Lets discuss about today's topic.
You might have read in newspapers that Modi government decided to form permanent Defense Planning Committee.
Before discussing about this new Joint model, lets quickly refresh about current Chairman of Chiefs of Staff committee, and proposed Chief of defense staff.
As of now, we have Chiefs of staff committee including chiefs of three armed forces. Most senior service chief occupies the post of Chairman of Chiefs of Staff committee.
Chiefs of staff committee can only be considered as intermediate step towards having ideal Chief of defense staff.
Majority of global powers have joint model of appointing Full time Chief of Defense staff.
However, For variety of reasons, India doesn’t have this well proven model.
In this back ground, lets quickly understand the structure of Defense planning committee.
Chairman of Chiefs of staff committee, rest two services chief, Defense secretary, Foreign secretary and Secretary expenditure in the finance ministry will be the members of Defense planning committee.
National Security Advisor will be chairman of this committee.
Therefore, Ajit Doval will be the first National security advisor to hold this prestigious post. No doubt, His clout in the Modi government continue to rise.
Let’s quickly discuss, its main functions.
- Keeping in view external security risks and threats, it will come up with National Security strategy.
- Since all concerned departments have been included in this committee, it will plan to ensure that all necessary budgetary support is provided to capability development program of our armed forces.
- In India, many times we have observed a gap in between defense ministry and foreign ministry. Going forward this committee will come up with defense engagement strategy to ensure that foreign policy objectives are streamlined with national security objectives.
- This committee will also come up with comprehensive policy for defense research and development and road map for indigenization. In addition, this committee will formulate policy to boost defense exports.
All of these policy documents and reports will be submitted to Defense minister.
Henceforth all operational directives will flow out of policy prepared by Defense planning committee..
Since All concerned departments have already reached the agreement in Planning phase, there will not be difficulty in collaboration and coordination among them in operational phase.
Right now, all these national forces are pulling in different directions. Going forward, they all will work in streamlined fashion to achieve national security objectives.
With Ajit Doval leading this organization, we can rest assured, this institution will certainly come up to our expectation.
Having said that, we still need Joint commander in the form of Chief of Defense staff, to better align combat resources and ensure might of Indian defense forces in fully utilized in the battlefield.
Defense planning Committee is certainly a much needed planning reform. However, more needs to be done.
Only sad part is, after fighting five wars, and having longest disputed border in the world, it took 70 years for us to set up this basic institutional mechanism.
Anyways, better late than never. Modi government deserves compliment for taking decision.
