You know, each year, three times meeting for this task force is organized.
last year in November, away from public eyes, India put serious efforts to put Pakistan on this watch list, but China successfully blocked Indian move.
At that time, Pakistan was asked only to take action against Global terrorist like Hafiz Saeed and their organizations.
After Three months, in February 2018, US led move was subjected to first round of voting after initial discussion.
Since, support from at least three nations is required to block the move in this organization. Hence Motion against Pakistan was defeated in first round of voting.
So if you see, foreign minister of Pakistan was right, when he tweeted to thank friendly nations for supporting Pakistan.
But his tweet alerted India and US, who launched renewed effort. Citing the example of tweet from foreign minister of Pakistan, which was confirming Pakistan's lack of seriousness against terror financing, America immediately introduced another fresh proposal for discussion.
In order to get the motion passed, US worked with Saudi Arabia and Turkey. Significantly India dealt with China alone.
While America was able to convince Saudi Arabia. Indian diplomats were able to strike deal with Chinese team.
As per this deal, China was to remain silent during second round of discussion, and India is to support China for its greater role in this organization.
Here if you see, Chinese are pure businessman, the moment they got the desired deal, they conveniently forgot their all weather friendship with Pakistan.
Indian diplomatic efforts were coordinated from New Delhi, and demonstrate the new confidence in dealing with China.
Thus, second round of voting led to US led motion being accepted.
Even Financial adviser to the prime minister of Pakistan, who was leading the Pakistan's diplomacy to defeat the US sponsored motion, has confirmed the passage of US led motion in an extraordinary second vote .
Now Pakistan is set to be on terror financing watch list in June meeting. Technically, right now Pakistan is undergoing review process, Hence its name is obviously missing from the watch list issued yesterday.
Now Government of Pakistan will work with Financial Action Task force to build an action plan to plug the identified deficiencies in Pakistan's financial system .
If the action plan is approved in June session, the implementation on the action plan would start, and it will be monitored as well.
If action plan is not approved or Pakistan doesn't cooperate in the implementation, it will be black listed by Financial Action Task force. Right now, only Iran and North Korea are blacklisted countries.
You know, its not Indian goal to punish Pakistan, rather our goal is to make Pakistan correct its course. Though there is very little possibility that Pakistan will change its attitude, yet Its worth the effort for India to make Pakistan pay the price for non compliance of global financial standards.
But the biggest lesson we learn from this whole episode is, we should avoid premature celebration. if Pakistan's foreign minister had not tweeted after first round of vote, Second round of vote might not have happened.
We need to be very much active in June session as well, else whatever progress we have made in this February session will be wasted. You know, next time, Pakistan will also make forceful attempt.
