इन Flying tanks की मदद से अफगानिस्तान की सेना ने आतंकवादियों के खिलाफ प्रभावी ढंग से हमला बोला.
लेकिन जरूरी कलपुर्जों के अभाव में, इनमें से कुछ ऍम आई 24 helicopters उड़ने के काबिल नहीं रहे.
इस प्रकार अफगानिस्तान की आतंकवादियों से लड़ने की क्षमता में कमजोरी आ गई.
हालांकि भारत अफ़ग़ानिस्तान के लिए used चार ऍम आई 24 helicopters के रखरखाव और कलपुर्जों को इकट्ठा करने की कोशिश कर रहा है. इसी बीच एक विशेष घटनाक्रम के अंतर्गत, बड़े ही स्वाभाविक कारणों से, दुनिया की नजरों से दूर, भारत बेलारूस और अफगानिस्तान एक त्रि पक्षीय सहमति पर पहुंचे.
जिसके अनुसार बेलारूस अफगानिस्तान को चार refurbished gunship helicopters ऍम आई 35 बेचेगा. लेकिन अफगानिस्तान की तरफ से इनकी कीमत भारत अदा करेगा .
कृपया ध्यान दीजिये , ऍम आई 24 attack helicopter जब निर्यात किया जाता है, तो उसे ऍम आई 35 helicopter कहा जाता है.
अपनी पिछली गलतियों से सीखते हुए, हम आशा करते हैं, लंबे समय के लिए इन ऍम आई 35 helicopter के रखरखाव और कलपुर्जों की व्यवस्था करने के लिए तीनों देश इस बार एक सहमति पर जरूर पहुंचे होंगे.
भविष्य में, कलपुर्जों के अभाव में इन mission critical flying tanks को जमीन पर नहीं रखा जा सकता है.
इससे भी अधिक महत्वपूर्ण बात यह है, पाकिस्तान के द्वारा अफगानिस्तान में भारत की किसी भी भूमिका को स्वीकार ना करने के संदर्भ में, यह मेल जोल सिद्ध करता है, की भारत और अफगानिस्तान सामरिक रूप से इस मित्रता के प्रति कटि बद्ध है.
भारत में अफगानिस्तान के राजदूत ने एक बहुत ही संतोष प्रद वक्तव्य दिया है. जिस प्रकार अफगानिस्तान के कहने पर पाकिस्तान चीन से अपनी दोस्ती नहीं तोड़ सकता है. उसी प्रकार पाकिस्तान के कहने पर अफगानिस्तान भारत के साथ अपनी दोस्ती नहीं तोड़ सकता है.
यह वक्तव्य एक संप्रभुता वाले राष्ट्र के राजदूत का है. जो किसी भी अन्य विदेशी ताकत को अपने अधिकार नहीं दे सकता है.
जब तक अफगानिस्तान भारत की दोस्ती को महत्व देता रहेगा, तब तक अपनी सीमाओं के अंदर रहते हुए, हम अपने अफगान भाइयों को हर संभव मदद देते रहेंगे.
आप जानते होंगे, अफगानिस्तान में उपयोग किए जाने वाले रूस की ऍम आई 17 ट्रांसपोर्ट helicopter बहुत पुराने हो चुके हैं. उनके स्थान पर उपयोग किए जाने के लिए अमेरिका ने 159 refurbished Black Hawks अफगानिस्तान को देने का निर्णय लिया था. पिछले साल सितंबर महीने में, अफगानिस्तान ने ऐसे चार medium utility ट्रांसपोर्ट helicopters प्राप्त भी कर लिए है.
हम में से कई लोगों को भारत के द्वारा चार refurbished ऍम आई 35 helicopter अफगानिस्तान को दिए जाने को एक छोटा और अपर्याप्त कदम मान सकते हैं. लेकिन यदि आप refurbished Black Hawks के साथ इन्हें देखें, तो आप पाएंगे, कि यह attack helicopters निश्चित रूप से Afghanistan Air force को एक सक्षम और टिकाऊ वायु सेना बनाने में मदद करेंगे. जो कि भविष्य में तालिबान आतंकवादियों के खिलाफ कार्यवाही करने वाली मुख्य शक्ति बनने वाली है.

You may recall, By the end of year 2016, India donated four used M I 24 helicopters to Afghanistan.
This was the first time India supplied any lethal military equipment to war torn friendly country.
These Flying tanks have made a big difference in the offensive against terrorism.
However, due to lack of spare parts, few of these M I 24 helicopters have already been grounded.
Thus Leaving behind a gap in Afghanistan's offensive capability to fight against terrorists.
While India continue to work on the plan to repair and refurbish these M I 24 helicopters.
In a major development, For very obvious reasons, away from Public eyes, India Afghanistan and Belarus have signed tri lateral memorandum of understanding.
Now, Belarus will supply four refurbished gunship helicopters M I 35 to Afghanistan and India will pay on behalf of Afghanistan.
Please note, M I 35 is export version of M I 24 attack helicopter.
Learning from mistakes in the past, we assume the issue for long term repair and maintenance is taken care of in this MOU.
The non-availability of spare part must not again ground these mission critical flying tanks.
What is more important, this transaction once again confirms strategic commitment in the friendship of India and Afghanistan, in the light of continuous insistence from Pakistan's side for zero Indian role in Afghanistan.
As per satisfying comment of Afghanistan's ambassador to India. When Pakistan cannot accept Afghanistan's demand to cut its ties with China, In the same way Afghanistan cannot accept Pakistan's demand to cut ties with India.
This statement reflects the stand of a sovereign nation, which will never surrender its rights to any foreign authority.
As long as, Afghanistan remains committed to India, Within our means, we will continue to provide all kinds of help to our Afghan brothers.
You may know, As a replacement of ageing fleet of Russian M I 17 Transport helicopter, America has started supply of total 159 refurbished Black Hawks to Afghanistan. Last year in the month of September Afghanistan received 4 such medium utility transport helicopters.
To many of us, this supply of four refurbished M I 35 helicopter looks very small and insufficient step. Along with Black Hawks, if you look from holistic viewpoint, these attack helicopters will certainly help in creating capable and sustainable Afghanistan Air force, which is supposed to act as central force to contain Taliban insurgency.
As per your views, Rather than supplying lethal military equipment, Should India continue to provide economic and infrastructural support to Afghanistan.
