लेकिन अभी भारतीय सेना 17 Service commands में बटी हुई है, जिसमें सात थल सेना के लिए, सात वायुसेना, और 3 भारतीय नौसेना के लिए Service commands हैं.
अगर भारतीय सुरक्षा के लिए कोई चुनौती पेश की जाती है, तो संबंधित Service command अपने नेतृत्व के अंतर्गत काम करती है. और अन्य Service command से सहायता की उम्मीद रखती है.
लेकिन चुनौती का सामना कर रही सभी Service commands के बीच समन्वय के अभाव के कारण, भारतीय सेना दुश्मन को मुंहतोड़ जवाब समय पर नहीं दे पाती है.
भारत ने आज तक जितने भी युद्ध लड़े हैं, उन सभी ने हमें एक ही बात बार-बार सिखाई है.
सेनाओं के सर्वोच्च स्तर पर एक संयुक्त नेतृत्व के निर्माण की अत्यधिक आवश्यकता है. जो कि सेना के सभी अंगों के बीच योजना के निर्माण, इंटेलिजेंस और force allocation के बारे में अंतिम निर्णय ले सके.
कहने की जरूरत नहीं है, युद्ध क्षेत्र में यह बेहतर मॉडल कारगर साबित होगा.
साथ ही, चीन और पाकिस्तान को मिलाकर कुल 70 देशों ने, सेना के सभी अंगों के बीच इस संयुक्त नेतृत्व के मॉडल को अपनाया है.
संयुक्त नेतृत्व या Chief of Defense Staff को आप भूल जाइए, अभी तक भारत के पास सिर्फ दो joint commands है. जिसमें से एक Andaman और Nicobar के लिए, और दूसरी सामरिक command परमाणु हथियारों के नियंत्रण और प्रयोग के लिए है.
दुख देने वाली बात यह है, Andaman और Nicobar के लिए joint command का गठन वर्ष 2001 में किया गया था. लेकिन पिछले लंबे समय अंतराल के दौरान जमीनी स्तर पर कुछ भी नहीं किया गया.
हिंद महासागर में हमें जिस प्रकार की चुनौतियों का सामना करना पड़ रहा है, उनका सामना करने के लिए, हमें सेना के तीनों अंगों के बीच मिलकर काम करने की शक्ति का विकास करना अति आवश्यक हो गया है.
अच्छी बात यह है, मोदी सरकार ने देर से ही सही लेकिन अच्छा निर्णय लिया है.
अब नीति में परिवर्तन किया जा रहा है, जिससे केवल एक अधिकारी Andaman और Nicobar के लिए joint command का नेतृत्व करेगा, और सेना के तीनों अंग उसके आदेश का पालन करेंगे. इस अधिकारी को authority और power देने के लिए, नियमों में जरूरी परिवर्तन किए जा रहे हैं.
देखा जाए तो, Andaman और Nicobar के लिए joint command को प्रभावी बनाने का सबसे बड़ा कारण हिंद महासागर में चीन की बढ़ती हुई शक्ति का सामना करना है.
यदि हम अभी Chief of defense staff की नियुक्ति नहीं कर पा रहे हैं, तो कम से कम हमें अपनी सभी service commands को उपयुक्त तरीके से जल्दी ही joint theater commands में बांट देना चाहिए.
जैसा कि कहा जाता है, सर्वोत्तम तरीके को अच्छे तरीके का दुश्मन नहीं बनाना चाहिए. Chief of defense staff पद के निर्माण में हमने बहुत लंबा समय व्यर्थ ही गवा दिया है.
लेकिन ध्यान देने योग्य बात यह है, की देर-सवेर हमें Chief of defense staff पद का निर्माण करना ही होगा.
अभी हाल फिलहाल Andaman और Nicobar के लिए joint command को प्रभावी बनाने के सफल परिणाम से, भारतीय राजनीतिक नेतृत्व और नौकरशाही की Chief of defense staff पद को बनाने को लेकर हिचकिचाहट को दूर करने में मदद मिलेगी.

We all appreciate the need for joint planning and conducting operations by the combined might of Indian Army, Navy and Air Force.
However, right now, India has total 17 Single commands including 7 for Army, 7 for Air Force and 3 for Navy.
If a challenge is posed to Indian security, the relevant service command works under its own operational control.
Due to lack of coordination with other service commands, Indian armed forces are not able to provide forceful response in time.
Each war, which India has fought, has taught us same lesson again and again.
At the very top, There is need to create joint leadership, which will be final authority in terms of operational planning, intelligence and force allocation.
Needless to say, this optimized model will deliver remarkable results in the battlefield.
Moreover, over 70 nations including China and Pakistan have already adopted this joint leadership model.
Forget about Joint leadership, or Chief of Defense Staff, Right now, India has only two joint commands for Andaman & Nicobar and Strategic forces command to handle nuclear weapons.
Sadly, Joint command theater for Andaman & Nicobar was created in the year 2001, however, nothing much has happened on the ground till now.
The kind of challenge, we face in Indian ocean requires no brain to have joint operational control there.
Thankfully, Modi government has taken this late but right decision now, by changing the policy to appoint a single officer, who will exercise direct command over three services. To grant him authority and power, necessary changes in the rule book are being made.
This policy change has been done to operationalize Andaman & Nicobar joint command, which will have to face Chinese might in Indian Ocean.
Even if, we don’t appoint Chief of defense staff any time soon, In the optimum manner, we should realign our services commands into joint theater commands soon.
As it is said, let’s not make best the enemy of good. We have wasted so many years to create the post of Chief of defense staff.
However, somewhere in future, we will have to create this joint command at the top. For now, this successful experiment at Andaman & Nicobar joint command will only reduce the hesitation in political and bureaucratic leadership to move in that direction.
