We all know, There is privileged strategic partnership in between India and Russia.
Since the early 1960s, India has been buying defense equipment from Russia, so much so that 60 percent of Indian defense equipment have Russian origin.
Thanks to status of Worlds largest Arms importer, India has paid 45 Billion Dollars to Russia. Right now, Russia has Indian orders worth 4 Billion Dollars.
Despite paying such a huge amount of money, India shamefully forgot including After sales service, while granting lucrative contracts to Soviet Union and Russia.
No wonder, Critically important platforms like Sukhoi 30 MKI, Mig 29 and Mi 17 helicopters are suffering from non availability of parts.
Whats making matter worse is, Rather than buying spare parts from Original Equipment Manufacturers, India is buying them from countries like Bulgaria, Ukraine and Egypt.
Obviously, Equipment doesn't function properly when fitted with these spares and India ends up raising issue in front of Russia.
Talking in rather direct words, Service and maintenance of Russian defense equipment is in big mess involving corruption.
Since its necessary to fix this issue, India has been in discussion with Russia with respect to After sales Service.
Russian firms are ready to set up facilities in India to manufacture spare parts. The idea is to build network of after sale service centers to ensure timely availability of spare parts.
But Russian firms obviously want guarantee of orders.
As far as we think, its very obvious for Russian firms to have clear demand visibility before investing in ensuring supply of spare parts.
In fact, no defense firm will set up facilities in India without confirm orders under Make In India Initiative.
It would be foolish to focus on acquiring new defense platforms, without fixing the service and maintenance issues related to defense platforms, which are already in use.
So far as we think, As long as Indians are employed in these facilities, Russian offer makes sense.
