आपको शायद याद हो, वर्ष 2009 में भारत ने $2.9 Billion की कीमत पर अमेरिका से आठ anti-submarine Poseidon- 8 I air crafts खरीदे थे.
और इसके बाद follow up order के अंतर्गत, वर्ष 2016 में भारत ने $1 Billion की कीमत पर, अमेरिका से Poseidon-8 I long-range maritime surveillance और anti-submarine warfare aircrafts खरीदे.
इस प्रकार $3.9 Billion कि भारी कीमत अदा करने के बाद, भारत के पास बारह Poseidon-8I air crafts की छमता आ गई.
इसके अलावा, $2 Billion की deal के अंतर्गत, भारत अमेरिका से 22 unarmed Guardian drones खरीदने के लिए बातचीत कर रहा है.
अब आप देखिए, अगर हम surveillance Guardian drones खरीद भी लेते हैं, तो यह drone anti-submarine Poseidon 8I air craft के साथ communicate नहीं कर पाएगा.
इस प्रकार हम ने अमेरिका से अत्याधुनिक रक्षा उपकरण खरीदने के ऊपर जो बहुत अधिक धन खर्च किया है, उसकी उपयोगिता और प्रभाव पर ही सवाल लगने लगे हैं.
वास्तव में Sea Guardian drone को इस प्रकार डिजाइन किया गया है, कि यह स्वाभाविक रूप से Poseidon air craft के साथ मिलकर काम कर सकता है. लेकिन इतने महत्वपूर्ण भारत के दो defense platforms के बीच Data link स्थापित नहीं की जा सकती, ताकि यह दोनों उपकरण real time में एक दूसरे से बातचीत करके संवेदनशील सूचना का आदान प्रदान करते हुए, विशाल हिंद महासागर में उभरते हुए किसी भी खतरे से निपटने के लिए तेजी से जवाब दे सके.
इसका सीधा सा कारण है, कि भारत ने अभी तक अमेरिका के साथ Communications Compatibility and Security Agreement पर हस्ताक्षर नहीं किए हैं.
Poseidon air crafts और भारतीय नौसेना के लड़ाकू विमानों के बीच सूचना के आदान प्रदान के लिए अलग से Data link का विकास किया गया. इस तरह से अपने लिए विशेष integration solution का विकास करने के ऊपर बहुत ज्यादा धन खर्च हो जाता है. दोस्तों इस सहमति के अभाव में, भारत को जरूरत से अधिक धन खर्च करना पड़ रहा है.
अगर भारत Communications Compatibility and Security Agreement का हिस्सा नहीं है, तो अमेरिका भारत को इंटरनेट पर काम करने वाले critical, secure और encrypted रक्षा प्रौद्योगिकी और उपकरण नहीं बेच पाएगा.
बिना इस Agreement में शामिल हुए, भारत को unarmed Guardian drones प्राप्त नहीं होंगे, और आइए हम armed MQ-9 Reaper drones को भी भूल जाते हैं.
आप जानते हैं, भारत पहले से ही अमेरिका का major defense partner है, और हमारे बीच logistics framework agreement भी काम कर रहा है. लेकिन लंबे समय से इस नई सहमति के बारे में भारतीय प्रशासन के मन में डर बना हुआ है.
पहले का UPA प्रशासन भारत को अमेरिका के एक सहयोगी के रूप में नहीं दिखाना चाहता था.
दोस्तों इस प्रकार प्रभावी ढंग से धन और रक्षा क्षेत्र का management किए बिना, प्राथमिकता Image management को दी गई.
इसके अलावा एक वास्तविक डर यह भी है, कि भविष्य में भारत को रक्षा उपकरण बेचने में रूस को परेशानी होगी. कहने की जरूरत नहीं है, हमारे ज्यादातर पुराने रक्षा उपकरणों को रूस से ही खरीदा गया है.
लेकिन इसी बीच, बिना समग्र दृष्टिकोण से सोचे, हम लगातार अमेरिका से आधुनिक हथियार खरीदते रहे.
लेकिन दोस्तों समय आ गया है, कि हम भविष्य की ओर देखें.
हम जी चाहे कितने भी रक्षा उपकरण खरीद सकते हैं. लेकिन जब तक यह नए आधुनिक रक्षा उपकरण पूरे सिस्टम के साथ कम्यूनिकेट नहीं कर पाएंगे. तब तक हम जो बहुत अधिक मात्रा में धन खर्च कर रहे हैं, उससे हमें प्रभावी परिणाम प्राप्त नहीं होंगे.
धन्यवाद देने वाली बात यह है, भारत के राष्ट्रीय सुरक्षा सलाहकार की अमेरिकी यात्रा के बाद, दोनों देशों के बीच Communications Compatibility and Security Agreement को लेकर सहमति अंतिम चरण तक पहुंच गई है. अब तो देखते हैं, क्या राजनीतिक स्तर पर शक्तिशाली नेतृत्व क्षमता दिखाते हुए, मोदी सरकार के अंतिम वर्ष में भारत और अमेरिका के बीच दोस्ती के मील के पत्थर के रूप में, इस नई सहमति पर हस्ताक्षर होते हैं, या नहीं.

You may recall, back in the year 2009, India ordered 8 anti-submarine Poseidon- 8 I air crafts at the cost of $2.9 Billion.
As a follow up order, for $1 Billion, India is getting additional four Poseidon-8I long-range maritime surveillance and anti-submarine warfare aircrafts.
At the huge total cost of $3.9 Billion, we will have 12 Poseidon-8I air crafts.
In addition, On $2 Billion deal, India is in discussion with America to buy 22 unarmed Guardian drones.
Now consider this, Even if we buy surveillance Guardian drones, they will not be able to communicate with anti-submarine Poseidon 8I air craft.
Thus putting the question mark on the very effectiveness of Billions of Dollars we are spending on buying American sophisticated defense equipment.
Though Sea Guardian drone is originally designed to work with Poseidon air craft, yet Data link cannot be established in between these two defense platforms, to share sensitive data in real time to immediately respond to any threatening scenario in the wast Indian ocean.
The reason for this is, India has not signed Communications Compatibility and Security Agreement with America.
For sharing information in between Poseidon and Indian Navy air crafts, the Data link has been built separately, but the cost of building that customized integration solution is very high. Yes, in the absence of this agreement, we end up spending more money.
Without being part of Communications Compatibility and Security Agreement, America cannot sell internet based critical, secure and encrypted defense technologies and equipment to India.
Without this agreement, India will not get unarmed Guardian drones, lets also forget armed MQ-9 Reaper drones.
You know, India is major defense partner of America, and we already have logistics framework agreement with them. However, there have been fears about this new agreements, because previous UPA regime didn’t want to make India look like an American ally.
The priority was given to Image management over to effective money & defense management.
There is also fear that such move will make Russia uncomfortable to sell defense equipment’s to India in future. Needless to say, majority of our existing defense platform have Russian origin.
Meanwhile, We continue to buy American weapons without thinking in holistic manner
But friends time has come, we got to look at future.
We can buy as many defense equipment as we want. if these are not integrated in the whole system, We will never get the value out of the money, we have spent.
Thankfully, After the American visit of Indian National security advisor, Communications Compatibility and Security Agreement has almost reached in final stage. Now the strong political will is needed to sign this agreement. Let’s see, if India signs this foundational agreement with America in the last year of Modi government.
