आपको याद होगा, वर्ष 2014 में भारत ने जापान से यू एस टू एम्फीबियन एयरक्राफ्ट खरीदने के लिए बातचीत शुरू की थी.
कहने की जरूरत नहीं है, बहुत कम दूरी का उपयोग करते हुए यह हवाई जहाज लंबी दूरी के लिए उड़ान भर लेते हैं. और यह एयरक्राफ्ट भारतीय नौसेना की गश्त लगाने, तलाश और बचाव कार्यक्रम करने की क्षमता में बहुत अधिक इजाफा कर देंगे.
इन एयरक्राफ्ट का सैन्य और आम लोगों के लिए बहुत अधिक उपयोग हैं. और इसी कारण इनको अंडमान और निकोबार द्वीप समूह पर तैनात किया जाएगा.
4 साल बीत चुके हैं, लेकिन यह सौदा निष्कर्ष पर नहीं पहुंच सका है. इसके पीछे, इस एयरक्राफ्ट की ऊंची कीमत, और जापान की भारत के साथ आधुनिक प्रौद्योगिकी साझा ना करने की इच्छा, जैसे प्रमुख कारण है.
जैसा कि जापान 12 बने-बनाए हवाई जहाज बेचते समय, भारत को 10% डिस्काउंट देने को तैयार है, जिससे यह सौदा लगभग 1.3 बिलियन डॉलर का पड़ेगा,
लेकिन भारत 18 ऐसे और हवाई जहाजों का निर्माण भारत में ही करवाना चाहता है.

महिंद्रा डिफेंस का पूरा ध्यान इन यू एस टू एम्फीबियन एयरक्राफ्ट के मेंटेनेंस रिपेयर और ऑपरेशन से संबंधित सेवाओं पर होगा. साथ ही वह हवाई जहाज के लिए महत्वपूर्ण कल पुर्जों का उत्पादन करेगा, और विभिन्न स्ट्रक्चरल पार्ट्स को मिलाकर पुरे हवाई जहाज की असेंबली करने का काम भारत में करेगा.
यह भागीदारी सामरिक दृष्टिकोण से की गई है, और भविष्य में यू एस टू एम्फीबियन एयरक्राफ्ट के और अधिक उन्नत रूपों को बनाने में दोनों कंपनियां मिलकर काम करेंगी.
इस परिदृश्य में, आशा की जाती है, कि भारत और जापान जल्द ही इस संबंध में मोल भाव को समाप्त कर लेंगे.
जहां तक हम समझते हैं, जापान को इस सौदे के संदर्भ में सिर्फ व्यापारिक दृष्टिकोण से नहीं सोचना चाहिए. अगर भारत के पास ऐसा सामरिक एम्फीबियन प्लेटफार्म आ गया, तो भारत अकेले पूरे हिंद महासागर में यातायात की स्वतंत्रता बनाए रखेगा, और अंतरराष्ट्रीय नियमों का पालन निश्चित करेगा.
वर्तमान वैश्विक राजनीति में, भारत और जापान जैसे दो लोकतांत्रिक राष्ट्रों के पास एक दूसरे का सहयोग करने के अलावा और कोई रास्ता नहीं है.
इस संदर्भ में मोदी सरकार पर हमला बोलते हुए, भारतीय विपक्ष की पार्टियों को थोड़ी गंभीरता से विचार करना चाहिए.
जबकि शिनमेवा कंपनी भारत में अपने भागीदार को चुनने के लिए पूरी तरह से स्वतंत्र थी.
फिर भी रफाल के सौदे की तरह, भारत की विपक्षी पार्टियां यह कह सकती हैं, कि आखिर महिंद्रा डिफेंस को ही क्यों चुना गया.
इस प्रकार के बिना विचारे आरोप लगाने से उनको कुछ और वोट तो मिल जाएंगे, लेकिन लंबे समय के लिए उनका ऐसा गैर जिम्मेदाराना व्यवहार पूरे भारत के लिए नुकसानदायक होगा.
4 वर्षों के लंबे मोल भाव के बाद, जिस किसी भी कीमत पर भारत और जापान इस सौदे को निष्कर्ष पर ले जाने के लिए सहमत होते हैं.
हमें तब तक उसका स्वागत करना चाहिए, जब तक इस सौदे में ईमानदारी पर शक करने के लिए बहुत ही मजबूत सबूत सामने ना आ जाए.
यह बहुत ही सुखद अनुभव है, भारत की निजी क्षेत्र की कंपनियां चुनौती को स्वीकार कर रही हैं, और रक्षा क्षेत्र में दुनिया की मानी हुई कंपनियों के साथ भागीदारी स्थापित कर रही हैं.

You may recall, India and started negotiations to buy Japanese US 2 Amphibian aircraft in the year 2014.
Needless to say, Short take off capable long range ShinMaywa US-2 Amphibian aircraft would add to critical search-and-rescue capability of Indian navy.
Having immense civilian and military utility, These Amphibian aircraft may be stationed at Andaman and Nicobar Islands.
However, four years have elapsed, but deal could not be concluded due to high cost and Japan's rigid stance against sharing advanced technology with India.
While Japan was ready to provide 10 percent discount for 12 off the shelf aircraft at the price of 1.3 Billion Dollars.
However, India has been looking for 18 more such aircrafts to be made in India.
In this background, Making significant progress, Japanese aircraft maker ShinMaywa has selected Mahindra Defense as local Indian Partner.
Mahindra defense will be focusing on Maintenance, repair and operations services and will also undertake manufacturing, assembling of structural parts and components of US-2 amphibian aircrafts.
This partnership is more of strategic in nature, Mahindra defense will in fact remain partner for the future versions of US 2 amphibian aircrafts.
Now, in the current Indo pacific scenario, Hopefully, India and Japan may soon conclude the detailed negotiations.
As far as we understand, Japan should not look at this deal only from transactional and commercial point of view. Having strategic amphibian platform, India alone will be able to ensure freedom of navigation, and uphold the rule of international law in the entire Indian Ocean.
In current geo politics, the democracies of India and Japan have no other option than closer cooperation.
From Indian side, our opposition parties must show some maturity while targeting the ruling Modi government.
While ShinMaywa has got full freedom to select its local partner.
Just Like in Rafale deal, Some of them may raise questions, why Only Mahindra defense has been selected?
This sort of wild allegation may get them few more votes, but such behavior will be harmful to whole nation in the long run.
After four years long negotiations, at whatever price India and Japan conclude the deal. we should welcome it, unless there is very solid evidence against the very integrity of the deal.
It’s very heartening to see that Indian private defense companies are coming up to the challenge, and forging strategic partnership with reputed global firms in the defense space.
