अभी तक अमेरिकी सेना Army, Marine Corps, Navy, Air Force और Coast Guard जैसे पांच अंगों में बटी हुई थी.
शायद आप जानते हो, राष्ट्रपति ट्रंप ने Space force के रूप में अमेरिकी सेना का छठा अंग बनाने के लिए पेंटागन को आदेश दिया है.
यह अंतरिक्ष में अमेरिका की उपस्थिति बनाए रखने के बजाय, अंतरिक्ष में उसका प्रभुत्व स्थापित करने के लिए किया गया है. लेकिन हमें यह बात ध्यान रखनी चाहिए, यह राष्ट्रपति ट्रंप का सिर्फ एक मौखिक आदेश है.
इससे भी महत्वपूर्ण बात यह है, राष्ट्रपति ट्रंप ने लिखित रुप से इस आदेश पर हस्ताक्षर किए हैं, की अमेरिका एक ऐसी व्यवस्था का निर्माण करेगा, जिससे low earth orbit में बढ़ते हुए उपग्रहों को मॉनिटर किया जा सके. और साथ ही अंतरिक्ष में बढ़ते हुए कचरे से महंगे सेटेलाइट को कोई खतरा ना हो, इसकी व्यवस्था की जा सके.
मूल रूप से, अंतरिक्ष में व्यापारिक और सरकारी यातायात के लिए सुरक्षित, व्यवस्थित और टकराने के खतरे से मुक्त यातायात के विस्तार के लिए व्यवस्था उपलब्ध कराने में अमेरिका विश्व का नेतृत्व करना चाहता है.
जहां तक Space Force का सवाल है, केवल अमेरिकी कांग्रेस को इसे बनाने का अधिकार प्राप्त है. और वही इसके लिए धन उपलब्ध भी करा सकती है. भारत की तरह, अमेरिका में कानून बनाना बड़ा कठिन होता है. इसलिए Space Force अभी हाल फिलहाल अस्तित्व में आने वाली नहीं है.
यद्यपि Space Force का विचार बहुत पुराना है, इसलिए सवाल यह उठता है, आखिर अब अमेरिकी राष्ट्रपति ने इसे बनाने का निर्णय क्यों लिया?
आप जानते हैं, इस क्षेत्र में कदम उठाने में जहां अमेरिका को मुश्किलों का सामना करना पड़ता है, वहीं रूस और चीन तेजी से प्रगति करते हुए अमेरिका के लिए चुनौतियां प्रस्तुत कर रहे हैं.
संयुक्त राष्ट्र संघ में बाहरी अंतरिक्ष को लेकर एक संधि 1967 में पारित की गई थी. जिसके अनुसार अंतरिक्ष दुनिया के सभी देशों के लिए है. और इसका शांतिपूर्ण तरीके से पूरी मानव जाति की भलाई के लिए उपयोग किया जाना चाहिए.
अंतरिक्ष में, चंद्रमा पर और अंतरिक्ष की किसी भी अन्य body पर इस संधि के अनुसार किसी भी प्रकार की सैन्य गतिविधि और हथियारों को लगाने पर प्रतिबंध लगा हुआ है.
लेकिन चीन में अभी हाल ही में एक कॉन्फ्रेंस का आयोजन किया गया था, जिसमें इस बात पर विचार किया गया, कैसे चांद पर sensors और हथियार लगाए जाएं, जिससे जरूरत पड़ने पर धरती की निचली कक्षा में अथवा अंतरिक्ष की गहराई में किसी भी अमेरिकी सेटेलाइट को मार गिराया जा सके.
अगर यह अमेरिका के लिए खतरा हो सकता है, तो निश्चित रूप से यह भारत के लिए भी खतरा होगा.
चीन ने इस प्रकार के दावे प्रस्तुत करने की इच्छा भी जताई है, कि उसे अंतरिक्ष में निश्चित geo synchronous regions के ऊपर संप्रभुता मिलनी चाहिए.
इसके अलावा Asteroids पर कीमती धातुओं का खनन करना बहुत ही लाभकारी संभावना बन कर सामने आया है. उदाहरण के लिए, 433 Eros Asteroid में इतना अधिक सोना है, जितना धरती पर अभी तक निकाला नहीं गया है.
दोस्तों हम दक्षिण चीन सागर की चर्चा करते हैं. लेकिन अब तो चीन अंतरिक्ष पर भी संप्रभुता के दावे प्रस्तुत करने की जुगाड़ लगा रहा है.
चीन की यह योजना संयुक्त राष्ट्र संघ की वर्ष 1967 की संधि का घोर उल्लंघन है. लेकिन हम सभी जानते हैं, अगर चीन ने अंतरराष्ट्रीय नियमों का पालन किया होता, तो आज दक्षिण चीन सागर का विवाद ही नहीं होता.
बिना किसी आम चुनाव, किसी कानून बनाने की प्रक्रिया, मीडिया और अफसरशाही की देरी के, चीन अंतरिक्ष में अपनी योजना पर तेजी से विकास कर सकता है. इसलिए चीन अमेरिकी हितों को सीधा खतरा पैदा करता है.
जहां तक भारत का सवाल है, हम इस क्षेत्र में भी चीन से पिछड़ गए हैं.
वर्ष 2010 में, जब चीन ने मध्यम दूरी की बैलिस्टिक मिसाइल का उपयोग करके, अपने एक पुराने सैटेलाइट को गिरा दिया था. तब इसके जवाब में डरे हुए भारत ने Integrated Space Cell का निर्माण किया था. जिसका उद्देश्य अंतरिक्ष में तैनात भारतीय नागरिक और सैन्य उपयोग में आने वाले सेटेलाइट की रक्षा करना है.
जैसा कि आप समझ सकते हैं, हमारी रणनीति पूर्ण रुप से रक्षात्मक है, लेकिन हमारे पास जवाबी कार्यवाही करने की क्षमता उपलब्ध नहीं है.
अमेरिकी सरकार जो रणनीतिक निर्णय लेने वाली है, उससे हमें सीखना चाहिए. हमें उनकी नकल करने की जरूरत नहीं है, लेकिन परमाणु शक्ति की तरह, अंतरिक्ष में भी हमारे पास विश्वसनीय न्यूनतम प्रतिरोध होना चाहिए. इसका मतलब है, अगर दुश्मन ने हमारा एक सेटेलाइट या उपग्रह गिराया, तो हम जवाब में उसके सारे सेटेलाइट धूल में मिला देंगे.

Until now United states Armed force has been divided into five branches
Army, Marine Corps, Navy, Air Force and Coast Guard.
Now, you might know, President Trump has asked Pentagon to create Space force as sixth branch of the US Armed forces
Though It’s an attempt to shift from maintaining American presence in the space, to ensuring its dominance in space. yet Let’s be clear, this is just a verbal order from President Trump.
More importantly Trump authoritatively signed directive for establishment of a new protocol and procedures to manage and monitor the increasing numbers of satellites in low-Earth orbit and the tens of thousands of pieces of space junk and debris, that pose an increasing threat to costly spacecraft.
America wants to become a leader in providing Collision free safe and secure environment as commercial and civil space traffic increases.
So far as space force is concerned, only American congress has the authority to create it and provide most important funding for it. Just like in India, the slow American legislative process will ensure that space force will not be reality any time soon.
Though idea of space force is very old, yet the question is what made American president to announce space force creation now.
You know America has been struggling to take steps in this domain, but China and Russia have always posed competitive threat to America.
As per United Nations Outer Space Treaty of 1967, Space is for all countries, and it must be peacefully used for the benefit of whole mankind.
This treaty prohibits any military activity or installation of weapons systems in space, on moon or on any other celestial body.
But China has recently held a conference to discuss placing sensors and weapons on the moon to target US Satellites in low earth and deep space orbits.
If this is a threat to America, it is certainly a threat to India as well.
China has also announced its intent to lay vertical sovereignty claims over certain geo synchronous regions of space.
In addition, Mining Asteroids appears a very lucrative activity. For example, 433 Eros Asteroid contain more gold, than has ever been mined on earth.
friends, we talk about South China Sea, but now China is even trying to place ownership claims on the space.
These Chinese plans are clear and direct violation of 1967 outer space treaty. However We all know, if china had cared about International rule of law, there would not have been any south china sea dispute.
China intend to make rapid progress in the space, with no general election, no legislative process , no media and of course no bureaucratic delays.
That’s how China poses a significant threat to American interest.
So far as India is concerned, we are clearly lagging behind China.
In the year 2010, China showed to the world, using a medium range ballistic missile, it can shoot down one of its own aging satellites.
In response, Scared India created Integrated Space Cell, which oversees the security of our space based military and civilian hardware systems.
As you can understand, our strategy is defensive here, with no capability to retaliate in space.
We must learn from the strategic decision, seem to have been taken by American President. No need to copy him, but like Atomic warfare, we must have Credible minimum deterrence in the space sooner than later. it means, if enemy shoots our one satellite, we will bring its all satellites down to dust.
