कच्चे तेल की बढ़ती हुई कीमतों के दौरान, आपको पता है, की भारत में पेट्रोल और डीजल की बहुत ऊंची कीमतें तेजी से और बढ़ रही है.

हम सभी समझते हैं, मध्य पूर्व खाड़ी के देशों में होने वाली उत्तल पुथल के कारण कच्चे तेल की कीमतों में इजाफा हो रहा है.
लेकिन इससे भी अधिक आश्चर्यजनक बात यह है, की खाड़ी के देश कच्चे तेल के लिए दुनिया के अलग-अलग देशों के लिए अलग तरीके से कीमत का निर्धारण करते हैं.
ऐतिहासिक रूप से, भारत और चीन जैसे एशिया के देश अपनी कच्चे तेल की मांग को पूरा करने के लिए खाड़ी के देशों पर पूरी तरह से निर्भर थे, और उनके पास मांग पर आधारित मोल भाव करने की शक्ति भी कमजोर थी. इसलिए एशिया के देश अमेरिका और यूरोप के देशों की तुलना में, हर एक बैरल के लिए $6 तक अधिक कीमत चुकाते थे.
यद्यपि अब दुनिया की आधी कच्चे तेल की मांग भारत और चीन से आती है, फिर भी एशिया के देशों को अधिक कीमत अदा करनी पड़ती है.
इसलिए भारत के द्वारा अमेरिका से कच्चे तेल के आयात करने के निर्णय का महत्व और अधिक बढ़ जाता है.
लेकिन जीवन का एक सत्य यह भी है, कि हम कच्चे तेल की मांग की पूर्ति के लिए खाड़ी के देशों पर अभी भी निर्भर हैं.
इस पृष्ठभूमि में आपने कई अखबारों में पढ़ा होगा, भारत चीन जापान और कोरिया ने अपनी कच्चे तेल की मांग को मिलाकर, बड़ी मांग पर आधारित खाड़ी के देशों से एक साथ मोलभाव करने का निर्णय लिया है. ताकि लंबे समय के लिए सस्ती कीमतों पर कच्चा तेल खरीदा जा सके.
यह याद करना रोचक होगा, कच्चे तेल के इस गठजोड़ का विचार भारत के पूर्व आयल मंत्री मणिशंकर अय्यर के द्वारा वर्ष 2005 में प्रस्तुत किया गया था.
यद्यपि आर्थिक रूप से इस विचार में बहुत दम है, फिर भी पिछले 13 वर्षों में यह गठजोड़ नहीं बनाया जा सका.
इस समय अवधि में भारत और चीन का बहुत ही जटिल रिश्ता कई उतार-चढ़ाव से होकर गुजरा है.
कहने की जरूरत नहीं है, इस रिश्ते में विश्वास की भी कमी है.
इसका एक और कारण यह है, भारत और चीन मध्य पूर्व के देशों में शांति और स्थायित्व को बनाए रखने में अपनी भूमिका अदा नहीं करते हैं.
जैसा कि आपने अभी अमेरिका के सीरिया पर किए गए हमलों के दौरान देखा होगा, कि भारत और चीन इस विवाद का हिस्सा बनना नहीं चाहते हैं.
भविष्य में यह विचार करना नादानी होगी, कि केवल अपनी मांग के बल पर भारत और चीन खाड़ी के देशों को सस्ती कीमत पर कच्चा तेल बेचने के लिए मजबूर कर पाएंगे.
हम एशिया के देशों को किसी न किसी रूप में खाड़ी के देशों में शांति और स्थायित्व की बहाली के लिए अपनी भूमिका अदा करनी चाहिए.
जब कुछ देश जान बूझ कर कृत्रिम रूप से उथल पुथल पैदा करना चाहते हैं, तो कच्चे तेल को बड़ी मात्रा में खरीदने वाले एशिया के देशों का दायित्व है, कि वह इन देशों की साजिश को उजागर करें. उन्हें कम से कम लड़ाई लड़ने वाले समूह के साथ खड़े नहीं होना चाहिए.
जहां तक हम सोचते हैं, जब तक भारत और चीन अपने बीच के विवादों को नियंत्रण में रखेंगे, और डोकलाम जैसे विवाद से बचेंगे, तब तक इन दोनों देशों के बीच कच्चे तेल का यह गठजोड़ काम कर सकता है.
यह दोनों देश मिलकर मजबूती के साथ मोल भाव करते हुए निश्चित कर सकते हैं, कि हमारे आम लोगों को पेट्रोल-डीजल खरीदते समय अधिक धन खर्च ना करना पड़े.
इससे भी अधिक महत्वपूर्ण बात यह है, अगर यह गठजोड़ आकार लेता भी है, तो हमें यह नहीं भूलना चाहिए. कि भारत को हर साल चीन के साथ व्यापार में तगड़ा घाटा हो रहा है.
बिना विलंब किए हुए, आपसी विश्वास को बनाने के लिए चीन को अपना बाजार भारत की वस्तुओं और सेवाओं के लिए खोलना होगा.
कहने की जरूरत नहीं है, कि इस गठबंधन के बारे में बात करते समय, हमें चीन के साथ सीमा पर अपनी चौकशी हमेशा की तरह बनाए रखनी होगी.

Amid rapidly rising global crude oil prices, you all know, already at their record high level, petrol and diesel prices are on a rising trend.
The result is, price sensitive Indian consumers have to pay more each time they visit petrol pump.
While we all understand that turmoil in Middle east is one of the primary reasons for rising crude oil prices.
What is rather surprising is, that Middle East Oil Producing countries have different pricing mechanism for different geographies.
Historically Asian countries, Including India and China, have few alternative to Gulf Crude and little Demand based bargaining power, they have been forced to pay up to 6 dollar more for each barrel than what America and European countries pay.
Though Now half of the global oil demand comes from China and India, yet we are charged higher price.
That’s where the importance of India importing crude oil from America increases a bit more.
However, the fact of the life is, we are still heavily dependent on Gulf crude oil.
In this background, you might have read in newspapers that India, China Japan and Korea have decided to pool their demand, and gain the demand based bargaining power, while negotiating for long term oil prices.
It’s very interesting to recall, this old idea of oil alliance was proposed by Indian Oil Minister Mani Shankar Aiyar in the year 2005.
Though this alliance has always made economic sense, yet in last 13 years, it could not take shape.
The complex India and China relationship has gone through many ups and down in this period.
Needless to say, there is certain degree of suspicion in this relationship.
Another reason is, China and India don’t contribute to the stability in Middle east region.
As you have seen in recent American strikes in Syria, For some reasons, India and China don’t want to be party to the dispute.
In future, It would be naive to believe, that only due to demand power, we will be able to force Gulf countries to charge less.
As Asian countries, In some form we must be seen as playing the role contributing to peace in the region.
When few nations artificially engineer a turmoil, it’s the duty of major consumer Asian countries to expose all of them rather than aligning themselves with warring factions.
As far as we think, the oil alliance in between India and China can work as long as both countries constructively manage their difference and prevent any Doklam like confrontation.
Together we both can bargain hard, and ensure that our people spend less while buying petrol or diesel.
More importantly, even if this oil alliance takes shape, we must not forget that we carry the burden of huge trade deficit with China
Without any delay, As confidence building measure, China must open its market for Indian goods and services.
Needless to say, While talking about this alliance, We must always be vigilant on our border with china.
