नमस्ते दोस्तों, Real Quick Info  चैनल पर आपका स्वागत है. अब आज के विषय के बारे में बात करते हैं.

जैसा कि हम सभी का ध्यान म्यांमार की रोहिंग्या समस्या पर था, लेकिन म्यांमार में शांति की स्थापना के लिए, जापान जो गंभीरता पूर्वक काम कर रहा है, उस पर किसी का ध्यान नहीं गया. आपको जानकर खुशी होगी, म्यांमार में शांति की स्थापना के लिए जापान ने विशेष प्रतिनिधि नियुक्त किया है, जिसने पिछले 5 वर्षों में बिना थके 15 अल्पसंख्यक आतंकवादी समूह के साथ, म्यानमार में युद्ध विराम की स्थापना के लिए सहमति बनाने पर बातचीत की है. 15 समूह में से,8 समूह ने इस सहमति को स्वीकार कर लिया है. और 2 समूह जल्दी ही इस सहमति को स्वीकार करने वाले हैं. लेकिन अल्पसंख्यकों के 5 समूह ने इस युद्धविराम की सहमति के प्रति बिल्कुल भी सकारात्मक रुख नहीं अपनाया है. इन पांचों समूह पर चीन का बड़ा प्रभाव है. वैसे तो चीन दुनिया को दिखा रहा है, जैसे वह म्यानमार की मदद करने की कोशिश कर रहा है, लेकिन वास्तव में इसके ठीक विपरीत काम कर रहा है. अभी युद्ध में अपनी ही गलतियों  से फंसा हुआ अमेरिका बुरी तरह से व्यस्त है, उसके पास म्यांमार के ऊपर समग्र रूप से रणनीति बनाने का कोई समय भी नहीं है. इसलिए भारत के पास एक अवसर आया है, इसका लाभ उठा कर वह म्यांमार में शांति की स्थापना के लिए सकारात्मक सहयोग कर सकता है. अब तो जापान भी भारत से सक्रिय होकर काम करने का आवाहन कर रहा है. अगर भारत ने अपनी भूमिका ढंग से अदा नहीं की, तो चीन निश्चित रूप से म्यांमार के ऊपर अपनी पकड़ मजबूत करते हुए,  आगे आने वाले कई वर्षों तक म्यांमार को अपने प्रभाव क्षेत्र में ले लेगा. इससे भी ज्यादा महत्वपूर्ण बात यह है, म्यानमार को लेकर भारत और जापान के बीच समन्वय का अभाव है. इसलिए  म्यांमार में शांति की स्थापना के लिए, भारत को जापान के साथ मिलकर व्यापक रणनीति को तैयार करने की आवश्यकता है. लोकतांत्रिक देश होते हुए, भारत और जापान की नैतिक जिम्मेदारी है, कि वह म्यांमार में लोकतंत्र को मजबूत बनाने के लिए पूरा सहयोग दें. वास्तव में आर्थिक प्रतिबंध और अलग-थलग करने की कोशिश के बजाय, म्यांमार का प्रशासन सहायता और सहयोग चाहता है. जब सभी अल्पसंख्यक समुदाय युद्ध विराम की सहमति को स्वीकार कर लेंगे, तो जापान 100 मिलियन डॉलर की धनराशि पुनर्वास के कार्यक्रमों के लिए दे सकता है. विचार बड़ा ही साधारण है, शांति की स्थापना के लिए आपस में बातचीत करने के लिए दोनों समुदायों के लिए, हमें कुछ ना कुछ लाभ की स्थिति प्रस्तुत करनी होगी. इस बात में कोई संदेह नहीं है, कि चीन के पास बड़ी मात्रा में धन है. और वह इस धन का प्रयोग म्यांमार में आतंकवादियों के सबसे बड़े समूह को सहायता देने में कर रहा है. चीन दोनों पक्षों के साथ मिलकर काम करना चाहता है, ताकि तीसरे पक्ष के रूप में वह इस पूरे विवाद का एक हिस्सा बन सके. लेकिन समस्या यह है, कि चीन की कोशिश किसी भी तरह से म्यांमार में लंबे समय तक शांति की स्थापना करना नहीं है. श्रीलंका का उदाहरण लेते हुए, चीन  म्यांमार के तनावग्रस्त Rakine  प्रांत में, 7 बिलियन डॉलर का निवेश करके गहरे पानी में बंदरगाह का निर्माण कर रहा है. आप इतने समझदार हैं, कि आपको पता होगा, म्यांमार के हिसाब से, इस बंदरगाह का भविष्य क्या होने वाला है. ऐसा नहीं है, कि म्यांमार के नेतृत्व को चीन की चाल समझ नहीं आ रही है, समस्या इस बात की है, पूरा विश्व  म्यांमार को चीन की तरफ धकेल रहा है, ताकि वह चीन से समस्या के समाधान की अपेक्षा करे. कोई बात नहीं, वक्त की मांग यह है, कि भारत जापान के साथ गंभीरतापूर्वक काम करते हुए म्यांमार के संबंध में एक व्यापक रणनीति तैयार करे. वास्तव में भारत और जापान के सामरिक हित समान है, इसलिए यह दोनों देश सामरिक मित्र बन सकते हैं. आपके विचार से, म्यांमार में भारत की क्या भूमिका होनी चाहिए?

While a lot of focus has been on Rohingya crisis in Myanmar,  Effectively No attention has been paid to the role, Japan has been silently playing in establishing peace in Myanmar.
You know, Japanese Special envoy  for national reconciliation in Myanmar has been tirelessly working for last five years, to persuade Myanmar's 15 minority insurgency groups to sign a national ceasefire agreement.

Out of 15 groups, 8 have already signed and two of them are expected to join it very soon. Interestingly, five minority groups under Chinese influence have not shown any inclination to join ceasefire agreement.

While China is showcasing itself helping Myanmar, on the contrary its doing exactly opposite.

Right now, America seems to have its plate too full to even figure out proper strategy for Myanmar.

Hence, vacuum has been created, India do have opportunity to positively contribute in Myanmar. Now even japan wants India to play more proactive role there.

If India doesn't step up, china is going to occupy the entire space, and establish its solid influence over Myanmar for many years to come.

More importantly, there is lack of co-ordination in between India and japan, so far as Myanmar is concerned.

Hence India needs to figure out comprehensive strategy to work with Japan in establishing peace in Myanmar.

Being democratic nations, it is moral obligation of both India and japan to facilitate path to democracy in Myanmar.

the current establishment in Myanmar needs support and assistance not sanctions and isolation.

Once all minority ethnic groups sign the pact, Japan is ready to provide rehabilitation assistance worth $100 Million.

The idea is rather simple, offer incentive for both parties to come to the dialogue table and find solution.

No doubt, china has lot of money, but its more interested in providing the assistance to biggest armed groups in Myanmar.

Chinese idea is to have engagement with both parties so as to effectively become a third party in the whole dispute.  But the problem is, China is least interested in finding the lasting peace.

Following pattern of Sri Lanka, China is even investing around 7 Billion dollars in building deep water port in restive Rakine province of Myanmar. you are intelligent enough to figure out future of this port from Myanmar's perspective.

Its not that leadership in Myanmar doesn't understand Chinese design, the issue is world community is pushing them towards China for finding the solution.

Anyways, need of the hour for India is to work closely with Japan to figure out joint proactive strategy for Myanmar. India and Japan share strategic objectives in Myanmar and we should have strategic partnership.
