप जानते हैं, प्रधानमंत्री मोदी जी ने बड़े ही साफ शब्दों में कहा है, कि भारत जल्द ही स्वतंत्र फिलिस्तीन राष्ट्र को देखना चाहता है. यहां तक कि इसराइल भी फिलिस्तीन के साथ शांतिपूर्ण ढंग से रहना चाहता है, लेकिन दोनों देशों के बीच सीमा के निर्धारण के ऊपर विवाद और बातचीत बहुत लंबे समय से चल रही है. इसके अलावा अरब देशों को सबसे पहले इसराइल एक देश के विचार को स्वीकार करना होगा. इससे कोई फर्क नहीं पड़ता, कि भारत क्या देखना चाहता है, निकट भविष्य में इस विवाद का समाधान होने की संभावना बिल्कुल भी दिखाई नहीं दे रही है. इसलिए सवाल यह उठता है, कि प्रधानमंत्री मोदी जी की फिलिस्तीन यात्रा का क्या महत्व है. बहुत से विशेषज्ञों ने इस बात का सुझाव दिया है, की यह यात्रा भारत और फिलिस्तीन संबंधों को भारत और इसराइल के संबंधों से अलग करने की कोशिश है. लेकिन दोस्तों, दो अलग-अलग यात्राओं में इसराइल और फिलिस्तीन जाने मात्र से हम अपने लक्ष्य को प्राप्त करने में कामयाब नहीं होंगे. भारत के इसराइली मित्र यह मानते हैं, की प्रधानमंत्री मोदी जी की फिलिस्तीन यात्रा फिलिस्तीन को एक सांत्वना पुरस्कार मात्र है. देखा जाए, तो भारत और इसराइल के सामरिक संबंधों की गहराई को, आदर्शवादी भारत और फिलिस्तीन के संबंधों से कोई खतरा नहीं हो सकता. हम सभी जानते हैं, एक ओर इसराइल भारत को बहुत कुछ दे सकता है, तो दूसरी ओर भारत को फिलिस्तीन को बहुत कुछ देना होगा. फिर भी फिलिस्तीन को भारत का दिया हुआ समर्थन, भारतीय राजनयिकों को अरब देशों के साथ संबंध स्थापित करने में काफी मदद करता है. इसलिए जहां तक हम देख सकते हैं, प्रधानमंत्री मोदी जी की फिलिस्तीन यात्रा को भारत और इसराइल से अपनी मित्रता को संतुलन में रखने की कोशिश नहीं माना जाना चाहिए. वास्तव में यह असंभव है, और इसके लिए कोशिश करना भी व्यर्थ है. भारत फिलिस्तीन के साथ कैसा भी व्यवहार करता रहे, जहां तक हम देख सकते हैं, इसराइल भारत का सामरिक साझेदार रहेगा. साथ ही इसराइल और फिलिस्तीन दोनों के साथ अच्छे संबंध होने के कारण, भारत इस पूरे विवाद में सकारात्मक सहयोग भी कर सकता है. लेकिन सच बात तो यह है, ऐसे प्रयत्नों में सफलता प्राप्त करना बड़ा मुश्किल है. फिर भी अच्छा करने की कोशिश करना बुरा काम नहीं होता है. दोस्तों यह चिंता करने का विषय नहीं है, कि भारत फिलिस्तीन की मित्रता भारत ओर इसराइल की मित्रता को प्रभावित कर सकती है. हमारी मित्रता इतनी मजबूत हो चुकी है, कि इसराइल के मित्र भारत की जरूरतों को बड़े अच्छे से समझते हैं. लेकिन इसका यह मतलब नहीं होना चाहिए, कि हम इसराइल की मित्रता को कम महत्व देने लगे. लंबे समय तक के लिए मजबूत मित्रता होने के लिए जरूरी है, कि हम इसराइल की जरूरतों को समझे और उनका सम्मान करें. नहीं तो जैसा हमने रूस के साथ देखा है, इसराइल भी भारत के प्रति अपना बर्ताव बदल सकता है. यदि आज रूस और पाकिस्तान एक दूसरे के मित्र बन सकते हैं, तो इस बात की संभावना से इनकार नहीं किया जा सकता, कि भविष्य में इसराइल और पाकिस्तान के बीच में किसी प्रकार के संबंध स्थापित हो सकते हैं. इसलिए हमें इस कूटनीति की राह पर बड़े ही संभल कर चलना होगा, और यह निश्चित करना होगा, कि भारत और फिलिस्तीन की मित्रता भारत इसराइल की मित्रता पर नकारात्मक प्रभाव ना डाले. आपके विचार से, क्या प्रधानमंत्री मोदी जी की फिलिस्तीन यात्रा, भारत इसराइल के संबंधों को प्रभावित कर सकती है?

After 2002 Gujarat Riots, Palestinian envoy in India attended a forum that condemned the violence in Gujarat .



Yasir Arafat led Palestine was forced to recall its envoy for attempting  to  interfere in the internal affairs of India.



16 Years later, today Prime minister Narendra Modi not only became first Indian prime minister to visit Palestine, but also he was conferred highest award of the land "Grand Collar of the state of Palestine' for his contribution to Indian and Palestine relationship.



Palestine visit of Prime Minister Modi confirms his belief in pragmatic diplomacy.



While India has always supported Two state Solution for Israel Palestine conflict. But the significance of such support grows manifold, when Pro Israel Modi led government continues the same decades old policy.



You know, Prime minister Modi has clearly said India hopes to see Independent Palestine state soon.



Even Israel wants peaceful coexistence with Palestine. But Boundary between the two states is  still subject to dispute and negotiations. More over, its Arab world which has to first reconcile with the idea of Israel.



Regardless what India want to see, The end to this whole dispute is no where in sight.



Hence, the question is what Prime Minister Modi's visit to Palestine means?



It has been widely suggested, that its part of Indian attempt to de link the relation with Israel from Indian relation with Palestine.



But friends, if you see closely, Barely by visiting Israel and Palestine in two separate visits doesn't guarantee the achievement of that goal.



Indian friends in Israel perceive Prime Minister Modi's visit  a kind of consolation prize to Palestine.



The strategic depth of India and Israel relation can never be threatened by idealistic India and Palestine relationship.



We all know, While Israel has a lot to offer for India. but India needs to offer a lot to Palestine.



Nevertheless, Indian support for the Palestinian cause awards a lot of space for Indian diplomats, while engaging with Arabian countries.



Hence, as far as we think, Prime minister modi's Palestine visit should not be seen as Indian attempt to strike a balance in between its friendship with Israel and Palestine.



Rather its almost impossible and waste of effort to even try for that.



No matter how India treats Palestine, in the foreseeable future, Isreal will remain Indian strategic partner.



However, to some extent, having good relationship with both Israel and Palestine may allow India to contribute positively in the dispute. But there is very remote possibility of success in such contributions. Nevertheless, there is no harm in hoping for the good.



Friends, there is no need to worry much about India Palestine friendship affecting India Israel friendship.



Our friendship has matured enough that Israeli people understand Indian needs very well. This should not mean that we should start taking Israel for granted. In order to have long lasting deep bond of friendship, we need to respect and respond to Israeli needs as well.



Else we have seen in the case of Russia, It wont take a lot for Israel to change its attitude towards India. If Russia can now have friendship with Pakistan, lets not rule out the possibility of some  sort of engagement in between Israel and Pakistan also.



Hence, its delicate diplomacy going on, we only wish that Indian friendship with Palestine doesn't harm Indian friendship with Israel.
