As you might have read, that India and Russia have just concluded the long drawn complex negotiations for S400 deal.


Its worth remembering, the formal decision to buy this advanced system was taken in October 2015.



But now, America has clearly raised the red flag for this deal.



As per Chairman of the House Armed Services committee, India purchasing the S400 has made American administration concerned about having interoperability with India.



We all know, of late India has bought a few major defense platforms from America.



However, American defense equipment dont talk to Russia made Indian defense equipment due to lack of Integration. In fact, no one wants this integration to happen. Even Russia wont allow it.



However, with Two American defense platforms like Guardian drones and anti-submarine Poseidon 8I air craft bought by India, there should be robust data link communication in between them.



Obviously  its necessity for India to fix this communication problem in cost effective manner, That's why America wants India to sign the communications compatibility and security arrangement, and the Basic Exchange and cooperation agreement for Geo Spatial cooperation.



In fact, there has been significant movement on India signing these two foundational agreements to become strategic defense partner of America.



Now America is basically saying,  if India happens to buy S400 missile system, there will be communication problem.



There will obviously be communication problem.  but the question worth asking is, if Indian army require any sort of communication in between S400 and any American supplied defense platform.



In most likelihood, the answer is clear No. These S400 systems are bought with specific purpose  to operate in standalone fashion.


Basically, Americans are suggesting, we should rather buy American or Israeli missile defense platform.



If you see, Its not India alone. Even Turkey is being pressurized by America to stop buying S400 Missile system.



There also, American foreign secretary Mike Pompeo has said, S400 will be incompatible with NATO.



Now that NATO member Turkey is being discouraged to buy the s400, and clouds of uncertainty are hanging over this deal, making Russian president angry, as per Putin, Is it crime to buy S400 from Russia?



Returning to India, we would like to join communication foundational agreement, but current American argument forces us to reconsider our viewpoint.



After joining these agreement, India cannot limit its options to buy defense equipment only from America and its allies.



The defense equipment purchase decision should be made keeping in view our overall national interests and necessities.



Having overdependence on America is certainly avoidable.



What is rather alarming is, American senior official tends to suggest, if India buys S400, there will be difficulty for America to sell Armed drones to India.



This is certainly, cold war zero sum mentality. It effectively means, India can have friendly relationship either with America, or With Russia.



Lets be frank, work on this deal has been going on for last three years, long before America has imposed sanction on having defense deals with Russian firms last year. Its too late for India to take a step back on this path.





America is free to change its policy any time, but it should not expect India to dance at its tunes.



That's where, its very important for India and Russia to find way to avoid the effect of american sanctions on this deal.



Our point is rather simple, if S400 system meets the need of our defense forces, we must buy them, irrespective of what America thinks.



Now acquisition of S400 has to prove the independence of Indian defense acquisition process
